Abstract

Papua has been one of the provinces in Indonesia which is of the central governmentâ??s concern. The government, through Special Autonomy running for 15 years, has disbursed Rp 59.51 trillion to Papua province with anexpectation that all funds are used for development. Each regency and city receives 80% of the special autonomy fund, which is an addition to provincial APBD fund. This large funding should be used to improve the welfare of the people, that is the use of budgets that have an impact on economic growth and the decline of poverty levels in regencies and city throughout the province of Papua. The aim of this study to analyse the direct effect of budgeting performance on economic growth and indirect influence on poverty level. The scope of the study area covers the regencies of Merauke, Jayapura, Jayawijaya, Biak, Nabire, Yapen Islands and Jayapura City. This study utilises data of the year 2010-2016 and it is analyzed using multiple regression. Hypothesis testing is done by T- and F-Tests. The results showed that partially budgeting performance (effectiveness, efficiency and independence) have positive yet insignificant effect on economic growth, while simultaneously it exhibits positive and significant impacton the economic growth. However, the economic growth is negatively insignificant to poverty, and does not mediate the effect of budgeting performance on poverty levels.

Abstract

he purpose of this study was to test and analyze the Determinant of the Fraud Factor with theEffectiveness of Internal Control as a Moderation Variable in the Keerom District GovernmentOrganizations. The research population were all 28 Regional Apparatus Organizations, where thesample in this study was the Head of the Regional Apparatus Organization, Head of Division.Accounting and Head of subdivision.General/administration in each Regional ApparatusOrganization. The Test was accomplished about 77 sample respondents by using probabilitysampling. Data collection was collecting by directing a survey. Hypothesis testing was empiricallytested by using Smart PLS.The results showed that information asymmetry was affecting the tendency of accounting fraud. Thepursuance of accounting regulations was not affecting the likelihood of accounting fraud. Thesuitability of compensation has influenced the leaning of accounting fraud. The leadership hasinfluenced the tendency of accounting fraud. The effectiveness of internal control has moderated theinformation asymmetry towards accounting fraud tendencies. The internal control has moderatedthe accounting enforcement of trends in accounting fraud. The usefulness of internal controls hasmoderated the suitability of compensation for accounting fraud tendencies. The effectiveness ofinternal controls moderates leadership towards accounting fraud trends.

Abstract

The Department of Education and Culture of the Yapen Islands Regency as an extension of the local government in dealing with education has attempted to provide maximum public services. However, in its implementation, there are several obstacles, including not optimal services provided due to less-than-optimal employee performance. The objective of the study is to analyze the influence of leadership style, organizational culture, and job satisfaction on the performance of the employees of the Department of Education and Culture of the Yapen Islands Regency. Collecting data used a questionnaire. The research sample was calculated using the Slovin formula and obtained a total sample of 60 employees of the Department of Education and Culture of the Yapen Islands Regency. The data were tested with research instrument tests, classical assumption tests, and multiple linear regression tests using SPSS software version 25. The results showed that 1) leadership style had a positive and significant effect on employee performance, 2) organizational culture had a positive and significant effect on the performance of employees, 3) job satisfaction has no effect on employee performance

Abstract

The structure of Regional Development Budget (hereafter APBD) of Papua Province, which is mostly sourced from  Government transfers tends to increase every year. This requires prioritising the use of capital expenditure that can improve the welfare of the community. However, it is an irony that the poverty rate in Papua Province ranks first in Indonesia as indicated by the Human Development Index (HDI), below the national average HDI. The objective  to analyse the structure of the APBD (General Allocation Fund - hereafter DAU, Special Allocation Fund - hereafter DAK and Revenue Sharing Fund - hereafter DBH) and financial performance of Papua's Human Development Index in 2013-2018 with capital expenditure as an intervening variable. Quantitative approach is used with secondary data type, which is processed using the IBM SPSS Amos application.  This study indicate that the increasing APBD structure will be able to increase the HDI but capital expenditure does not mediate the APBD structure to the HDI. Furthermore, financial performance has no impact on increasing the HDI as the capital expenditure does not mediate financial performance on the human development index.

Abstract

This study aims to determine the effect of performance allowances, organizational culture, and work discipline on employee performance at the Public Order Agency (SATPOL PP) of Yapen Serui Islands Regency. This is a quantitative research with a causal approach. The research used a saturated sampling method by treating all research population, namely 82 SATPOL PP officers of the Yapen Serui Islands Regency, as the research sample. The data were analyzed using a descriptive analysis and multiple linear regression. The results showed that the performance allowance had a positive and significant effect on employee performance. In other words, the greater the performance allowance, the higher the employee’s performance. In contrast, organizational culture had no positive and insignificant effect on employee performance. The organizational culture applied at the SATPOL PP officers in the Yapen Serui Islands Regency did not significantly improve employee performance. Work discipline had a positive and significant effect on employee performance. The higher the employee’s work discipline, the higher their performance.

Abstract

Usaha jamur tiram putih (Pleurotus ostreatus) di Papua merupakan “bisnis baru” yang sangat menjanjikan. Unit Usaha Budidaya Jamur (UUBJ) yang merupakan implementasi program PPUPIK Jurusan Biologi FMIPA Universitas Cenderawasih (Uncen) telah merintis budidaya jamur tiram sejak tahun 2016. Jamur segar yang dihasilkan 15 kg per minggu dengan harga Rp. 70.000,-/kg. Selain sebagai profit, UUBJ juga menjadi sarana pembelajaran bisnis (wirausaha) bagi mahasiswa, alumni dan kelompok masyarakat. Solusi atau teknologi untuk menumbuhkan dan membentuk jiwa kewirausahaan adalah Entrepreunership Capacity Building (ECB) dan Participatory Action Learning System (PALS). Unit ini telah menghasilkan 5 orang entrepreuner baru di bidang usaha jamur tiram putih yang berasal dari mahasiswa  dan alumni.

Abstract

Permasalahan pada SMP Advent Abepura Papua adalah model pembelajaran yang masih dilakukan secara tradisional yaitu guru menyampaiakan materi pelajaran, memberikan tugas, kuis, mengumpulkan tugas hanya dilakukan di sekolah. Hal ini tidak dapat dilakukan pada masa pandemi Covid-19 berdasarkan Surat EdaranKementerian Pendidikan dan Kebudayaan  No. 4 tahun 2020. Apabila ada guru yang berhalangan untuk mengajar maka proses belajar mengajar tidak terlaksana. Penyampaian informasi kepada siswa melalui pemberitahuan langsung dari guru atau siswa melihat informasi pengumuman di sekolah. Solusi permasalahan yaitu penerapanaplikasi e-learningn edmodo untuk pembelajaran online pada SMP Advent Abepura Papua. Penerapan aplikasi elearning berbasis edmodo bermanfaat bagi guru dan siswa karena digunakan sebagai blended learning untuk pembelajaran. Hasil pelaksaan kegiatan pengabdian adalah peningkatan kemampuan dan keterampilan guru / siswa dalam menggunakan aplikasi e-learning edmodo sebagai media untuk proses belajar mengajar. Penerapan aplikasi elearning edmodo  meliputi pembuatan akun guru, akun siswa, melengkapi profil guru, mebuat kelas virtual di edmodo, melihat kode akses kelas untuk siswa, dan manajemen pengelolaan edmodo seperti memasukkan bahan ajar ke dalam menu library, membuat tugas dan ujian. Kata Kunci : Edmodo, E-learning, SMP Advent Abepura, Aplikasi, Covid-19.
