Abstract

Maghrib Mengaji Community Movement or better known as GEMMAR Mengaji is a national program of the Ministry of Religion of the Republic of Indonesia which is launched in every Province and Regency / City in Indonesia(Revelation, 2018). Indonesian Muslims constitute the majority community where almost all Indonesian citizens are predominantly Muslim. According to the 2010 statistical data, Muslims in Indonesia totaled 207,176,162 people or 87.18% followed by Christianity with a percentage of 6.96%, in the next position, namely Catholicism with a percentage of 2.91%, Hinduism 1.69%, Buddhism. 0.72, and Khong hu chu 0.05%. Today people prefer to spend their time watching television than reading the Koran or other positive activities(Kristiawan, 2016). This also happens in Lebak Regency as an area which also has the characteristics of the majority being Islam. So that with the implementation of the perda, the magrib reciting movement can bring about mental changes in thinking, especially among children and adolescents for a better life. The method used in this research is a qualitative method. The results in this study indicate that the implementation of the maghrib recitation regional regulation is quite good if viewed from the communication dimension which shows the socialization carried out by the implementing agency, resources in the form of incentive support for reciting teachers, adequate facilities in the implementation of magrib recitation, and the number of teachers. sufficient recitation.

Abstract

Permasalahan peningkatan PAD melalui pemanfaatan BMD belum dikelola secara optimal dan masih ditemukannya permasalahan, seperti pengamanan dan pemanfaatan aset masih belum baik sehingga banyaknya aset daerah yang tidak tergali potensi pendapatannya serta masih adanya potensi kebocoran pendapatan atas pemanfaatan BMD yang tidak masuk ke kas daerah.Kedepannya pemerintah Provinsi Banten harus bisa membuat kebijakan terkait pengelolaan PAD khusunya dari sektor pemanfaatan BMD. Penelitian ini menggunakan indikator strategi.Metode penelitian ini menggunakan deskriptif kualitatif. Hasil penelitian yaitu, Pemerintah Daerah telah menyusun target rencana capaian agar dapat mengukur ketepatan waktu dalam menggali sektor pendapatan. Waktu yang dibutuhkan untuk peningkatan PAD saat ini masih belun optimal karena masih terkendala dengan revisi Perda mengenai rasionalisasi tarif. Dampak peningkatan PAD melalui optimalisasi pemanfaatan BMD yaitu terciptanya peningkatan kualitas pelayanan, peningkatan program kesejahteraan masyarakat, peningkatan pembangunan, dan peningkatan kesejahteraan serta kinerja pegawai. Selain itu masih diperlukannya penggalian potensi sumber pendapatan yang berasal dari pemakaian kekayaan daerah yang belum dilakukan. Perlu ditingkatkannya kualitas pengelolaan BMDsecara menyeluruh. Upaya lainnya penerapan pencatatan retribusi dan pemungutan melalui sistem aplikasi online, memperluas jangkauan layanan dan penggalian sumber potensi pendapatan daerah yang baru. Pembinaan pegawai melalui diklat bagi pengurus barang dan bendahara penerimaan serta menerapkan sangsi yang tegas atas kendala yang didapat dari aparat yang tidak mematuhi aturan dan berindikasi kepada tindakan korupsi dalam penggelapan pendapatan serta penaikan tarif secara sepihak.

Abstract

This article/writing discusses the implementation of special protection policies in the Child Friendly City (KLA) program. This article/writing aims to analyze how the implementation of special policies in this child-friendly city program goes well or vice versa. This special policy for the child-friendly city program is stated in the Presidential Regulation of the Republic of Indonesia Number 25 of 2021 concerning Child-friendly Regency/City Policy, in which the discussion points regarding the special policy on the child-friendly city program are stated in the regulation. This writing. From the results of references from several literatures,this special policy in the child-friendly district/city program has several clusters, namely Victims of Violence & Exploitation, Victims of Pornography & Emergency Situations, Persons with Disabilities and ABH (Children in Conflict with the Law), Terrorism, Stigma. From several references and analysis of these references, it shows that the implementation of child-friendly city policies has been carried out well, although there are still obstacles or obstacles faced by relevant agencies or stakeholders such as the Women's Empowerment and Child Protection Agency. This happens because law enforcement officers have different perceptions, as well as the lack of public understanding of the existence of special policies in the child-friendly district/city program.

Abstract

This article discusses Self-Government of Inheems Rechtsgemeen schap/Customary Law Community Units (KMHA) as a means of implementing customary law. It is known that there is a bias in the understanding of the meaning of KMHA in the 1945 Constitution Article 18B Paragraph 2 and in practice it is mixed up with the meaning of Village, Traditional Village and Indigenous Peoples, this is due to bias in the regulation of Law 6/2014. The representatives of the Baduy Indigenous People at the Seba Baduy event expressed their aspirations for the Baduy KMHA to be recognized by Regional Regulations (Perda). The language conveyed is that their Traditional Village (Baduy) does not yet have a legal umbrella as a legal force for the community. The Lebak Regency Government has responded positively to this aspiration. Based on that, this article wants to examine the concept of KMHA, so that it can be clearly identified what the characteristics of KMHA actually are. In this study the method used was descriptive with a qualitative approach. The results revealed that the Baduy KMHA turned out to have characteristics similar to those of KMHA (Inheems Rechtsgemeenschap or Adat Rechtsgemeenschap) referred to by Van Vollenhoven (1907). If so far we have seen the construction of Law 6/2014 and the response from the district government to facilitate local regulations, this indicates that both the Central and Regional Governments (Lebak) do not really understand the juridical and theoretical concepts regarding KMHA, villages and traditional villages and where the differences are, so the steps taken to recognize and treat KMHA is not according to the principle (according to the constitutional). It is hoped that all State Organizers must understand correctly and correctly the concept of KMHA both constitutionally and in theory so that the steps are right in recognizing and treating KMHA which are self-governing by customary law.

Abstract

Cost and benefit analysis is carried out to assess whether the costs associated with financing a feasibility study outweigh the potential benefits. Cost refers to the financial resources used in conducting the study, while benefits cover possible risks of project failure, including opportunity costs, start-up costs, and capital costs. A comprehensive evaluation is carried out to determine whether the costs associated with funding the feasibility study outweigh the potential benefits. This research approach uses a qualitative approach, where the method focuses on research by describing the phenomena that occur. The type of research used is descriptive. Data collection with biometric mapping was carried out on the VOSViewer application, then, in the text format of the data, which was inputted and analyzed with VOSViewer, the results of research developments in the implementation of the smart city program obtained the conclusion. The results of the expansion of the regions revealed the gloomy situation of the government's performance and the development of the public in the 70 regions resulting from the expansion. In addition, the process of regional expansion is the strengthening of ethnic and religious identity politics and the rise of narrow regional insights. Regional expansion is the best solution for every problem that occurs in the region. The creation of justice and equity between the central and regional governments. The formation of new autonomous regions is expected to bring services closer to the community, the implementation of an effective and efficient government wheel and democratization at the regional level.

Abstract

The existence of BUMDes (a village-owned enterprise) as one of the strategies to support the achievement of village goals for development, particularly in enhancing the village economy and welfare for village communities, necessitates the implementation of BUMDes policies in the form of programmes or policy derivatives. The village is responsible for managing and regulating the community's interests in accordance with local conditions and sociocultural norms. This study utilises secondary data methods and literature reviews to collect and process data from Google Scholar library data sources. According to the findings of this study, the BUMDES is one of the village's programmes to improve economic facilities and village welfare. Therefore, cooperation between the village government and the community is required to promote village development, as development in this village directly benefits the surrounding community
