Abstract

Kecamatan merupakan istilah  subdistrict  pemerintah daerah dan    berfungsi sebagai ujung tombak  dalam penyelenggaraan pemerintahan daerah serta menjadi garda terdepan dalam memanifestasikan tujuan pembangunan kesejahteraan rakyat. Keberadaan  subdistrict merupakan konsekuensi dari  implementasi konsep Decentralizations within cities. Undang-Undang Nomor 23 Tahun 2014 Tentang Pemerintahan  Daerah, menjelaskan bahwasanya Kecamatan hanyalah wilayah kerja Camat sebagai perangkat daerah, yang mewakili bupati/walikota di wilayah kerja tertentu.Artikel ini menggunakan pendekatan  kualitatif dengan metode diskriptif. Kesimpulan dalam artikel ini dapat diketahui bahwasanya Camat sebagai pimpinan tertinggi di Kecamatan harus dapat mengkoordinasikan semua urusan pemerintahan di Kecamatan. Kecamatan sebagai daya dukung pemerintah daerah dalam menjalankan aktivitas  kerja tidak  terlepas dari hubungan dengan organisasi vertikal  dan pihak lain termasuk satuan kerja perangkat daerah. Abstract

Akuntabilitas pengelolaan dana desa dapat diwujudkan melalui fungsi pembinaan dan pengawasan yang dilakukan oleh Pemerintah Daerah, sehingga potensi penyimpangan atau korupsi dapat dicegah. Akuntabilitas menjadi salah satu syarat dalam mewujudkan tata kelola Pemerintahan yang baik dan profesional. Penelitian ini bertujuan untuk mengkaji dan mendapatkan gambaran penerapan dimensi akuntabilitas publik, sistem pengawasan, menganalisis faktor Internal dan eksternal serta merekomendasikan model pencegahan korupsi pada pengelolaan dana desa. Metode yang digunakan adalah deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang dilakukan yaitu dengan  wawancara, observasi, telaah dokumen. Dari hasil penelitian ini didapatkan gambaran empiris tentang penerapan dimensi akuntabilitas publik dalam pencegahan korupsi pada penggunaan anggaran dana desa di Kabupaten Pandeglang, serta menunjukan bahwa penerapan lima dimensi akuntabilitas publik yaitu akuntabilitas hukum dan kejujuran, akuntabilitas manajerial, akuntabilitas program, akuntabilitas kebijakan, dan akuntabilitas finansial. Pengawasan dianggap dapat mencegah potensi tindakan korupsi. Kemudian dapat terpetakan juga kondisi ril serta tingkat keberhasilan Pemerintah Kabupaten Pandeglang bersama mitra (pendamping desa) dalam melakukan upaya pencegahan potensi tindakan korupsi pengelolaan dana desa. Dengan demikian, berdasarkan hasil analisis faktor internal dan eksternal dapat dirumuskan sebuah model pencegahan korupsi.

Abstract

This article discusses the fulfilment of the necessary condition of institutional elements in the District of Pandeglang. Especially in carrying out its capacity as an autonomous region as well as the administrative region of the province. The purpose of this article is to provide a recommendation model in delegating the authority of the Regent to the Head of District based on empirical conditions. This study uses a qualitative approach. The results showed that in Pandeglang District, the fulfilment of the necessary condition of the district institutions such as human resources and the budget was not directly proportional to the legal authority delegated by the Regent. In addition, in the aspect of the legal authority of the Head of District is still not accommodating enough on several aspects including legislation changes, regional characteristics, the spirit of institutional strengthening in public services, and the demands for orchestration of national development programs. Therefore, this article recommends a model in which the Pandeglang Regency Government is expected to conduct a series of district institutional arrangements or restructuring in order to realize the effectiveness of district administration as a supporting force in the administration of regional government.

Abstract

This Study aims to determine the tourism Management Governance in Special Economic Zone of Tanjung Lesung. This Research method is descriptive qualitative. Data accumulation techniques used are: Interview, Documentation, and observation. The location of this research is around the Tanjung Lesung KEK tourism area. Based on the results of this study it can be concluded: First. Tourism Management in Pandeglang Regency, especially in the Tanjung Lesung Special Economic Zone Tourism area run accordance with several indicators of tourism managementOf all indicators on the road well but for public relations the private sector and the government has done its best but it is deniable that conflicts often occur, but it can be resolved well, because nothing is difficult as long as there is good intention; and second. Public Private Partnership is agreement or contract between the private and the government based, based on that the transfer of function is left to the private sector from the regional Government and determined based on existing regulations.

Abstract

Realizing of implementation a democratic State, in Indonesian constitutional system is prepared by principles of constitutional democracy. The principle of constitutional democracy is carried out with the intention of implementing a democratic system with limited by constitution. Among the principles of democracy are the electoral system to elect State leaders and people's representatives. Good government will creation a government stability and political stability in realizing the goals and ideals of the State through the concept of checks and balances. The conception of checks and balances in a democratic frame can be realized with the principles of transformative democracy and / or transactional democracy. In the constitution of Indonesia, the principle of transactional democracy can occur before and after the general election of the President and Vice President. Transactional democracy can threaten government and / or political stability if group / coalition solidity is not created in carrying out checks and balances.

Abstract

Problems such as the lack of human resources who have the competence and skills with basic public services, the low level of service, the infrastructure of the village office that is less representative, the low performance of the village chief and there are still some village programs that have not been implemented. The purpose of this study was to analyze public service bureaucratic reforms in a number of villages in the Taktakan Subdistrict of Serang City in an evaluation of the policy to determine Serang City as the Capital of Banten Province. The research method used is a qualitative approach. Data collection techniques using observation and interviews with data analysis techniques through (1) data condensation (data condensation), (2) Presentation of data (display data), (3) withdrawal of conclusions (conclusion drawing). The results showed that the bureaucratic reform of public services in several villages in the District of Taktakan, Serang in evaluating the policy to determine Serang City as the Capital of Banten Province in several aspects still needs to be evaluated comprehensively. The dimensions of public service policies, limited human resources and infrastructure, service information systems and public service policy innovations are still not optimal, even though the fulfillment of the evaluation of public service principles such as justice, participation, transparency and accountability, and empowerment and accessibility have been implemented with well.

Abstract

This paper is aimed to explain the presence of marine potentials in the southern coastal area of Lebak Regency, Banten Province that have not been fully exploited. There are several potentials found in this Regency, the extensive coastline of approximately 91.42 km², and the marine resources and fisheries that could be developed. The potentials include not only fisheries and tourism but also mining. With such a high rate of development in the coastal area of Lebak Regency, it will certainly cause various problems in the region such as First, the degradation of coastal and marine ecosystems in Lebak Regency; Second, the increasing intensity of environmental pollution caused by mining and extraction activities; Third, the vulnerability to natural disasters (abrasion, tsunami, erosion, climate change, et cetera); Fourth, the occurrence of area utilization conflict; and Fifth, low productivity of biological marine resources utilization. The method used in this study was a qualitative research method with in-depth interviews, observations, and documentation.  The results show that two issues become marine management problems in the southern coastal area of Lebak Regency, the first is environmental degradation, the second is space use conflicts, and the third is waste pollution due to organic and non-organic waste. Meanwhile, actor mapping shows that the government, in this case, the Regent as the authority in the area, has the power, influence, and interest to give input to the marine management of the Southern Coast of Lebak Regency so that it would not only increase the local revenue but also have a significant effect on the local communities, especially the fisher people and, and the environmental sustainability.ABSTRACTThis paper is aimed to explain the presence of marine potentials in the southern coastal area of Lebak Regency, Banten Province that have not been fully exploited. Abstract

Dalam artikel ini dibahas penyelenggaraan kecamatan dalam kedudukan ganda yakni sebagai perangkat daerah dan perangkat wilayah penyelenggaraan urusan pemerintahan umum. Selain itu juga dibahas aspek pemenuhan elemen necessary conditions, kemudian yang terakhir merekomendasikan model pelimpahan wewenang Bupati kepada camat. Penelitian dilakukan dalam pendekatan kualitatif berlokus di Kabupaten Pandeglang. Hasil penelitian menunjukan pemenuhan elemen necessary conditions lembaga kecamatan di Kabupaten Pandeglang belum seimbang dengan kewenangan yang dilimpahkan oleh Bupati. Kemudian kewenangan camat yang berlaku belum akomodatif dengan beberapa hal diantaranya (1) perubahan undang - undang, (2) karakteristik wilayah kerja camat, (3) penguatan pelayanan publik, serta (4) keberadaan program nasional dimana kecamatan dituntut menjadi bagian dalam orkestrasi. Adapun model yang direkomendasikan adalah Pelimpahan Wewenang Bupati Kepada Camat yang dapat mewujudkan efektifitas penyelengaraan Kecamatan.

Abstract

This study aims to determine Public Services through the E-filling System at the Cilegon Primary Tax Service Office and to determine the supporting and inhibiting factors. The research used is a descriptive qualitative approach. The data sources used are primary and secondary data. To deepen the data analysis interviews, observation, and documentation were carried out. The theoretical basis used is public service. The results showed that the public service through the e-filling system was running well-reviewed with the theory of public service. But there are several supporting and inhibiting factors found. Supporting factors 1) employee upgrading, 2) socialization. The inhibiting factors are 1) lack of human resources, 2) e-filling applications are down or error

Abstract

This study aims to find out how the Implementation of the Implementation Policy for the Implementation of Private Indonesian Manpower Placement (PPTKIS) in the Banten Province Manpower and Transmigration Office (Study in Serang District) and what are the supporting and inhibiting factors in supervising the Supervision of the Implementation of Private Indonesian Manpower Placement ( PPTKIS) in the Banten Province Manpower and Transmigration Office (Study in Serang District). In this study using descriptive qualitative. With the research location in the Banten Province Manpower and Transmigration Office in Serang District Supervision, data collection techniques used interviews, observation, and documentation. This study uses the widodo theory (2018) 4 (four) public policy supervision factors, namely: (1) Actors controlling the implementation of policies, (2) Standard operating control procedures, (3) Financial resources and equipment, (4) Scheduling of Control Implementation. From the results of research using Widodo's theory (2018) Supervision on PPTKIS has not been running optimally because there is no synergy between internal control and external control actors, the agency also has no control schedule, the socialization is quite good but there are still complaints from the community.
