Abstract

ABSTRAKManajemen risiko Keselamatan Kesehatan Kerja (K3) adalah suatu upaya mengelola risiko K3 untuk mencegah terjadinya kecelakaan yang tidak diinginkan secara komperhensif, terencana dan terstruktur dalam suatu kesisteman yang baik. Pandemi COVID-19 yang masih melanda sampai saat ini juga menambah risiko pekerjaan konstruksi. Langkah-langkah yang perlu dilakukan dalam manajemen risiko K3 yaitu pertama :menentukan konteks, kedua: mengidentifikasi resiko yang mungkin terjadi, ketiga: melakukan penilaian risiko, keempat; analisa risiko, kelima: mengevaluasitingkat risiko, keenam: pengendalian risiko, ketujuh: komunikasi dan konsultasi ke semua pihak , dan langkah kedelapan: setelah semua berjalan harus dilakukan pemantauan dan tinjauan ulang Kembali. Pada penelitian ini dilakukan manajemen risiko terhadap pekerjaan utilitas Proyek Pembangunan Gedung X di Samarinda. Hasil menunjukkan bahwa tingkat risiko tertinggi (kategori unaccapable) adalah pada penyebaran COVID-19 di antara para pekerja. Langkah pengendalian risiko yang dilakukan dengan mengikuti dan menjalankan Protokol Pencegahan Penyebaran COVID-19 Berdasarkan Instruksi Menteri PUPR No. 02/IN/M/2020 tanggal 27 Maret 2020. Kategori risiko tolerable dan acceptable dapat dilakukan pengendalian dengan cara pengawasan yang disiplin terhadap kewajiban pekerja dalam menggunakan (Alat Pelindung Diri) APD, seperti helm, body harness, sarung tangan dan selalu mengingatkan para pekerja agar bekerja dengan teliti dan hati-hati. Keberhasilan proses penerapan manajemen risiko tentunya merupakan kerjasama dari semua pihak yang terlibat dalam pekerjaan konstruksi tersebut. Kata kunci: Manajemen Risiko K3, analisa risiko, tingkat risiko, protokol pencegahan dan penyebaran COVID-19, pengendalian risikoABSTRACTThe risk management of Occupational Health and Safety (K3) is an effort to manage K3 risk to prevent unwanted accidents in a comprehensive, planned and structured manner in a good system. The COVID-19 pandemic, which continues to this day, also adds to the risk of construction work. The steps that need to be taken in OHS risk management are first: determining the context, second: identifying risks that may occur, third: conducting a risk assessment, fourth; risk analysis, fifth: evaluating the level of risk, sixth: risk control, seventh: communication and consultation to all parties, and the eighth step: after everything is running, monitoring and review must be carried out. In this study, risk management was carried out on the utility work of the X Building Construction Project in Samarinda. The results show that the highest level of risk (unaccapable category) is on the spread of COVID-19 among workers. The risk control measures are carried out by following and implementing the COVID-19 Spread Prevention Protocol. 02/IN/M/2020 dated 27 March 2020. Tolerable and acceptable risk categories can be controlled by means of disciplined supervision of workers' obligations to use PPE (Personal Protective Equipment), such as helmets, body harnesses, gloves and always reminding workers to work carefully and carefully. The success of the risk management implementation process is certainly the collaboration of all parties involved in the construction work.Keywords: The risk management of K3, risk analysis, risk level, protocols for prevention and spread of COVID-19, risk control.

Abstract

The Covid-19 pandemic has weakened various sectors in Indonesia, including the construction sector. Restrictions on social interactions and associations of people in public places stop construction work and are temporarily delayed. In connection with the development of the COVID-19 pandemic in Indonesia, the Ministry of PUPR issued PUPR Minister Instruction No. 02/2020 concerning the Protocol to Prevent the Spread of COVID-19 in the implementation of Construction Services which was signed on March 27 2020. In general, the PUPR Ministerial Instruction contains a mechanism regarding the COVID-19 prevention protocol in the implementation of construction services, namely the COVID-19 prevention protocol scheme in the implementation of construction services and its mechanisms. The purpose of this study was to find out whether the X Project in Samarinda had implemented the COVID-19 prevention protocol in accordance with the Instruction of the Minister of PUPR. The protocol for prevention and handling of COVID-19 in the implementation of the X Project has largely followed the PUPR Minister's Instruction. The implementation of the protocol for preventing the spread of COVID-19 that needs to be added is (1) Construction Work Service Providers are required to provide additional vaccines, vitamins and nutrients to increase worker immunity; (2) If a worker in the field is COVID-19 Patient Under Surveillance (PDP), work must be temporarily suspended by the Service User and / or Service Provider for at least 14 (fourteen) working days. Abstract

Proyek perbaikan struktur pada proyek BPP I RU V Balikpapan, yaitu pekerjaan perbaikan dan pergantian kolom ditargetkan selesai dalam lima minggu (35 hari). Jangka waktu tersebut yang tidak cukup lama sehingga sangat memungkinkan untuk dilakukan percepatan. Metode yang digunakan untuk melakukan percepatan adalah analisa Time Cost Trade Off. Percepatan dapat dilakukan dengan penambahan jam kerja, tenaga kerja. Dengan melakukan langkah-langkah kompresi jalur kritis dari Microsoft excel maka pengurangan durasi yang paling optimum dapat dicari. Dari hasil penelitian, dapat diketahui durasi optimal proyek selama 37 hari dengan biaya total sebesar Rp.636.042.800,71. Dibandingkan dengan jadwal normal selama 39 hari dan biaya sebesar Rp.675.302.417,21; proyek tersebut dapat dipercepat 37 hari dan menghemat biaya sebesar Rp.39.259.616,50. Kata Kunci : Biaya, durasi, optimal, percepatan The column repair project will be implemented at BPPI. By performing critical path compression steps from Microsoft Excel, the most optimum reduction in duration can be found. From the results of the study, it can be seen that the optimal duration of the project is 37 with a total cost of Rp. 636,042,800.71. Abstract

Di daerah perkotaan terutama di kota-kota besar seperti kota balikpapan, pertambahan penduduk dan kemajuan jaman mengakibatkan semakin sulit akan lahan untuk bangunan yang memenuhi kebutuhan sehari-hari. Dalam pembangunan suatu proyek konstruksi, pengendalian biaya dan waktu proyek merupakan hal yang penting dalam proses pengolahan manajemen proyek. Proyek penambahan bangunan yang sudah ada membutuhkan 140 hari kerja kalender untuk menyelesaikan bangunan penambahan, dengan biaya pekerjan sebesar Rp.642.642.000. Analisis pengendalian dilakukan karna mengalami kelalaian konsultan perencana dalam merencanakan struktur, dimana perencana tidak memperhatikan jenis tanah dan merencanakan berdasarkan pengalaman saja yang berakibat keterlambatan. Dengan dilakukannya optimasi biaya dan waktu menggunakan metode Time Cost Trade Off (TCTO) pada proyek pembangunan penambahan KM.12 Karang Joang Balikpapan, maka waktu dan biaya optimum akibat penambahan tenaga kerja didapat pada 123,62 hari kerja dengan total biaya proyek sebesar Rp.634.106.512 dengan efesiensi waktu proyek sebanyak 16,38 hari dan efesiensi biaya proyek sebesar Rp.8.535.488. In urban areas, especially in big cities such as Balikpapan, the population increase and the progress of the times have made it increasingly difficult to land for buildings that meet daily needs. In the construction of a construction project, controlling project costs and time is important in the processing of project management. Project to add an existing building is spending 140 calendar working days to complete the addition building, with a workforce cost of Rp.642,642,000. Control analysis is carried out because the planner consultants experience negligence in planning the structure, where the planner does not pay attention to the type of soil and plan based on experience alone which results in delays. By optimizing the cost and time using the Time Cost Trade Off method in the development project for the addition of KM.12 Karang Joang Balikpapan, the optimum time and costs due to the addition of labor were obtained at 123.62 working days with a total project cost of Rp.634,106 .512 with a project time efficiency of 16.38 days and a project cost efficiency of Rp. 8,535,488.

Abstract

The problem that still often occurs in the construction world is the low application of Occupational Safety and Health (K3) in construction projects. In this study, it will be evaluated how the implementation of the Occupational Health and Safety Management System (SMK3) in the Jenebora I and Jenebora II Road Improvement Project (Jenebora-Gersik), North Penajam Paser Regency, East Kalimantan. The purpose of this research is to find out how much understanding of workers and employees about the importance of OSH, to know how much understanding of workers and employees to the availability of guidelines, K3 guidelines, the purpose of implementing an OSH program, the presence of K3 experts and the importance of OHS experts, and to find out how to comply workers and employees on the implementation and implementation of the K3 program on the Jenebora I and Jenebora II (Jenebora-Gersik) Road Improvement Project work. This type of research is quantitative research. The research data were obtained from the results of filling out questionnaires and interviews. The number of samples in this study were 70 people. Data analysis used multiple linear analysis using the help of the Statistical Package for the Social Science (SPSS) version 26. The results showed that the understanding of workers and employees towards the provisions on OHS was on average above 70%, understanding of the availability of guidelines, OHS guidelines, the purpose of implementing them the K3 program, the presence of K3 experts and the importance of K3 experts by workers and employees on average above 70%, adherence to the implementation and implementation of the K3 program is an average of 80%, even the application of K3 rules that have met the established standards and worker obedience the obligation to use good and correct PPE to comply with standard K3 guidelines above 90%. Abstract

Manajemen risiko bertujuan mengetahui serta mengurangi risiko yang terjadi pada pelaksanaan Proyek Pembangunan Kantor Dinas Lingkungan Hidup Samarinda agar proyek tersebut dapat segera terselesaikan. Pada penelitian ini akan dilakukan identifikasi terhadap risiko-risiko untuk mengetahui risiko yang sangat berpengaruh terhadap pelaksanaan proyek untuk selanjutnya dilakukan analisis risiko yang terjadi kemudian dilakukan suatu tindakan mitigasi yang tepat terhadap risiko pada proyek, sehingga proyek dapat segera terselesaikan. Metode yang digunakan dalam penelitian ini adalah metode severity index. Hasil yang diperoleh melalui penelitian ini yaitu terdapat 30 variabel. 5 risiko dominan terhadap waktu dengan kategori medium hingga high yaitu cuaca yang tidak menentu (hujan), kerusakan peralatan mesin dan perlengkapan proyek, kelelahan akibat banyaknya pekerjaan yang dilakukan secara lembur, kesalahan estimasi waktu. 3 risiko dominan terhadap biaya dengan kategori medium yaitu cuaca yang tidak menentu (hujan), kenaikan harga material, kerusakan peralatan mesin dan perlengkapan proyek. Risk management aims to identify and reduce risks that occur in the implementation of the Samarinda Environmental Office Development Project so that the project can be completed immediately. In this study, identification of risks will be carried out to determine the risks that greatly affect the implementation of the project for further analysis of the risks that occur then an appropriate mitigation action is carried out on the risks in the project, so that the project can be completed immediately. The method used in this study is the severity index method. The results obtained through this research are there are 30 variables. 5 dominant risks to time in the medium to high category are uncertain weather (rain), damage to machine tools and project equipment, fatigue due to a lot of work being done overtime, time estimation errors. 3 dominant risks to costs in the medium category, namely uncertain weather (rain), increase in material prices.
