Abstract

This study seeks (1) to explore local government strategies in selecting personnel for strategic positions; (2) studying the role of the RPA (Regional Personnel Agency) in carrying out the Decency and Appropriateness Test of personnel applying for the "Position Auction"; (3) studying the role of the Sekwilda in conducting the fit and proper test; (4) searching for the fit and proper test models according to local characteristics. The agenda for improving Indonesia's public sector becomes a necessity if it is linked to developments and current demands, such as good governance, professionalism, transparency, accountability, ethical and moral enforcement in the delivery of public services (Milakovich and Gordon, 2007 in Nurprojo, 2014). The improvement of the Indonesian bureaucracy through the enactment of the State Civil Apparatus Law is expected to be able to realize a better Indonesian bureaucracy through the performance of professional civil servants based on competence and competition by establishing a merit system in State Civil Apparatus management.  This study uses a qualitative paradigm by relying on researchers as data collectors through in-depth interviews and participatory observation. In-depth interviews were conducted with local elites (Head of the Regional Personnel Agency, Staff of the Regional Personnel Agency, Members of the Regional People's Representative Council, Members of the Selection Committee, Non-Governmental Organizations, the media and intellectuals) who were concerned with local governance. This is done to determine the implementation of the propriety test and due diligence in the context of filling strategic positions in the regions.

Abstract

Kawasan Desa Suka Makmur merupakan salah satu lokasi wisata unggulan yang ada di Kabupaten Deli Serdang yang sering dikunjungi oleh wisatawan. Berdasarkan hasil observasi, diidentifikasi berbagai permasalahan, antara lain: 1) masyarakat belum mempunyai kemampuan untuk menjadi pelaku usaha wisata, 2) fasilitas obyek wisata yang belum memadai, 3) belum adanya pengelola yang mampu untuk menjadi inisiator kegiatan wisata, 4) belum berkembangnya atraksi wisata, 5) masih terbatasnya aneka makanan kecil atau oleh-oleh untuk wisatawan, 6) belum dibuatnya paket wisata yang terhubung dengan obyek lain di Desa Suka Makmur, 7) belum adanya promosi yang dilakukan secara luas, dan 8) belum terbentuknya jejaring yang luas. Kegiatan pengabdian ini didesain dengan pendekatan partisipatif melalui metode PRA (Participatory Rural Appraisal) dengan melalui program pengabdian antara lain: 1) pelatihan tentang usaha wisata, 2) bantuan stimulan untuk fasilitas penunjang obyek wisata, 3) fasilitasi pembentukan, pelatihan, dan pendampingan tata kelola organisasi untuk pengelola desa wisata, 4) inisiasi atraksi wisata berbasis potensi lokal, 5) pengembangan aneka makanan kecil untuk oleh-oleh, 6) pembuatan paket wisata yang terintegrasi dengan Desa Bandar Baru, 7) pembuatan media promosi dan berbasis media sosial, dan 8) penyusunan jejaring pada seluruh stakeholder pariwisata, baik itu pemerintah dan biro perjalanan wisata. Pelaksanaaan pengabdian ini akan mendorong tumbuhnya kesadaran masyarakat menyangkut potensi desa dalam bidang pariwisata.

Abstract

Desa Buluh Naman merupakan desa yang memiliki sumber daya alam yang dapat dikelola dengan baik sebagai tempat wisata alam yang menjanjikan, di mana di desa tersebut terdapat sebuah mata air yang keluar dari celah batu, yang rasanya asam dan perih rasanya bila mengenai mata, terletak di perladangan Pestap yang dinamai dengan Lau Macem. Berdasarkan hasil observasi, permasalahan yang terjadi adalah: 1) minimnya pemahaman kewirausahaan dan pengetahuan mengenai potensi keuntungan yang dapat diperoleh dari mengelola kawasan wisata alam yang dimiliki oleh masyarakat desa Buluh Naman, 2) belum adanya pendampingan dan penyuluhan bagi masyarakat agar mereka dapat memiliki kemampuan dalam mengelola dan memanfaatkan sumberdaya alam. Kegiatan Program  Pengabdian Mono Tahun dosen wajib mengabdi guna mendorong tumbuhnya kesadaran masyarakat akan potensi desa pariwisata, tumbuhnya minat masyarakat untuk melakukan upaya-upaya menata destinasi wisata yang pada gilirannya bermanfaat sebagai wahana usaha ekonomi keluarga dan terbentuknya kelompok masyarakat usaha pendukung pengembangan destinasi wisata desa baru sehingga menjadi obyek wisata alam yang ramai dikunjungi wisatawan untuk menambah Pendaparan Asli Daerah (PAD) bagi Desa Buluh Naman.

Abstract

The purpose of the study was to find out the portrait of the SOP on the management of E-KTP from the aspects of transparency, accountability, and the rule of law at the Medan Amplas Sub-District Office, Medan City. This study uses descriptive qualitative research methods with primary and secondary data collection techniques. The results showed that the SOP for the management of E-KTP at the Medan Amplas sub-district office was not optimal in providing services to the community. This is evidenced by the complaints from the publik regarding the procedure and time for completing the E-KTP and the unsatisfactory attitude of the employees.
