Abstract

Some challenges appear in this issue that the Indonesian border agencies indicate weaknesses in coordination, fragmented policy instruments, and disputes in implementing laws. There has little evidence in the previous study about the integration of border agencies in Indonesia and perspectives on the establishment of immigration and customs agencies. The questions may arise how important is the integrated border agencies is in the reform agenda in public sectors and bureaucracy from the perspectives of border officers. This study is to figure out the perspectives of border officers on the integration of two border authorities in Indonesia and what the ideal integration should be. This paper provides solutions for some issues of border protection in Indonesia with survey research and a step-by-step process of integration. This paper finds most immigration and customs officers at border controls exposed the importance of an integration initiative between the Directorate General of Immigration (DGI) and Directorate General of Customs and Excise (DGCE) in Indonesia through the Integrated Border Management (IBM) strategy. Therefore, initiating the integration of institutions between the Directorate General of Immigration and Directorate General of Customs and Excise, such as ICA Singapore or ABF Australia is more ideal border agencies rather than a joint-task force.

Abstract

Abstract

There has been no research on border automation or the mechanism of autogate system at airports in Indonesia, including a comparative study on border technology of immigration control in several countries. This paper is to describe how the border technology of immigration control and autogate at airports in Indonesia work and to compare the adoption of border technology of immigration control at airports in four countries. It presents a discussion with a qualitative research method by applying a systematic procedure reviewing or evaluating documents or document analysis. This study finds Border technology in Indonesia has been established with an integrated information system called SIMKIM under the EDAS as a connecting system to every interoperable system at immigration offices, border controls, detention centers, and representative offices overseas. The DGI has deployed an automated border control for Indonesian passport holders at Jakarta International Airport and Bali International Airport, and foreign passport holders from twelve selected countries at the departure terminal of Bali International Airport. For further research, it is essential to evaluate the adoption of border technology of the immigration control process in Indonesia and the evaluation of the deployment of autogate at two airports in Indonesia.

Abstract

This study is to examine the nature of collaboration between the Department of Home Affairs Australia (DHA) and the Directorate General of Immigration Indonesia (DGI) to protect their borders and intercept unauthorized arrivals, and to identify current challenges of postings of Airline Liaison Officers (ALOs) at airports in Indonesia. This study employs the qualitative research method methodology using the document analysis and observation at Jakarta and Bali airports by collecting sources of data from public organizational reports, official documents, books, online publications, or journal articles. The data is analyzed by using the five indicators by O’Leary & Vij: power, communication, perceived legitimacy, trust, and information exchange. The study shows the collaboration between DHA and DGI in posting of ALOs at airports in Indonesia has been running for more than a decade as the extraterritorial immigration control despite legal challenges, sovereignty, non-refoulment principles, human rights violations, and authority overlap. This paper recommends both countries to ratify new arrangements about posting of ALOs subject to the national sovereignty, data sharing, use of technology, Indonesian legislations, and involvement in operation protocols. Further study about  extraterritorial immigration control by postings of ALOs in Indonesia can be discussed from the perspectives of national sovereignty, border integrity, and intelligence service. Keywords: DHA, extraterritorial immigration control, ALOs, unauthorised arrivals, perceived legitimacy
