Abstract

Causality is an important concept in applied econometrics. It helps us to identify the direction which variable is a cause (policy) and which one is an impact. This paper applied the technique of Granger causality to determine the causal relationship between total government expenditures, total tax revenues, and regional income in the case of regencies’/ rmunicipalities’ local government in Indonesia over the period of 1988-2003.Unlike other researchers, this study breaks down the total local government expenditures into operating and capital expenditures. Similarly, the total local government revenues are specified further into local own revenues and intergovernmental transfers (tax & non tax revenue sharing and grant). Using annual panel data, the analysis discovers a firm bidirectional effect from expenditure to revenue. Meanwhile, we found a unidirectional between regional income and grant. It suggests that the preference of controlling either the spending or revenue decisions is conducted both central and local governments to synchronize fiscal performance. Policy implication that could be drawn is that local governments may increase regional economic performance without depending on grants from central government.Keywords: local government, revenue, expenditure and causality

Abstract

The main problem of this research was to analyze the local government response to the intergovernmental transfers. The main objective of this research was to get a deeper analytical results about the contribution of the intergovernmental transfers on the local own revenue, routine and development expenditures in the case of district and municipality gov¬ernments in Indonesia over the period of 1988-2002.Using the simultaneous equation system, we concluded that the intergovernmental transfers stimulate the increase of the local government expenditures larger than that of the local own revenue. It seems that the dependency of local government onto the intergovern¬mental transfers will be worse. The local governments in the long run tend to use the exter¬nal borrowing to finance the increase of their expenditures. Those results above suggest that (1) the distribution of intergovernmental transfers among regions should consider the local tax effort, and (2) services minimum standard plays an important role to realize the expen¬ditures efficiency.Keywords: Intergovernmental transfer, fiscal performance, simultaneous equation.

Abstract

Reducing unemployment and then creating productive employment are two of the greatest obstacles in most developing countries. Achieving the two programs, however, faces a dilemma. In one hand, creating employment widely leads to decline labor’s compensation. On the other hand, increasing labor’s compensations imply that employers would alter their production techniques into capital intensives (i.e. lay off their workers). This paper tests the hypothesis that workers whose compensation packages contain a profit sharing component are less susceptible to lay off in the face of negative shocks to product demand than are workers paid a fixed, time-based wage. The theory is tested on macroeconomic data, especially in the two selected manufacturing industries in Indonesia. The estimation result shows that profit-sharing meet the theoretical requirements for stabilizing employment. It means that profit sharing could be considered as a means to combat unemployment.

Abstract

The role of oil in an economy is very crucial. This article measures the world oil price uncer-tainty based on conditional standard deviations. It focuses on the volatility of crude oil price in United Kingdom, Texas, and Dubai markets, from January, 1980 to May, 2010. It finds the evidence that asymmetric leverage effects are not found. It also finds that volatility process in returns to its mean only evidenced in Dubai. These findings have some important implications for Indonesia. The government might use the dynamic of oil price in Dubai market as a benchmark to set up its state budget to realize fiscal sustainability.Keywords: Oil price, volatility, asymmetric leverage, fiscal sustainabilityJEL classification numbers: C22, Q43

Any government plays an important role in an economy. The role us presented by both its revenue and expenditure. The net difference of the revenue and expenditure, therefore, determines the type of the revenue and expenditure, therefore, determines the type of fiscal policy implementation.
