Abstract

AbstractBased on the diversity of culture, ethnicity, race and religion in Indonesia Thewriters interest to describe the mindset of the Chinese ethnic political participation. It isindicates highest legitimate authority by the people, measured from their involvement inthe democratic party (election). The results achieved in this study is to see the correlationof the socioeconomic level of the Chinese ethnic political participation in Semarangmayor election process (2010).The methodology research used by the author is quantitative descriptive research,in order to look at the relationship between variables. Data was collected throughquestionnaires method according to the number of samples. The results provide anoverview of data as a result of the overall conclusions regarding the overview of thesocio-economic level, to the level of political participation of Chinese ethnic.Results of this study shows that environmental factors and social status hasaffected their mindset to engage in political activities. The tendency of people choose toparticipate in a closed political, not following the political activities openly. They onlyparticipate by viewing and implement the system that has been determined by thepolitical elite. Abstract

Public information disclosure is one of the spirits of good governance. To embodypublic information disclosure required a balanced engagement betweengovernment and civil society. The involvement of civil society becomes animportant element, because it may contribute to assist and oversees theimplementation of public information disclosure.Dinas Pendidikan Kota Semarang is the agency that has fairly complexinstitutional structure. Information technology to support the provision of publicinformation services owned by the Dinas Pendidikan Kota Semarang quiteadvanced compared to other agencies. But it is ironically the strengtheningimplementation of public information disclosure in its environment less than themaximum.To support Dinas Pendidikan Kota Semarang embodies public informationdisclosure, requires the involvement of civil society elements. The involvement ofcivil society becomes an important element, because it may contribute to assistand oversees the implementation of public disclosure in Dinas Pendidikan KotaSemarang. NGO Pattiro Semarang to be partner of the government to implementand simultaneously escorting public information disclosure. In addition NGOvisions also aims to promote the establishment of good governance, one of whichis public information disclosure.This research uses descriptive qualitative research method. The data collectiontechnique uses documentation studies and interviews to Semarang Pattiro activistsas key informants, as well as PPID Dinas Pendidikan Kota Semarang assupporting informant.The results of the study suggested that the role of Pattiro Semarang is realizedthrough SIAP II program and strengthening public information disclosurecooperates with USAID and GIZ. After the program, the implementation forms ofpublic information disclosure have some progress such as the PPID, SOPformation of public information services, public information categorization, anddevelopment of a public information service system. In carrying out its role,Pattiro Semarang has supporting factors. They are the experience awakened a longcollaboration with Dinas Pendidikan, Pattiro Semarang relationship intelligence toother NGOs, and good image as an independent NGO in the eyes of thegovernment. Abstract

This Research carried out with the aim background knowledge management and allocation of funds for Excise tobacco results (DBHCHT) in Kudus District fiscal year 2010-2012. Funds for Excise tobacco results  (DBHCHT) is one of the fund given by the central government to the local government from the State Budget with percentage division based on the regional potential and a benchmark for PMK 84/PMK.07 /2008 and subsequent changes in PMK No. 20/PMK.07 /2009 about the use DBHCHT and sanctions on abuse of Allocation DBHCHT.This research uses two methods or that is a combination of quantitative methods and the method qualitative research method also called descriptive analytical mind. This research subject that is the parties involved in managing DBHCHT is The overall Regional Secretary Kudus Regency, Economics district Sanctuary and service agencies SKPD on that are involved in the management of DBHCHT. Technical data collection on an interview, documentation, literature and then analyzed through techniques examine, editor data, editing, presentation data in the form table and draw conclusions.This research that is technically allocation and management of the funds for Excise tobacco results  (DBHCHT)  in Kudus District fiscal year 2010-2012 if it is seen as a model guidelines based on the regulation of the Minister of Financial No 84/PMK.07 /2008 and its amendments No 20/PMK.07 /2009 was appropriate and quite well but effective and efficient in the use of the funds are still less optimal. From the result of the research found many obstacle faced by the manager of DBHCHT such as timeliness in the preparation, implementation, reporting, the clarity of the regulation is not appropriate for the conditions of problems in field.

Abstract

Food crisis issues in Indonesia caused by the lack of diversification and reduced agricultural land can be overcome with the use of forest land through intercropping system in which at the same time there is empowering of the village community forest. Empowerment for the community forest village itself consists of the provision of access and capacity enhancement.This study used qualitative research methods with a phenomenological approach. Through this method will be investigated regarding the empowerment of forest villagers to achieve food security at their household level through the experiences, behaviors, and their perceptions.Empowerment conducted in forest village communities in all district has been running for the maximum in terms of providing access to the provision of access to working the land in the forest area in the form of establishment of the service implementation is given work area as well as licensing. While in terms of improvement through facilitation has not running optimally, especially market and capital access, as well as business development.Differences crop intercropping utilization results from the empowerment of forests village communities provide different contributions to food security at their household level, especially on the dimensions of accessibility and availability of food. Keywords: Empowerment, Forest Village Communities, and Food Security

Abstract

ABSTRAKSebagai partai baru yang berhasil mendapatkan suara sebesar 6,72 % dalam Pemilu 2014, Partai Nasional Demokrat (Nasdem) cukup diperhitungkan dalam persaingan politik Indonesia. Tidak terlepas pula bagaimana strategi komunikasi dan kampanye politiknya untuk meraih perolehan suara tersebut.Salah satu strategi Partai Nasdem dalam kampanye Pemilu 2014 adalah dengan pemanfaatan media massa secara masif. Tidak bisa dipungkiri bahwa media televisi menjadi salah satu media kampanye terbesar yang mendorong elektabilitas partai Nasdem. Dengan hasil demikian, televisi diklaim efektif dalam memperkenalkan visi dan misi partai baru tersebut. Penelitian ini bertujuan untuk memberikan gambaran mengenai strategi komunikasi Partai Nasional Demokrat (NasDem) melalui media televisi. Selain itu, latar belakang dan alasan penggunaan media elektronik televisi dalam media kampanye Nasdem dalam Pemilu 2014 juga menjadi fokus dalam penelitian.Dalam penelitian ini, metode kualitatif merupakan metode yang digunakan untuk mendeskripsikan dan menganalisis fenomena yang ada. Metode kualitatif mampu membantu mendeskripsikan bagaimana startegi Partai Nasdem dalam menggunakan televisi sebagai media komunikasi politik. Teori-teori yang digunakan diantaranya teori partai politik, komunikasi politik dan media massa. Ketiga teori ini mampu membantu menganalisis fenomena strategi komunikasi Partai Nasdem dengan media televisi dalam Pemilu 2014. Penelitian ini pun dilakukan dalam lingkungan kantor dewan pimpinan pusat Partai Nasional Demokrat di jakarta lalu, melalui tiga narasumber yang berhubungan dengan bidang publikasi media. Teknik pengumpulan data menggunakan wawancara mendalam secara terstruktur terhadap narasumber, studi kepustakaan,dan dokumentasi mengumpulkan data yang relevan berupa arsip data, media cetak,dan media internet. Teknik analisis data menggunakan reduksi data,penyajian data, dan menarik kesimpulan saran.Hasil yang diperoleh dari penelitian ini menunjukkan bahwa media televisi merupakan salah satu sarana efektif yang digunakan Partai Nasdem dalam membangun image (citra) untuk mendongkrak elektabilitasnya dalam kancah perpolitikan nasional. Selain itu televisi juga lebih mudah menyampaikan visi misi dan program-program yang diusung oleh partai. Hasil lain yang ditemukan adalah alasan mengenai penggunaan media televisi dalam komunikasi dan kampanye politik yaitu mudahnya jangkauan masyarakat untuk mengakses media ini. Abstract

PARTAI KEADILAN SEJAHTERA (PKS) CAMPAIGN STRATEGY IN 2014LEGISLATIVE ELECTION IN BOYOLALIElection is a phenomenon that always happens in a democracy. In the elections, thepolitical parties need a plan that is prepared in an effort to win the competition with the otherparticipants and gained the most votes in the election. An accurate planning is a key requirementfor the success of political parties in achieving the goals set.The formulation problem in this research is: “How Strategy Campaign of Partai KeadilanSejahtera (PKS) Legislative Election 2014 in Boyolali?”Meanwhile, the purpose of this researchis to provide an overview of Partai Keadilan Sejahtera (PKS) legislative election strategy 2014 inBoyolali.The method of this research used qualitative, with the Chairman of DPD PKS Boyolali,General Secretary DPD PKS Boyolali, Chairman of the PKS Success Team in Boyolali, DPDPKS members in Boyolali, and DPRD PKS Council Staff in Boyolali as informants of thisresearch. While interviews and documentation used to collect the data, with the analysis ofqualitative data through the stages of data reduction, data display and conclusion.The results of this research indicate that the strategy of PKS legislative election in the2014 in Boyolali applying political strategy with political marketing approach of segmentation byselecting a particular group of people that are most likely to be influences by PKS campaignstrategy program (mapping the voters); Targeting by targeting a particular group of constituentswho are expected to achieved their voice easily; Positioning which is the strategy to instill acertain image to one or several groups of voters. In the campaign strategy, PKS has 2 campaignsconducted in Boyolali by using Media and Direct Selling.Based on the results of the election in 2014, PKS only achieved 36.042 votes or equal to 4DPRD parliament chairs and in the 2009 election PKS also only get 4 DPRD parliament chairs inBoyolali, it means the strategy that is adopted assessed stagnant. The political strategy of PKS inBoyolali is classified into a failed campaign. However, PKS should still have repaired thestrategies to face the next election.Keywords: Election, PKS, Strategy

Abstract

Reasons behind the author in writing this paper that in 2010 the government of Tegal have relocated street vendors in the Poci Park, Tegal, the street vendors were relocated to the field of PJKA which is right in front of the Poci Park. The relocation was based on Regulation No. 3 of 2008 on Street Vendors settings. However, in implementation the policy arise problems, which the place that the vendor selling now was deemed unfit. This is because the shanties of thevendors which mostly semi-permanent is not well ordered, no access roads to the buyer and the absence of electricity in there. The situation is exacerbated by the condition of access roads muddy if it rains. This affects the level of income the vendors who were increasingly losing. Some even forced to sell their shanties. The condition also is encouraging vendors to be selling back in the old place, it also encourages local governments to re-right the situation by confiscating merchandise and carts where they are selling. It also raises a variety of perceptions among the traders about the application of the policies.The purpose of this study was to determine the level of knowledge and perception of Street Vendors to the policy of restructuring the Poci Park area, Tegal. This study uses descriptive type is the type of research that aims to depict or describe the symptoms and analyze the symptoms, using a quantitative approach.The results showed that the level of knowledge the street vendors on policy restructuring the Poci Park area of Tegal is still lacking, it is because not involve street vendors during the making of policy. The perception of street vendors towards restructuring policies the Poci Park area of Tegal is the city government considered carelessly in relocating the street vendors.Keywords: Perception, Policy, street vendors

Abstract

Election of regional heads Pati Regency were implemented in 2011 won by Haryanto-Budiyono. However, due to the aquisition of his voice has not reached more than 30% (thirty percent), the election go to second round selection. But there’s objection of Imam Suroso-Sudjoko. The Constitutional Court then canceled the Komisi Pemilihan Umum of Pati Regency Decission on Establishment Candidate Regent and Vice Regent, and ordered to repeat the Election. Although they return to compete with 5 other pairs of candidates, Haryanto- Budiyono earned victory back 38.85% of the vote. This is quite interesting because the Haryanto-Budiyono carried by small parties able to beat the Candidates carried by PDI-P. In fact, for 10 years Pati Regency is a bastion of PDI-P.The research method used in this study is a qualitative method. The data in this study come from interviews with respondents and obtained from the reports, books, journals, magazines, and so on. The data was then compiled with the stages of examining the data obtained from the field, analyzing the data and information and then draw conclusions and verification. Thus generating descriptive data to portray the results of the Haryanto-Budiyono winning analysis in the election of regional heads in Pati Regency.Based on the research conducted, Haryanto-Budiyono victory influenced by the Hary-anto-Budiyono figure considered competent and qualified in the bureaucracy; this couple is also superior in terms of political marketing; the succes of campaign team in developing and running a winning strategy to build an effective and efficient performance; political parties as a vehicle for political role in the recruitment of the masses and density coalition into the power of this couple.This victory also analyzed the voting behavior with the sociological approach from Haryanto-Budiyono a mass base of religious equality, the civil servants, Juwana community loyalty, sociological bond between Haryanto with community leaders; psychological victory this couple was able to demonstrate its proximity to the community; seen from the approach rational choice, people choose not because of money politics but because of the programs of-fered by this couple.Keywords : Winning Analysis In The Election Of Regional Heads, Political Marketing, Voting Behavior

Abstract

ABSTRACTOne of the Government steps to fulfill the society needs in health sector is by making JKN program. RSUD Muntilan is Magelang Regency hospital that’s classified to be type C hospital which has facilities in medical specialist ability and becomes reference hospital in Magelang Regency and surounding. RSUD Muntilan always tries to give best service for all patients. But, in fact there are complaints from the patients who’s in JKN Program. Those complaints such as service procedures that aren’t flexible and slow respons due to patients needs.This research is done to know the service quality of JKN Program thats given to the in house patients class III in RSUD Muntilan. The indicator for service quality of JKN are reliability, responsiveness, assurance, emphaty, and tangible. This research is descriptive research with quantitative analytical to describe the service quality of JKN. The tecnic used for collecting data used quesioner given to the patients. Data proceed using Importance and Performance Analysis (IPA) which is patients expectation measurement thats linked to hospital service capability. This will be value of IPA used to count the value of analysis satisfaction index (CSI). So we can get the value of patients satisfaction level due to the service quality.The result show the service quality of JKN program that given by RSUD Muntilan Magelang regency is well done. We can know it from the CSI result that show the satisfaction level up to 83,80 %. The indicator with the highest hope level according to the patients is reliability (4,81%) while the indicator lowest hope level is tangible (4,47 %). But in assesment show that reliability has the lowest point among others (4,15). Patients themeselves haven’t gutten satisfied enough with the service especially the fast and exact service and direct service procedure. Abstract

ABSTRACT Research about Implementation of EMAS (Expanding Maternal and Neonatal Survival) program as efforts to Decrease death rate of mother and newborn baby in Tegal aimed to review implementation of EMAS Program in Tegal regency. In addition, this research also has a purpose to review the obstacles appeared in implementation of EMAS Program in Tegal regency. This study using implementation theory of Donald S. Van Meter and Carl E. Van Horn, especially the factors affected the implementation of a program. Methods used in this Research is qualitative descriptive methods as data collection methods which are completed through an interview and observations. Informants engaged by researcher are the Secretary of the Working Group (WG) EMAS Tegal, Team Leader of EMAS Tegal, Secretary of Civil Society Forum (FMM) Tegal, Strengthening Civil Society Coordinator (CSSC) EMAS Tegal, Provincial Team Leader gold Central Java Province, Head of Budget Planning Department Of Regional Planning And Development Agency (Bappeda) Tegal regency , health worker at Tarub health center, dr. Soeselo Hospital And Islamic PKU Muhammadiyah Hospital and Tegal society as recipients of mother and newborn baby health service. Results showed factors affecting the implementation of EMAS Program in Tegal regency and restricted factors appearing in EMAS Program Implementation in Tegal regency. Based on result of this research, can be concluded that the implementation of EMAS Program in Tegal haven’t reached the targets to reduce mother and newborn baby death rate by 25%. From this facts, there are some aspects that need more attention. The result of this research expected to provide materials for government and stakeholder to evaluate implementation of EMAS program, so in the Future the death rate of mother and newborn baby in Tegal can be decreased.Keyword : Program Implementation, EMAS of Tegal Regency, Mother and Newborn Baby.
