Aceh Tamiang Regency is one of the regencies through the division in 2002 in Aceh Province. In the 2019 Legislative Election, the Gerindra Party of Aceh Tamiang Regency succeeded in defeating the Party that has always been the winning party in the previous period, namely the Aceh Party, a party with religious ideology or conservative Islam . The majority vote was won by the Great Indonesia Movement Party by getting 6 seats or 20% of the total seats in the Aceh Tamiang DPRK. This research was conducted with in-depth interviews with 5 (five) informants and Focus Group Discussions (DKT) with 5 (five) people, the informants answered about what factors led to the election of legislative members in Aceh Tamiang Regency in 2020. Many people assumes that money and the popularity of the main capital in winning the Pileg contestation. However, in the context of the 2019 Aceh Tamiang Pilleg, this was not entirely the case, many other factors led to the election of legislative members from the Gerindra Party. Because many candidates who have more financial capital but are not elected, the electability of legislative members is influenced by their good track record, massive performance of the success team, and the support of religious and community leaders

This study aims to describe the role of village funds in the development of the Village Development Index. The research method was conducted with a qualitative approach, the informants in this study were key informants, key informants and additional informants. The research location was conducted in Sibolangit sub-district with 5 sample villages, consisting of 2 disadvantaged villages, 2 developing villages, and 1 developed village. The results of this study illustrate how the village before the existence of village funds and after the existence of village funds, then the role of village funds in the development of the village index build in which in the village index builds a lot of indicators and sub-indicators of its assessment, as well as looking at factors hampering the village difficult to develop. this is a village that is still difficult to develop its area despite village funds.

Serdang Bedagai has successfully developed a literacy program. This success has led to Serdang Bedagai receiving the Literacy Award from the Ministry of Education and Culture in 2017. This success cannot be separated from the leadership role of Ir. H. Soekirman as Regent of Serdang Bedagai. There are two main roles of the Regent's leadership, Ir. H. Soekirman, in developing the literacy program in Serdang Bedagai. First, it acts as a literacy model. Soekirman has set an example by his fondness for reading books, writing books, writing rhymes and poetry. Every year he reads at least 6 books, and has produced 12 of his own. Second, it acts as a policy maker to make programs related to literacy. With his role, Soekirman has established local regulations related to literacy, Decree of the Literacy Program Implementation Team, Library Development Decree, and budget allocation policy for literacy

Local knowledge developed based on experience has been tested for use for centuries and adapted to local culture and environment as well as in Karo Regency. Karo people have long known traditional medicines are diverse, know several types of diseases as well as how to treat them. This knowledge is one of the local wisdom that persists today. This research is qualitative, the determination of informants using Snowball Sampling techniques, data collected through in-depth interviews and observations. Key Informant as many as 17 people from 7 sub-districts. The traditional form of health care in Karo regency is 67% skill, herb 27%, and combination (skill and herb) 6%. Moreover, the age which has a small percentage (20-30 years) of 5.58%, the most significant 51 years and above with a percentage of 70%, how to acquire the most skills is hereditary (empirical) as much as 71%, the most jobs besides Hattra are farmers (59%) and does not have a permit /STPT of 82%. Of the 40 respondents, 80% expressed dissatisfaction and 20% expressed dissatisfaction with hattra's service. The traditional herb by ethnic Karo is known as the "Karo remedy".. Tanaman drugs are often used gagatan harimo, lempuyang, pepper, garlic, shallots, bahing, tinggeren dredge flowers, and small oranges. The purpose of this researcher is to analyze the implementation and obstacles in the Regulation of the Minister of Transportation Number PM 63 of 2019 concerning Minimum Service Standards for Transportation of People by Train in the Ease and Convenience of Service at the Medan Train Station. In this study using a descriptive method using a qualitative approach, how to collect data related to the problem being studied so that it can be explained descriptively. Refers to George Edwards III's theory, namely: communication, resources, disposition and bureaucratic structure. The results of the study show that the implementation of the Minister of Transportation Regulation Number PM 63 of 2019 concerning Minimum Service Standards for Transportation of People by Train in the Ease and Convenience of Service at the Medan Train Station from the communication dimension is still not optimal in terms of the availability of written information which is still minimal, resources are not yet optimal. such as the absence of parking spaces and the available information is not clear, the disposition is still experiencing obstacles such as the attitude of some officers who are still not responsive to prospective passengers, the bureaucratic structure is not maximized in terms of coordination between work units and the placement of officers in the station area is very minimal.

Tujuan penelitian ini adalah menganalisis implementas kebijakan Program Asuransi Nelayan Mandiri Terpercaya (Simantep) di Kota Sibolga, dan faktor pendukung dan penghambat implemntasi. Jenis penelitian kualitatif deskriptif. Metode pengumpulan data dilakukan observasi, wawancara dan dokumentasi. Hasil penelitian Implementasi Program Asuransi Nelayan Mandiri Terpercaya (Simantep) Dinas Perikananan, Ketahanan Pangan, dan Pertanian (PKPP) Kota Sibolga sudah berjalan sesuai dengan Peraturan Direktur Jenderal Perikanan Tangkap Nomor 3 Tahun 2018 tentang Petunjuk Teknis Asuransi Nelayan Mandiri Terpercaya (Simantep), namun masih ada beberapa masalah di dalam pelaksanaannya adanya informasi yang kurang jelas, kurang menyeluruh, dan kemampuan pikir nelayan yang masih kurang mengakibatkan terhambatnya sosialisasi program. Menurut George Edwards ada empat indikator implementasi antara lain :Faktor Komunikasi. Dinas Perikanan Asuransi Nelayan telah berkoordinasi dengan PT Jasindo melakukan sosialisasi pelaksanaan program kepada para nelayan. Faktor Sumber Daya, terutama staf yang dimiliki masih kurang. Sehingga pendataan dan verifikasi nelayan terbilang lambat. Faktor disposisi/sikap para elaksana menyambut baik tentang kebijakan jaminan perlindungan atas risiko kecelakaan kerja bagi nelayan sesuai Standard Operating Procedures (SOP) dari petunjuk teknis KKP. Faktor Penghambat dalam implementasi yakni kurangnya partisipasi para nelayan terhadap pemahaman pentingnya jaminan perlindungan atas risiko kecelakaan dan kedua kurangnya staf pelaksana kebijakan program jaminan perlindungan atas risiko kecelakaan kerja bagi nelayan.

The purpose of this paper is to analyze the quality of public services and the two factors that hinder the E-KTP service at the Department of Population and Civil Registration of Gayo Lues Regency. The method used in this research is descriptive with qualitative research instruments with observations, documentation studies and interviews. While the data analysis used descriptive analysis. The results showed that the quality of E-KTP public services which refers to Zeithaml's theory of tangible dimensions (physical evidence/infrastructure), reliability (reliability), responsiveness (responsiveness), assurance (guarantee), empathy (empathy) shows, the quality of public services The e-KTP at the Population and Civil Registration Office of Gayo Lues Regency has been running but is still not good or still not optimal. The inhibiting factors for E-KTP public services at the Disdukcapil include inadequate human resources, limited financial resources, inadequate facilities and infrastructure, and lack of employee commitment. To improve the quality of public services, the E-KTP Disdukcapil must improve infrastructure, place employees according to competence, increase employee discipline, and in service there should be no discrimination and prioritize service users/community.
