Abstract

Smart Village is defined as a service that utilizes information technology in carrying out various activities in the village and is managed by the community effectively and efficiently. Limpung Village is one of the pilot villages for the implementation of the smart village program in Batang Regency. The existence of the implementation of the smart village program has created changes in the order of public services that concern the interests of the wider community in Limpung Village. This study aims to examine the influence of the implementation of the smart village program in relation to socio-cultural transformation in a smart governance perspective. The data in this study will be obtained by means of interviews and observations and presented with a qualitative descriptive method. The results of this study can be seen that in the perspective of smart governance which is one of the components of the smart village concept in relation to the implementation of the smart village program, it has created a social transformation of society seen from the cultural background and the direction of socio-cultural transformation. In the focus of the cultural background, a significant influence occurs in a pattern of community transformation that previously carried out public services manually, now starting to switch to using digital methods. In terms of direction and socio-cultural transformation, it shows that the implementation of the smart governance component is aimed at creating an advanced society in accordance with the era of society 5.0.

Abstract

The Service Network for Persons with Disabilities (Jalan Pintas) program is a program created by the Pasuruan Regency Dispendukcapil because of the direction from the Director General of Dukcapil to create a ball pick-up program movement for persons with disabilities in population administration services. The purpose of this study was to determine the implementation of the Disability Service Network (Jalan Pintas) program in population administration services at the Dispendukcapil of Pasuruan Regency. This research uses descriptive qualitative research with the technique of determining informants through purposive and snowball sampling. The theory used is the implementation theory according to David C. Korten cited by (Christianingrum & Djumiarti, 2019) which has 3 indicators including the suitability of the program to the target group, the suitability of the program to the implementing organization, and the suitability of the target group to the implementing organization. The results showed that the implementation of the Jalan Pintas program in population administration services had gone well. This is evidenced by the dozens of times of picking up the ball which indicates that the Jalan Pintas program is the right program and is needed by people with disabilities. However, on the indicator of the suitability of the target group with the implementing organization, it was found that the Jalan Pintas program was classified as passive because it waited for a report from the village government, community, or Social Services Office so that the program could be implemented.
