Abstract

Flood is one of the most dominant disasters in Indonesia with an incident that tends to increase. Lamongan District is an area with a fairly high risk of flooding due to the intensity of which it occurs every year. The high risk of flooding is caused by two reasons, the Bengawan Solo flow and the rainfall (the Bengawan Njero flow). Every flood disaster that occurs will certainly cause various impacts from damage to infrastructure, loss of property, and casualties. Disaster management efforts are certainly carried out to minimize the risk and impact of flood disasters in Lamongan District, such as through disaster mitigation. This research aims to determine disaster mitigation carried out in Lamongan District as an effort to minimize the impact of flooding. This research used descriptive qualitative research methods. Disaster mitigation in this research is divided into two according to Perka BNPB Number 4 of 2008, active disaster mitigation and passive disaster mitigation. The results of this research indicated that active mitigation in Lamongan District was carried out through, making flood disaster signs, supervising spatial planning, conducting training and counseling on flood disasters to officials, communities, and students, planning evacuation places and flood disaster evacuation routes and making embankment reinforcement. Meanwhile, passive mitigation in Lamongan District was carried out through, drafting laws and regulations, making flood-prone maps, making guidelines for every disaster management activity, making disaster posters, conducting flood risk studies, conducting disaster education, forming village forums, and prioritizing disaster management in development planning.

Abstract

The Office of Women's Empowerment, Child Protection, Family Planning is an organization in the administration of government affairs in the field of women's empowerment and child protection, in the field of population control and family planning (DP3AKB). as well as co-administration tasks. The research objective was to describe and analyze the effectiveness of DP3AKB Sidoarjo Regency in reducing the number of violence against women and children in Sidoarjo Regency which is still a lot. Effectiveness was assessed by the 7 dimensions of Gibson using a descriptive qualitative method. The technique of collecting data by interview, observation, and documentation, while the technique of interactive data analysis. The results showed that the DP3AKB Sidoarjo Regency has been effective in dealing with the number of violence in Sidoarjo Regency. However, this effort still lacks support from the people of Sidoarjo. Many reports of violence against women and children have come in. This reflects the lack of public awareness of the meaning of gender equality which is the goal of the Sidoarjo DP3AKB itself. In addition, in implementing the program, there are still many obstacles ranging from time and budget constraints from Covid handling orders which resulted in the suboptimal implementation of activities.

Abstract

The quality of public services can be used as a benchmark for the results of the government's performance itself has been going well or there are still things that need to be addressed. Clean water service is a product of the type of service goods that are grouped in the form of provision or management of a physical form including distribution and direct delivery to consumers in one system. PDAM "Delta Tirta" Sidoarjo District, Sidoarjo Regency is very concerned about service performance aspects to maintain continuous service continuity, but there are still complaints. The purpose of this research is to find out how the quality of service for customer complaints directly to the Regional Water Company (Pdam) Delta Tirta in Sidoarjo District, Sidoarjo Regency. The type of this research is descriptive qualitative with data collection techniques in the form of interviews, observation, documentation, and literature study. To determine the quality of service directly at PDAM Delta Tirta, Sidoarjo District, Sidoarjo Regency at this time, researchers chose to use the 5 dimensions of public service quality proposed by Zeithaml et al 1990 in Hardiyansyah (2011:4647), namely Tangibel (Intangible), Reliability (Reliability), Responsiveness (Response), Assurance (Assurance), and Empathy (Empathy). Sources of data used are informants and documents related to research. The results of this study indicate that based on the five dimensions of service quality according to Parasuraman, including physical evidence (tangibles), reliability (reliability), responsiveness (responsiveness), assurance (assurance), and empathy (empathy), it can be concluded that PDAM Delta Tirta Sidoarjo District, Sidoarjo Regency has fulfilled these five dimensions and has good service quality.

Abstract

This study discusses the implementation of public-private partnerships in Surabaya in the development of transportation infrastructure. The Surabaya city government has been exploring the construction of mass transportation in the form of trams since 2010 but until now the construction of the tram has not started. The method in this research is descriptive qualitative where data collection uses literature study and analyzed using the concept of public private partnership. The results of this study indicate that the implementation of public-private partnerships in local governments is less successful. This is because the resources owned are still very limited so that many developments are stopped in the middle of the road. In addition, the implementation of public-private partnerships in developing countries is still using the traditional system. From the outside it uses the new public management but from the inside it still uses the traditional system.
