Abstract

This study aims to examine and analyze the effect of supervision of the leadership, compensation, discipline, motivation and performance of the officials of the Civil Service Police Unit and the Wilayatul Hisbah (SATPOL PP WH) Banda Aceh City. The population in this study were all employees of SATPOL PP WH Office Banda Aceh City, amounting to 204 employees. Because the population is relatively limited, the sampling is done by using the census method or the taking of all employees at the SATPOL PP WH Office of Kota Banda Aceh as the research sample. Data analysis technique used in this research is The Structural Equation Modeling (SEM) of statistical software package AMOS 22.0 for hypothesis testing. Proof of Hypothesis is done by using indicator of CR and P value. Because of 8 (eight) verificatif hypothesis which tested in this research have CR value above 1,96 or P value smaller than 0,05, then all hypothesis tested reject Ho and accept H1. In other words, supervision of the leadership and compensation has the effect to improve employee performance as long as the independent variable can be improved by the management of SATPOL PP WH Office of Banda Aceh City. The intervening variable that is motivation and discipline has no influence to increase the dependent variable with other words meaning that the improvement of employee performance will be better done by increasing the supervision of the leader and the compensation directly without involving the motivation and discipline variable

Abstract

The purpose of this research is to know: (1) description of leadership, career development, personnel work satisfaction and performance of Aceh Police, (2) the influence of leadership on job satisfaction of personnel, (3) the influence of career development on job satisfaction of personnel, (4) the effect of performance allowances on employee job satisfaction, (5) the influence of leadership on the performance of personnel, (6) the influence of career development on the performance of personnel, (7) the effect of performance allowances on the performance of the Aceh Police, (8) the effect of job satisfaction on personnel performance of Aceh Police personnel, (9) the influence of leadership, career development and performance benefits on the performance of Aceh Police personnel through job satisfaction of Aceh Police personnel. This research was conducted at Polda Aceh. As for the object of this research is leadership, career development and performance benefits, job satisfaction, personnel performance. The results show that leadership, career development, performance benefits, personnel job satisfaction and performance of Aceh Police personnel have been running well. Leadership has a significant effect on employee job satisfaction, Performance allowance has a significant effect on employee job satisfaction, Leadership has a significant effect on the performance of Aceh Police personnel, Career development has a significant effect on the performance of Aceh Police personnel, Performance allowance has a significant effect on performance of personnel of Polda Aceh, Satisfaction of personnel work have significant influence to performance of Polda Aceh personnel, There is indirect influence of leadership, career development and performance allowance to job satisfaction of Polda Aceh personnel through job satisfaction of personnel

Abstract

Penelitian ini bertujuan untuk menganalisis tingkat pendidikan di Aceh dan kaitannya dengan tingkat kemiskinan dengan menggunakan pendekatan deskriptif dan kuantitatif sederhana. Hasil penelitian menunjukkan bahwa dibandingkan dengan tingkat pendidikan penduduk di 34 Provinsi lainnya di Indonesia, indikator tingkat pendidikan penduduk Aceh seperti APK, AMH, ARLS, dan APM sudah jauh lebih baik dan bahkan berada di atas level nasional. Indikator tingkat pendidikan mayoritas kabupaten/kota di Aceh sudah cukup baik, namun mutunya masih sangat memprihatinkan. Mutu pendidikan Aceh berada di atas rangking 25 dari 34 Provinsi di Indonesia, padahal dana yang dialokasikan untuk sektor ini menempati rangking ketiga terbesar di Indonesia. Pembangunan sektor pendidikan belum merata antar kabupaten/kota di Aceh. Rendahnya tingkat pendidikan di sebagian kabupaten/kota di Aceh, khususnya di kabupaten yang baru dimekarkan telah menyebabkan tingkat kemiskinan masyarakat di kawasan tersebut sangat tinggi, yaitu melebihi 20 persen (melebihi tingkat kemiskinan nasional, 14,44persen). Oleh karena itu, upaya untuk meningkatkan tingkat dan mutu pendidikan di Aceh harus dilakukan: (1) Pemerintah harus mengadakan program-program peningkatan kualifikasi dan mutu tenaga pendidik dan pendistribusian guru berkualitas antar kabupaten/kota yang lebih merata; (2) Pemerintah harus mengalokasikan dana pembangunan Aceh untuk sektor pendidikan secara berkeadilan antarkota/kabupaten di Aceh; dan (3) Pemerintah Aceh, khususnya Dinas Pendidikan harus meningkatkan efisiensi, profesionalisme dan transparansi pengelolaan dana pendidikan
