Abstract

Abstrak: Etika Profetik bagi Pengelola Keuangan Negara. Artikel ini bertujuan membangun konsep etika profetik dengan menggunakan kearifan lokal budaya Melayu. Prinsip ilmu sosial dan spirit profetik dijadikan sebagai metode. Penelitian ini menemukan konsep etika profetik sebagai jalan ikhtiar untuk menginternalisasikan sifat Rasul. Etika ini berorientasi pada kesadaran tertinggi manusia, yaitu kesadaran ketuhanan dan kenabian. Implikasinya, para pengambil kebijakan tidak hanya mengadopsi suatu standar universal yang berlaku umum. Kode etik juga seharusnya ditelaah lebih lanjut mengenai kesesuaian dengan norma dan ajaran kebaikan yang telah disampaikan oleh Nabi atau Rasul terdahulu. Abstract: Prophetic Ethics for State Financial Managers. This article aims to develop the concept of prophetic ethics by using local wisdom of Malay culture. The principles of social science and prophetic spirit are used as methods. This research found the concept of prophetic ethics as an endeavor to internalize the nature of the Prophet. This ethic is oriented to the highest human consciousness, namely divine and prophetic awareness. The implication is that policymakers not only adopt a generally accepted universal standard. The code of ethics should also be explored further about conformity with norms and teachings of goodness that have been conveyed by previous Prophets or Apostles.

Abstract

This study aims to develop the concept of immigration performance accountability based on the values of SMILE which is the acronym of “Simpatik, Mumpuni, Integritas, Lugas and Empati”. The study uses a Holistic paradigm, which considers theoretical and spiritual approach. The theoretical approach is carried out by the study of literatures while the spiritual approach is reflected through the understanding of the religious doctrine of truth. This paradigm tries to formulate the concept of holistic accountability. The results show that accountability does not only cover routine tasks and functions, but more importantly also the process of contemplation, meaning, and spirituality. Holistic accountability is the highest and the most abstract form of accountability that must be upholded by every public official i.e. a condition of being accountable not only to humans but also to the God

Abstract

To secure Indonesian borders and uphold state’s sovereignty, the Directorate General of Immigration (Imigrasi) must develop an effective monitoring strategy. Managing people’s mobility within the Indonesian territory should also be the main concern of the current government amidst the implementation of the visa waiver policy. This means that the economic benefit expected from the free-visa policy must not undermine the national security. In particular, this study argues that the visa exemption policy is not related to the rise of immigration violations and, therefore, the level of immigration offense is influenced by other factors including poor management and scrutiny of foreign arrivals. This paper will analyse secondary data to deeply understand what challenges faced by Imigrasi during the implementation of President Regulation No. 21 of 2016 about the visa waiver for 169 countries. The data was originally obtained through interviews, surveys, research, and reports published by academic researchers or government/non-government agencies. This method is utilised as a means to gather all relevant information related to the topic discussion, especially, in finding the urgency for reform and adjusting Imigrasi’s policy direction. The result conveys that visa exemption regulation needs to be reviewed immediately.

Abstract

This article discusses a research paradigm from several perspectives which is so-called Multiparadigm. Multiparadigm encompasses Positivism; Criticism; Posmodernism; and the Spiritualism. This research is qualitatively descriptive by using explanative method. The result shows that acquiring the whole paradigm will lead to a contemplation that “truth” is not single, on the contrary it is quite diverse. In this sense, the truth in the context of human consciousness is a “realtive”measure. Nevertheless, the “Absolute” truth belongs only to the Source of Knowledge, the Lord of the Universe. A research in which using multiparadigm would widen the horizon in critical thingking. It is expected that point of view will be able to lead us to a revolutionary way of thingking and enhacing intellectual, emotional and spiritual awareness within researchers.

Abstract

The Republic of Indonesia is not a country that ratifies the 1954 Convention relating to the Status of Stateless Persons nor the 1961 Convention on the Reduction of Statelessness, therefore Indonesia does not recognize the term “stateless persons”. As a result, the treatment of stateless persons are carried out by the Indonesian Immigration as like any other illegal immigrants. One example of this stateless persons case is the case of Danko Nizar Zlavic, who was detained for more than fifteen years on the grounds of not having a valid travel document and/ or stay permit in Indonesia due to the absence of citizenship recognition or verification by his foreign representative in Indonesia. This research aims to determine the cause of the foreign representative not acknowledging or recognizing Zlavic as its citizen and to view the case of Zlavic from a human rights perspective.

Abstract

Presidential Regulation Number 20 of 2018 on the Use of Foreign Workers mandates new administrative duties for Immigration Agency in terms of granting residence visas and permits for Foreign workers. The online single submission, is an application in which integrates the system of the Directorate General of Immigration and the Ministry of Manpower. It is expected that the administrative procedure for foreign workers in entering Indonesian will be less complicated than before in order to boost national economic growth in the Unitary State of the Republic of Indonesia. For this reason, the study aims to figure out a standard of public service in Immigration Clearance for Foreign Workers at Immigration Checkpoints. This study uses an empirical-normative approach that examines the Immigration Clearence procedure for Foreign Worker after the enactment of Presidential Regulation Number 20 of 2018 concerning the Use of Labor. This research begins with library and field research. The data collection techniques used in this study are observation, interviews, and documentation. Furthermore, to analyse the system of Immigration clearance of foreign worker at Immigration Checkpoint, I will utilise the public service standard from The act number 25 of to 2009 about public services. The result of the study indicates that the implementation of Online Single Submission hasn’t been fully met the ideal public service standards.

Abstract

Availability of information on further education after high school is one of the needs of students who have entered the final period of high school. Credibility and detailed information is often not easy to obtain because of the uncontrolled flow of information exchange and unclear data sources. Socialization is the main solution to provide credible and detailed information to students who need it.. The implementation of this socialization activity is a form of community service when the Immigration Polytechnic cadets carry out Field Work Practice activities in the Madiun area, East Java. This socialization activity related to Immigration and the Immigration Polytechnic official school at SMAN 3 Taruna Angkasa Madiun aims to disseminate information related to Immigration and Poltekim. In addition, this activity provides insight and knowledge as well as enthusiasm and motivation to the cadets of Angkasa Madiun. With this socialization activity, it is hoped that the community, especially the younger generation, namely the younger generation of Angkasa Madiun cadets, understand more about immigration and the Immigration Polytechnic.

Abstract

To carry out its duties as a public service, the Bogor Class I Non-TPI Immigration Office creates the latest service with innovative passport retrieval services through Drive Thru. However, there are obstacles as the Drive-Thru passport collection service goes on, namely vehicle queues due to service mismatches with the implementation of the SOP (Standard Operating Procedure) and the lack of public understanding regarding the implementation of Drive-Thru passport retrieval. The purpose of this study was to determine the implementation of Drive Thru passport retrieval service innovations at the Bogor Non-TPI Class I Immigration Office in improving public services by identifying supporting and inhibiting factors and producing Drive-Thru passports retrieval services. This study uses an approach with formative evaluation, there is data collection through semi-structured interviews with informants, observation, and study documentation to obtain credible data. The results of this study prove that some undoubted strengths and opportunities have not been maximized in the Drive Thru passport retrieval service, using SWOT analysis and SWOT Matrix. Therefore, to look for strengths and opportunities, there is a recommendation that contains efforts to service Drive Thru passports using the SO (Strength-Opportunity) Strategy, namely for a recommendation to be used in the innovation of Drive Thru passport retrieval services to maximize public services by service standards public.
