Abstract

This paper aims to revisit the current Immigration Apparatus’ Code of Ethics that is gradually losing its spirit, namely Panca Bhakti Insan Imigrasi, amidst the modernisation and globalization. This research is a library research where data and information were collected and analysed through literature study. The analyses comprise abstraction of knowledge, idea, and thought which are available in academic literatures. There are five core values which are stated in Panca Bhakti Insan Imigrasi:taqwaor piety, upholding honor, intellect, self-integrity, and innovation. Immigration apparatus needs to revisit those values hierarchically. The taqwavalue is an absolute value that will derive the other four values.

Abstract

The issue of Illegal foreign worker existence in Indonesia has attracted the government to react to this problem since this issue has made a restlessness in public. The existence of the illegal foreign workers considered could bring threats to the national security. Accordingly, the Directorate General of Immigration has tried to overcome this problem by strengthening the Immigration Law Enforcement; However, this effort seems do not really solve the problem. This is because the intricacy of the problem that makes the solution which implemented did not bring an intended outcome. Therefore, to find the appropriate solution, this problem should be framed differently by defining this as a wicked problem. This research will describe the complexity, the uncertainty, and the value diversity in this problem that construct this problem as a wicked problem.

Abstract

This article discusses a research paradigm from several perspectives which is so-called Multiparadigm. Multiparadigm encompasses Positivism; Criticism; Posmodernism; and the Spiritualism. This research is qualitatively descriptive by using explanative method. The result shows that acquiring the whole paradigm will lead to a contemplation that “truth” is not single, on the contrary it is quite diverse. In this sense, the truth in the context of human consciousness is a “realtive”measure. Nevertheless, the “Absolute” truth belongs only to the Source of Knowledge, the Lord of the Universe. A research in which using multiparadigm would widen the horizon in critical thingking. It is expected that point of view will be able to lead us to a revolutionary way of thingking and enhacing intellectual, emotional and spiritual awareness within researchers.

Abstract

The purpose of carrying out the activity of distributing plant seeds by the Immigration Polytechnic Cadets with the Class I Non TPI Tangerang Immigration Office in this car free day activity is a form of concern for the surrounding environment, especially the people of Tangerang City. The activity, which was carried out with the theme "Together to Know The Culture and Social Development of Community", was in the form of devotional work activities, distribution of plant seeds to the community, as well as the implementation of socialization related to immigration by the Class I Non TPI Tangerang Immigration Office and socialization related to Polytechnic. Immigration by Immigration Polytechnic Cadets. This activity is a form of social responsibility for the Immigration Polytechnic Cadets as new citizens of Tangerang City and their environment.

Abstract

Nowadays, in order to meet the increasing economic needs, one of the attractive jobs for Indonesians because of their promising income is working abroad as Indonesian Migrant Workers (PMI). However, due to the lack of understanding and knowledge of the community as well as several other limitations, many of the people who are interested in becoming PMI use channels that are not in accordance with the applicable administration. The presence of Non-Procedural PMI can actually endanger the safety of the person and give a bad image to other countries. Therefore, taking advantage of the Latjapura moment in 2021, the Immigration Polytechnic Cadets took the initiative to take part in socializing the prevention of Non-Procedural PMI together with the Madiun Immigration Office in Magetan Regency. With this socialization method, this activity went smoothly and resulted in an understanding to the public of the dangers of becoming a Non-Procedural PMI and the ease of making passports for PMIs through proper administration.

Abstract

Eradication of corruption in Indonesia is still the main agenda of the government in building good governance. One method to expose corruption is to use a whistleblower role that can help find the criminal mode of corruption. Whistleblower mechanism is divided into three main dimensions: Human, Structure and Process. But in practice whistleblower reporters in corruption cases in Indonesia have not received maximum legal protection. In Indonesia the normative regulation governing pursuant to Law No.13 of 2006 concerning Witness and Victim Protection as well as Supreme Court Circular Letter (SEMA) No.4 Year 2011 on Treatment of Criminal Reporting and Witness of Actors Cooperation The results show that from three dimensions of whistleblower system still does not yet have binding legislation. Whistleblower reporters only accept lightening relief. Specific whistleblower legislation is urgent. In legislation, at least, it should be in accordance with Whistleblower's protection.

Abstract

Abstrak. Kantor Imigrasi Kelas I TPI Semarang telah menerapkan pelayanan publik berbasis HAM atau P2HAM yang mampu menjangkau seluruh kelompok masyarakat tanpa adanya diskriminasi. Salah satunya dengan menciptakan inovasi SI JEMPOL SEMAR yang ditujukan kepada masyarakat penyandang disabilitas serta orang sakit dengan keterbatasan pergerakan yang dimana mereka sulit atau bahkan tidak mungkin untuk datang ke Kantor Imigrasi Kelas I TPI Semarang untuk mengikuti seluruh rangkaian proses pelayanan permohonan paspor. Penelitian ini dilakukan dengan tujuan untuk mengetahui peran inovasi layanan SI JEMPOL SEMAR dalam meningkatkan kualitas pelayanan paspor di Kantor Imigrasi Kelas I TPI Semarang serta mengevaluasi keunggulan (strength) serta kelemahan (weakness) dari penerapan inovasi layanan keimigrasian SI JEMPOL SEMAR di Kantor Imigrasi Kelas I TPI Semarang. Metode penelitian yang digunakan pada penelitian ini adalah metode penelitian kualitatif, dengan data yang diperoleh berupa data primer melalui wawancara terhadap beberapa narasumber serta dokumentasi, dan data sekunder yang diperoleh melalui studi pustaka terhadap beberapa jurnal serta buku yang berkaitan dengan topik permasalahan. Hasil dari penelitian ini menunjukan bahwa layanan SI JEMPOL SEMAR telah mampu berperan dalam meningkatkan kualitas pelayanan paspor di Kantor Imigrasi Kelas I TPI Semarang, serta hasil evaluasi terhadap layanan SI JEMPOL SEMAR menunjukan bahwa layanan tersebut telah memberikan dampak positif terhadap masyarakat yang membutuhkan layanan tersebut. Namun pada pelaksanaannya masih ditemukan beberapa kendala serta peluang untuk dapat ditingkatkan kualitas dari layanan SI JEMPOL SEMAR tersebut. Kata Kunci: Pelayanan publik berbasis HAM, disabilitas, peran, evaluasi.

Abstract

The development of Information and Communication Technology (ICT) is rapid and impacts the learning process in the madrasah. The use of learning resource media is not only limited to printed resources, but also digital resources. This kind of phenomenon demands an increase in the capacity of madrasah teachers to produce digital-based media, especially in recent years, where online distance learning has been booming. The development of joyful and technology-based press is necessary, as well as an implementation of strengthening digital literacy. Madrasah teacher training and assistance need to be carried out to help upgrade their ability to create digital media (audio-visual) that can be applied in the learning process. This Community Service (CS) aims to increase the insight and skills of teachers at SMA Pelita Utama Kepulauan Riau is carried out in the form of digital literacy seminar activities and training in making audio-visual teaching media. The significance and contribution of digital literacy is instilled in madrasah teachers up to the process of making audio-visual media. The results of CS can be seen in the ability of madrasah teachers to create ICT- based media; indications of skills are seen in utilizing several applications, including; canva, toon app, remove background, and recorder. Each of these applications has its function as a medium for formulating teaching materials into audio-visual media.
