Abstract

Abstrak: Analisis Tingkat Kepuasan Masyarakat Dalam Pelayanan Publik Studi Kasus: Di Gorontalo Utara. Pelayanan publik yang dilaksanakan oleh pemerintah daerah perlu dilakukan penilaian secara berkala. Hal ini berfungsi sebagai proses pembenahan layanan birokrasi pemerintahan. Tujuan penelitian ini adalah sebagai proses penilaian tingkat kepatuhan layanan yang diberikan oleh Organisasi Perangkat Daerah di Kabupaten Gorontalo Utara. Metode yang digunakan adalah mix metode yakni gabungan metode kualitatif dan kuantitatif. Untuk mendapat data yang valid maka terlebih dahulu dilakukan survei. Kesimpulannya hasil analisis survei pemerintah daerah Gorontalo Utara berkategori “Baik” dengan indeks sebesar 79.13. Bila dibandingkan dengan hasil indeks nilai kepatuhan pelayanan yang dipublikasikan oleh Ombudsman Republik Indonesia Tahun 2019 Kabupaten Gorontalo Utara memperoleh nilai sebesar 71.51. Berdasarkan hasil analisis tersebut menunjukkan bahwa ada peningkatan nilai indeks kepuasan pemerintah daerah Gorontalo Utara dari Tahun 2019 ke Tahun 2020 sebesar 7.62, nilai ini cukup signifikan. Artinya, Pemerintah Daerah Kabupaten Gorontalo Utara telah melakukan perbaikan-perbaikan dalam menunjang pelayanan publik pada setiap instansi di lingkungan pemerintahan. Kata Kunci: Survei Kepuasan Masyarakat; Pelayanan Publik; Gorontalo Utara; Pemerintah Daerah; Nilai Kepatuhan. Abstract: Analysis of Public Satisfaction Level in Public Service Case Study: In North Gorontalo. Public services implemented by local governments need to be assessed periodically. This serves as a process of improving government bureaucratic services. The purpose of this research is as a process of assessing the level of compliance of services provided by the Regional Device Organization in North Gorontalo Regency. The method used is a mix of methods that are a combination of qualitative and quantitative methods. To get valid data, a survey is first conducted. In conclusion, the results of the survey analysis of the North Gorontalo regional government are categorized as "Good" with an index of 79.13. When compared with the results of the service compliance value index published by the Ombudsman of the Republic of Indonesia in 2019, North Gorontalo District obtained a value of 71.51. Based on the results of the analysis shows that there is an increase in the satisfaction index value of the North Gorontalo regional government from 2019 to 2020 of 7.62, this value is quite significant. That is, the Regional Government of North Gorontalo Regency has made improvements in supporting public services in every agency in the government environment. Keywords: Public Satisfaction Survey; Public Service; North Gorontalo; Local Government; Compliance Value.

Abstract

Permasalahan berantai yang sangat mengganjal pada masa pandemic Corona 19 adalah keterbatasan pengetahuan/keterampilan dan teknologi yang bisa diakses dalam hal teknologi pengolahan berbagai produk tanaman menjadi makanan ringan atau cemilan.   pengemasan, pelabelan juga mutu dan hiegine, sehingga belum mampu menembus segmen pasar, ini sangat mempengaruhi ekonomi masyarakat. Permintaan konsumen  dapat terpenuhi apabila tingkat produksi tetap kontinyu dan mutu olahan dapat terjaga. Aspek inilah yang masih menjadi permasalahan mendasar oleh kelompok masyarakat tentang teknologi pengembangan produk tanaman jagung atau tumbuhan lainnya.  Penyelesaian permasalahan ini dapat ditempuh  antara lain  melalui pengembangan keterampilan dan manajemen usaha bagi masyarakat yang tergabung pada kelompok Dasawisma  di Desa Bulontio Barat Kecamatan Sumalata Timur Gorontalo Utara  dalam meningkatkan ekonomi kelompok masyarakat dengan memberikan pendampingan pemberdayaan ilmu dan teknologi tentang pengembangan produk tanaman jagung dan tanaman lainnya supaya lebih baik dan menghasilkan banyak pilihan produk. Berangkat dari permasalahan mitra, maka melalui program pengabdian masyarakat, bersama-sama dengan mahasiswa telah melaksanakan program KKN Tematik dalam bentuk pendampingan, penyuluhan dan pelatihan melalui peningkatan manajemen  usaha bagi masyarakat/kelompok Dasawisma di  Bulontio Barat Kecamatan Sumalata Timur Gorontalo Utara.  Demikian halnya Proses pembelajaran dan pemberdayaan yang diperankan oleh mahasiswa dengan  menggunakan metode pendampingan.

Abstract

Penelitian ini mengkaji tentang Kualitas Pelayanan dan Keputusan Pelanggan Terhadap Kinerja Usaha Hotel Berbintang di Provinsi Gorontalo. Teknik pengumpulan data menggunakan kuesioner. Metode penelitian yang digunakan adalah metode kuantitatif. Analisis data menggunakan analisis regresi berganda. Populasi dan sampel adalah pengunjung hotel berbintang di Provinsi Gorontalo. Pengujian hipotesis penelitian diolah dengan program SPSS. Hasil penelitian ini adalah diketahui nilai t_hitungdan nilai t_tabel. Nilai t_hitung (2.365) Nilai t_tabel (-1,667) maka H0 ditolak dan H1 diterima. Artinya, secara parsial terdapat pengaruh signifikan antara komparasi pelayanan terhadap Kinerja, nilai t_hitung dan nilai t_tabel. Nilai t_hitung (6.446) Nilai t_tabel (-1,667) maka H0 diterima dan H1 ditolak. Artinya, secara parsial terdapat pengaruh signifikan antara Keputusan Pelanggan terhadap Kinerja dan nilai F hitung dan nilai F tabel. Nilai F hitung (496.291) Nilai F tabel (3.09) maka H0 ditolak dan H1 diterima. Artinya, terdapat pengaruh secara signifikan antara Komparasi Pelayanan dan Keputusan Pelanggan Berpengaruh Terhadap Kinerja. Jadi, dari kasus ini dapat disimpulkan bahwa secara simultan Komparasi Pelayanan dan Keputusan Pelanggan Berpengaruh Terhadap Kinerja Usaha Hotel Berbintang di Provinsi Gorontalo.

Abstract

Tujuan Pengabdian ini adalah membantu mahasiswa Kuliah Kerja Nyata Tematik (KKNT) Universitas Negeri Gorntalo dalam kegiata-kegiatan mahasiswa yang berkaitan dengan pendampingan perencanaan pembagunan desa. Pelaksanaan Kuliah Kerja Nyata Tematik (KKNT) Universitas Negeri Gorntalo diharapkan dapat memberikan pengalaman kepada mahasiswa Universitas Negeri Gorontalo untuk terjun langsung dalam masyarakat agar tercipta kolaborasi ilmu pengetahun yang mereka dapatkan di kampus Universitas Negeri Gorntalo dimana mereka menekuni ilmu pengetahuan sesuai dengan bidangnya masing-masing. Disamping itu masyarakat sebagai sasaran dan tujuan pelaksanaan Kuliah Kerja Nyata Tematik (KKNT) Universitas Negeri Gorntalo dapat merobah polah pikir sehingga menjadi produktif dalam membangun desanya khususnya desa Molantadu Kabupaten Gorontalo Provinsi Gorontalo.Hasilnya pengabdian diperoleh kesimpulan sebagai berikut : KKN Tematik Periode II 2021 di Desa Molantadu Kecamatan Tomilito Kabupaten Gorontalo Utara yang di selenggarakan sejak tanggal 14 Oktober 2021 sampai 3 November 2021, telah melaksanakan kegiatan inti dan kegiatan tambahan yang terdiri dari : Pembuatan Profil Desa Molantadu Kabupaten Gorontalo, Pembuatan buku administrasi PKK dan BPD, Sosialisasi kesehatan tentang stunting dan sebagai program tambhana Festival Pemuda Merdeka. Kegiatan tersebut diatas dilakukan untuk membantu aparat desa dalam pembuatan profil desa dan pembuatan administrasi PKK di Desa Molantadu. Selain itu kegiatan tentang sosialisasi memberikan pengetahuan tentang pentingnya gizi bagi masyarakat di desa Molantadu. Hasil KKNT telah berhasil membangun pola pikir yang produktif dan inovatif dikalangam masyarakat dalam mendukung pencapaian SDG’s  Desa Molantadu Kabupaten Gorontalo . Kata Kunci : Penataan, Administrasi, Stunting

Abstract

This research aims to identify and describe (1) the implementation of village-owned enterprise (BUMDes) policy to improve the village economy in Bone Pesisir Bone Bolango and (2) the determinants of the implementation of village-owned enterprise (BUMDes) policy to improve the village economy in Bone Pesisir Bone Bolango. The research method used is qualitative. The data source of this research is primary data collected using interviews. The data analysis technique used refers to Miles and Huberman’s model. This research figures out that (1) The BUMDes policy in Bone Pesisir Bone Bolango has been well implemented, indicated by the progress of BUMDes in developing the potencies of each village. The implementation is perceived to give contributions to the village economy as the village original income (PADes) has been elevated since then. Besides, in terms of the community, the economy has been rising, thus reducing the unemployment level and poverty rate in the villages and (2) The determinants are crucial to implementing the village-owned enterprise (BUMDes) policy to elevate the village economy in Bone Pesisir Bone Bolango. With the management of BUMDes, the determinants form a harmony that the better the determinants i.e. communication, resources, and bureaucratic disposition and structure, the better the management of BUMDes. Of the four factors, two factors i.e. communication and resources are in an optimal state; while the two others i.e. the implementer’s commitment and clear job description have to join the individuals’ capacity building division and the management of BUMDes division.

Abstract

The objectives of this study are: 1) The application of an accrual-based agency accounting system as the implementation of PP 71 of 2010 in the preparation of financial reports at the Office of the Ministry of Religion of Pohuwato Regency; 2) What are the factors that influence the application of the accrual-based agency accounting system (SAIBA) in the preparation of financial reports at the Office of the Ministry of Religion of Pohuwato Regency This study uses research conducted using a qualitative approach while the type of research used in this thesis research is qualitative descriptive research. The results of this study indicate that: 1) The application of the accrual-based agency accounting system has been carried out well. Judging from the relevance indicator. the implementation of accrual-based Government Accounting Standards (SAP) at the Ministry of Religion of Pohuwato Regency has been based on Government Regulation Number 71 of 2010, and is compiled in full which consists of reports 2) Application of accrual-based agency accounting systems as the implementation of PP 71 of 2010 in the preparation of financial statements in The Office of the Ministry of Religion of Pohuwato Regency includes human resources, socialization.

Abstract

This study aims to analyze and determine the application of themodernization of the local tax system at the South Bolaang MongondowBPKPD.The research used a qualitative descriptive approach. Data collectiontechniques are interviews, observation and documentation. Data analysistechniques consist of stages of collecting data, reducing data, presentingdata, and drawing conclusions.The results showed that the implementation of the modernization of thelocal tax system of the South Bolaang Mongondow BPKPD, namely: 1)modernizing the organizational structure through the formation of anIntegrated Supervision Team, as well as conducting inspections of servicetasks. However, the modernization of this organizational structure has notbeen implemented optimally because it has not established a one-stopservice through Account Representatives (AR); 2) modernization oforganizational procedures through simplification of administrativeprocedures and utilization of information and communication technologythrough OM OKU and Tapping Box applications; 3) modernization oforganizational strategy through campaigns and outreach on the importanceof paying taxes, as well as socialization of OM OKU and the Tapping Box.However, this socialization has not been evenly distributed across all levelsof taxpayers' society; 4) Modernization of organizational culture throughclear and firm sanctions for violations for taxpayers who do not pay taxes,providing basic training and ICT development for ICT operators, providingcomplete office infrastructure supported by clean, fragrant and comfortableoffice space conditions, so as to provide excellent service to taxpayers incarrying out their tax obligations.

Abstract

This study aims to discover (1) the implementation of the policy in managing operational assistance for islamic boarding schools at the Regional Office of the Ministry Of Religios Affairs of Gorontalo Province, (2) the determinants of the policy implementation in managing operational assistance for islamic boarding school at the Regional Office of the Ministry of Religios Affairs of Gorontalo Province in terms of its communication, resources, disposition and bureaucratic structure, Furthermore, this study uses a qualitative approach with a descriptive method, wheres the data collection is conducted using observation, interviews and documentation. Based on the study results, (1) the process of managing operational assistance for Islamic boarding schools at the Regional Office of the Ministry of Religious Affairs of Gorontalo Province, encompassing aspects of planning, implementation, evaluation and monitoring have been carried out properly. However, several Islamic boarding schools do not meet the requirements, such as not having an IZOP (operational license), the will to access SIMBA (Assistance Management Information System) aplication, and the requirements, in proposing a proposal or a budget plan. Moreover, (2) the determinants of the policy implementation in managing operational assistance for Islamic boarding schools, in the aspect of communication, resources, disposition and bureaucratic structure, have been carried out as well as possible, However, according, to the available resources, Islamic boarding schools remain inadequate. For instance, the operators of Islamic boarding schools have not been able to control and apply SIMBA application and it primarily causes by network contraints and server maintenance.

Abstract

This study aims to identify and describe Employee Performance Analysis in Budget Planning Services at the Gorontalo Regency Regional Finance and Asset Board, as well as the factors that determine the success of Employee Performance Analysis in Budget Planning Services at the Gorontalo Regency Regional Financial and Asset Boards seen from the aspect of work quality , punctuality, initiative, ability to work, and communication skills. The approach used is descriptive qualitative with data collection techniques conducting interviews, observation, and documentation. The data analysis method uses the Miles Huberman model, namely through the stages of data collection, data reduction, data presentation, and drawing conclusions. The results of this study indicate that the analysis of employee performance in budget planning services at the Gorontalo Regency Regional Finance and Asset Board has been going well because of an increase in the quality and capacity of employees, strengthening the role of leadership, and increasing collaboration between parties. In addition, the factors that determine the success of Employee Performance Analysis in Budget Planning Services at the Gorontalo Regency Regional Finance and Asset Board in this case the quality of work, initiative, work ability, and communication skills have been carried out properly. It's just that they have constraints in terms of time because at the time of submitting the budget planning files it is still often done at the end of a very tight time. This is because the finalization of the document must comply with the completeness of the files from all OPDs in Gorontalo district.

Abstract

This study measured the Comunnity Satisfaction Survey in improving public services at the Padengo Village Office, West Limboto Sub-district, Gorontalo regency, this study applied a mixed method, a combination of qualitative and quantitative methods. The result of the measurement of the 9 Commmunity Satisfaction Survey indicatior included (a) Requirement with SKM (Communtiy Satisfaction Survey) score of 3,34 and in the good category, (c) Services Time with SKM score of 3,29 and in the good category, (d) Cost//tarif of 3,71 and in the good category, (e) Product specification for the type of service/service result, the SKM score was 3,23 and in the category, (f) Competency of the SKM implementer was 3,39 and in the good category, (g) Behavior of the SKM implementer was 3,21 and in he good category, (h) Complaint, and suggesting handling, with SKM implementer was 3,43 and in the good category, and (i) Facilities and Infrastructure with SKM score of 3,61 and in the good category.Based on the study, it can be concluded that that from the results of the Community Satisfaction Survey (SKM) measurement of the implementation of the office, West Limboto Sub – district, Gorontalo Regency, The SKM score was 76,67. This score was included in the GOOD “B” category according to KEPMENPAN (Ministry of administrative and Bureaucratic Reform of the Republic of Indonesia) No. 14 of 2017. Howefer, there was still a need to improve indicators of service time and behavior of village officials to be more friendly and polite to the community to achieve moer excellent service.
