Abstract

Lecturers are an essential element of a higher education institution. The lecturer has two functions in Indonesia, namely an educator and a researcher who has the job in developing and deploying science, technology, and art to the community through the Three Pillars of Higher Education activities: education, research, and community services. This study aims to investigate and answer the three research questions, which involve how the academic career development system for lecturers, how the academic career development patterns for lecturers, and the factors which affect the academic career in Indonesia and the United Kingdom (UK). We chose the UK since it is one of the countries with the most robust higher education system globally. This research was required to capture the gap in academic career development for lecturers in Indonesia and the UK. There are 23 journal articles and other literature included and found using systematic literature review and PRISMA protocol. These journal articles and other literature analyzed by meta-synthesis and could describe the comparative perspectives between an academic career in Indonesia and the UK. These review results can be an excellent comparison for improving higher education systems, specifically in the academic career development for Indonesian lecturers. A significant improvement will encourage universities in Indonesia to embrace the vision as a world-class university.

Abstract

Globalization and international standard universities trend drive the higher education system to become more dynamic and innovative. The lecturer is a profession that drives and encourages university competitiveness. Therefore, better career advancement and development are vital in encouraging higher education competitiveness. The United States of America (USA) is currently a world-class university orientation, followed by Australia. Hence, other countries, especially developing countries, should know the USA and Australia higher education system, especially in the lecturers’ career advancement and development. This study is necessary to answer research questions about comparing academic career advancement systems in the USA and Australia. This study will give other countries new insight into academic career advancement. The researchers apply the findings from a systematic review. This study focuses on six aspects discussed: regulations, educational qualifications, lecturer obligation status in the higher education, career ladder, career advancement stages, and the lecturers' duties also responsibilities in lecturer career advancement in the USA and Australia. This study examines the gap between lecturers' career advancement systems in the USA and Australia comprehensively. The researchers observe by analyzing the strengths and weaknesses of the lecturer career advancement system in the USA and Australia. Also, the researchers compare the results using comparative public administration theory.

Abstract

The Ministry of Research, Technology and Higher Education has announced the results of ranking universities in Indonesia. Universitas Brawijaya has experienced ups and downs in ranking. During the period of 2015-2019, the best ranking of Universitas Brawijaya in the fifth recruitment in 2016. This study aims to formulate a series of optimization strategies for improving UB's rank. Research approach with qualitative methods and the literature review technique and focusing on several approaches to formulate strategy, which are Balanced Scorecard, SWOT, and SPACE. Retrieval of data with the method of observation and documentation. While data validation with Triangulation. The results of this study explained that the Balanced Scorecard, SWOT, and SPACE could be used to solve strategy formulation problems. There are eleven strategic steps to optimize and improve Universitas Brawijaya's ranking by following the indicators set by the Ministry of Research, Technology and Higher Education.
