Abstract

This study focused on: Work Culture (culture sets) Apparatus. The problem ofthis study were: 1) How is work culture conditions (culture sets) Apparatus inSemarang government and 2) whether the efforts that have been made inchanging and improving work culture (culture sets) Apparatus Semarang CityGovernment. Being objective of this study were: 1) To identify work cultureconditions (culture sets) Semarang City Government Apparatus 2) To draw upproposals as efforts to change and improve work culture Apparatus (culture sets)Semarang City Government.Work Culture (culturset) Apparatus in PERMENPAN-RB number 39 in 2012can be interpreted as: Attitudes and behavior of individ and groups within anorganization that is believed to be true and become habitual in implementing thetasks and jobs. Target of Workplace Culture (culturset) Apparatus is abureaucracy with integrity and high performance. Apparatus of integrity can beinterpreted as a civilian state apparatus shown good character by consistenttrustworthy behavior.Work culture conditions imaginable in Semarang city government inreforming the bureaucracy are: 1) civil servants who are not innovative anddoes not have the spirit of change is still quite a lot; 2) Implementation ofMental Activity Less than Optimal; 3) The penalty is not a deterrent effectdiscipline; and 4) It is not the establishment of a Working Culture. To overcomethese problems the proposed efforts to change and improve work culture(culturset) Semarang city government officials are as follows: 1) Implementguidance toward the development of regional innovation appropriate and basedon the field of duty sector departments; 2) Improve the quality of the activitiesof Mental apparatus. Implementation of mental and spiritual guidance toincrease the motivation of civil servants held eight times per year; 3)Development of a culture system of labor regulation Mayor (Perwal) SemarangNo. 18 of 2008 on Guidelines for Cultural Development Working within theGovernment Apparatus Pemekot by reviewing existing regulations tailored to thedynamics of the changing times. 4) Develop materials / curriculum Mindsettingin Pre Employment and Training of all levels and types of education andtraining in Semarang City Government Training Agency.Of the efforts that have been made can be seen: Integrity PNS views ofmanagement and staff commitment and discipline of civil servants.Commitment. Semarang City Government Leaders and staff are committed tothe implementation of the reform is high. As for discipline are still many civil servants who violate the discipline, performance evaluation results Kemenpan -RB to 438 district / municipal government throughout Indonesia in 2012 wherethe results show that out of 35 districts / cities in Central Java performance isworth an average of C (not good), even Rod district worth D. Can disimpilkanreforming work culture does not yet support achievement of high performingbureaucracy. Abstract

Kebijakan Sertifikasi Guru mengacu pada Undang-Undang Guru Dosen Nomor 14 tahun 2005 bertujuan menentukan kelayakan guru dalam melaksanakan tugas sebagai pendidik profesional, meningkatkan proses dan hasil pembelajaran, meningkatkan kesejahteraan guru, serta meningkatkan martabat guru; dalam rangka mewujudkan pendidikan nasional yang bermutu. Tujuan tersebut dapat tercapai melalui proses implementasi yang efektif yang dapat dilihat dari ketepatan kebijakan , ketepatan pelaksanaan , ketepatan target , ketepatan lingkungan dan ketepatan proses. Proses implementasi kebijakan sertifikasi guru dalam mencapai tujuannya tidak terlepas dari faktor yang mendukung dan menghambat. Berdasarkan teori van Meter dan van Horn faktor yang mendukung dan menghmabat berupa tujuan dan ukuran dasar/Standar kebijakan , Sumber Kebijakan, Komunikasi dan Kegiatan Pelaksanaan, Karakteristik Badan Pelaksana , Kondisi Sosial,Politik dan Ekonomi serta Disposisi Implementor. Berdasarkan hambatan yang ada dalam implementasi kebijakan sertifikasi guru SD di Kabupaten Tegal , penulis memberikan rekomendasi berupa : (1) sosialisasi kembali untuk guru agar bisa memahami tujuan sertifikasi guru sepenuhnya, (2) menambah jumlah staff (3) pemberian tunjangan sertifikasi digabung dengan gaji pokok (4) memberikan contoh format SK mengajar (5) mempertegas sanksi (6) persiapan berkas bagi para guru (7) Promosi yang menarik dari koperasi kepada guru (8) alokasi 2% tunjangan sertifikasi guru untuk meningkatkan sarana dan prasaran belajar mengajar.

Abstract

Performance is a result of person or organization that obtained as a whole within a certain time period organizational performance is the organization's ability to perform the task well to achieve the goals and vision that has been determined. Sub-district position is the county area or city as a regional technical implementation that has a particular work area and led by Camat . District of Karangsambung’s vision namely the creation of excellent service based on professionalism. The purpose of this study is to know the performance of Karangsambung District Office and to know factors that support and hinder performance Karangsambung District Office. Assessment of the performance at the District Office Karangsambung is seen from the five dimensions of productivity, quality of service, responsiveness, responsibility, and accountability. While the factors that support and hinder the performance of the District Office Karangsambung are seen from human resources and existing infrastructure. This study uses descriptive qualitative. Based on the existing barriers in performance, the author provide recommendations: 1) Increasing the capacity of human resources in the district ad a Karangsambung. 2) Instilling discipline and responsibility to the employees. 3) Giving motivation to the employees. 4) Providing facilities and infrastructure in order to increase the service to the public. 5) Communication with the public needs to be more intensive through formal and informal media so people know that there is information 6) Managing Karangsambung’s website as a transparency of information means.

Abstract

Policy Advertisment Tax is the policy was included in the law number 28 of 2009 about local taxes and retribution, having the objective among others to set local tax and retribution, giving authority greater to the regions in process, and management governing taxes and retribution in the its. In line with the amount of responsibility region in implementing governance and public service. In Pati Regency, advertisement tax policy implementation set forth in regulations of the area number 3 in 2011 about tax areas, where the regulation of this area, is expected to overcome the problems about advertisement tax during this time. These problems includes : taxpayers who did not pay his taxesin a timely manner, of any installation and installation of the advertises wild does not pay attention to the aesthetics of the city. The goal can be achieved through an effective implementation process that can be seen from the policy implementation, precision accuracy, accuracy environmental targets and the precision of the process.The implementation of advertisment tax in achieving the goal of supporting and hindering factors. Based on the teory of Van Meter and Van Horn, factors that Resource policy, communication and implementation activities, the implementing agency characteristics, Sosial, Economic, Politic conditions as well as the disposition of the implementor.Based on the existing obstacles in the implementation of advertisment tax in the District of Pati, the authors provide recommendation in the form of : (1) Providing socializing purposes and tax policy legal basis to tax payers clearly understand the rules regarding advertisement tax policy. (2) In granting Assertiveness penalities that will be imposed on the taxpayers in case of violations, violations of either delay tax payers paid his taxes and offense ads implementation without permission. (3) Conducting and supervision regularly, in other to minimize the existence of the problem of illegal tax that is not registered in field. (4) The increase of the number of staff good who handles policy advertisement tax in dept or on a field and adding supporting the form of computer.

Abstract

E-Procurement Policy refers to the President of the Republic of Indonesia Regulation No. 70 of 2012 on Procurement of Governments Goods / Services. It Has the purpose to increase transparency and accountability, improve market access and fair competition, improve the efficiency of procurement processes, supporting the monitoring and auditing processes and till the needs of real-time information access. These goals can be achieved through the effective implementation of the policy views of accuracy, precision of execution, the target precision, accuracy and precision of the process environment. Process of Implementation of E-Procurement Policy in achieving the goals contained inhibiting factor and support factor, Based on Theory George C. Edwards III factors that support and hinder are Communication, Resources, Bureaucratic Structure and Disposition. Based on the existing barriers in the implementation of E-Procurement Policy in Wonogiri, Author recommend as follows: (1) Adding Column LPSEs Evaluation on the Website, (2) Using of Digital Signatures in the process of procurement of goods and services, especially in the evaluation, (3) socialization is held in the community as well so that people understand and they become control functions in the implementation of the policy, (4) Structured encoding on the party who has the certification of the procurement of goods and services, (5) Increasing the use of government Software.

Abstract

Program Buku Sekolah Elektronik (BSE) dilatarbelakangi oleh terkait mahalnya buku sekolah sebagai salah satu fasilitas penunjang pendidikan. Kemudian Menteri Pendidikan  dan Kebudayaan  mengupayakan ketersediaan buku murah dan berkualitas bagi peserta didik dengan program buku sekolah elektronik. Kebijakan ini berpijak pada Permrndiknas no 2 tahun 2008 tentang Buku.Tujuan penelitian evaluasi  ini adalah untuk mengetahui pencapaian tujuan dan faktor-faktor yang mempengaruhi pelaksanaan program Buku Sekolah Elektronik (BSE) di tingkat SMA di kota Semarang (Studi Pada SMA 9 Kota Semarang). Tujuan tersebut dapat tercapai melalui proses evaluasi dan di lihat dari kriteria evaluasi menurut Dunn  yaitu efektifitas, efisiensi, kecukupan, perataan, responsivitas dan ketepatanHasil Penelitian ini menunjukan SMA 9 Kota Semarang telah memiliki kesiapan akan pemahaman dan  sarana pasarana yang baik untuk pelaksanaan program Buku Sekolah Elektronik. Namun pelaksanaan program Buku Sekolah Elektronik ini belum maksimal apa yang menjadi tujuan pun belum tercapai. Terdapat beberapa faktor yang mempengaruhi pelaksanaan BSE yang mempengaruhi (1) Sosialisasi (2) Petunjuk teknis  (2) Koordinasi yang kurang antara pemerintah dan sekolah  (3) Proses pendistribusian yang tidak dilakukan.  Dari hal tersebut  dituntut kesiapan dari pemerintah akan pelaksanaan kebijakan, kejelasan akan sosialisasi dan petunjuk teknis serta koordinasi yang baik antara stekholder dalam pencapaian tujuan yang di tetapkan
