Abstract

Improving the quality of teachers is the one of government's implementation inpassing policy and credit points appliance for non Governmental teachers. It’s based on regulation of national education minister No. 47 in 2005 and later revised to No. 22 in 2010. This research aims to provide an explanation of the policy implementation inpassing GBPNS happened in Semarang in particular private elementary school and the factors affect on that. It’s used used a qualitative descriptive method by analyzing the implementation of the policy inpassing GBPNS. These research uses the theory of George Edward III to analyze the factors that influence policy implementation. The results of this research showed that a lack of awareness of private schools for educational programs so there are many private teachers in particular Permanent Teachers Foundation (GTY) inpassed yet. In this policy the requirements and procedures of inpassing and implementation is not optimal. Another factor that caused the school administration hasn’t managed properly. Some suggestions for policy implementation of inpassing GBPNS can be better, with better motivation and further improvement on the performance of the Department of Education. Beside that private schools has to be more concerned on the education programs.

Abstract

The objective of this study is to identify and analyze how the “Kantor Pertanahan Kota Semarang” managing and handling complaints from the public based on the point of view of Management Theory. The method of investigation which is used in this study is descriptive qualitative research method with inductively proceed data analysis.The results of this study indicate that the “Kantor Pertanahan Kota Semarang” complaint management has not implemented properly and correctly. Based on the analysis conducted by the writer, the “Kantor Pertanahan Kota Semarang” is still ignoring some activities in management functions, which ultimately resulted in the lack of maturation and minimum anticipation of planning function. Besides, it also resulted in the overlapping tasks and the functions of the employees as the result of the less maximum of the activity implementation toward the organizing function, as well as weaken the supervision function that resulted in the emergence of the passive working conditions and vulnerably trigger diversion.Based on the results of the study, the suggestions and the solutions that the writer explains in this study, therefore it is expected that those can be used as a suggestion for the “Kantor Pertanahan Kota Semarang” in making policies to improve the quality of the service, especially in the management and handling complaints which furtherly will also be useful for the sake of succeeded implementation of Good Government, i.e. creating a public service which is more professional, effective, efficient, transparent, punctual, adaptive, responsive and accountable to gain the satisfaction and trust from the government public service users.

Abstract

The People Indonesia Demands against the good performance requires earnest effort to make it happen because the performance of the current govermment bureaucracy is still not the case shows high performance. This marked one of them is still of low quality of service given by bureaucracy to the people and this is also often accused as one of the factors the causes of fall of the country. As reported by the people’s Minds that revenues and service area (DPPKD) the City of Cirebon to mess around because of his difficult regulate advertising is not permitted. The lack of coordination of organizational performance in taking care of the PAD and may lead to a slowdown in overall development.This research uses qualitative, description to describe and analyze the performance of the department of revenue and financial management of the City of Cirebon area and description the dimensions that are available in the process of their performance. The collection of the data with the document, observation and interviews.Based on the result of the deliberations of research department of revenue and the financial management of the City of Cirebon region who has been describe in the previous chapter, it can be concluded that the performance of the department of revenue and the financial management of the City of Cirebon Area is already good because it already runs the principles of public administrasion and run their performance with a good organization coordination. DPPKD City of Cirebon’s performance in his job was always on the watch by community and other agencies so that the performance, the income and financial management of the City of Cirebon Area remains stable and able to maintain their performance.

Abstract

The Program of Rehabilitation Mangrove Ecosystem Tugu Sub – District, Semarang City is due to by the high levels of abrasion that occurs in coastal areas and has an impact on society who live there. Therefore, the Department of Marine and Fisheries of Semarang City try to repair the condition of coastal areas by doing Rehabilitation Mangrove Ecosystem. This policy based on Law No.32/2009, Regulation of Semarang District No.7/2010, and  Regulation of Semarang District No.14/2011. The purpose of this study is investigate the process implementation and the factors that affect its. The purpose can be achieved if the process implementation following the Riant Nugroho’s criteria that is the accuracy of the policy, the accuracy of the implementation, the accuracy of target, the accuracy of environment and the accuracy of process. The implementation of Rehabilitation Mangrove Ecosystem influenced of supporting and inhibiting factors. Based on the theory of George C. Edwards III that supporting and inhibiting factors such as communication, bureaucratic structure, resources and attitudes.The results of this study show that the Department of Marine and Fisheries of Semarang City having ready for the implementation of Rehabilitation Mangrove Ecosystem. However, the implementation of Rehabilitation Mangrove Ecosystem is not well implemented.. There are several factors such as (1) the limitation financial resources and implementer official (2) the unavailability of technical guidelines (SOP) for the implementation and (3) the lack of monitoring for ecosystem that has been rehabilitated (4) the utilization KKMKS forum is minimal.

Abstract

Kebijakan Sertifikasi Guru mengacu pada Undang-Undang Guru Dosen Nomor 14 tahun 2005 bertujuan menentukan kelayakan guru dalam melaksanakan tugas sebagai pendidik profesional, meningkatkan proses dan hasil pembelajaran, meningkatkan kesejahteraan guru, serta meningkatkan martabat guru; dalam rangka mewujudkan pendidikan nasional yang bermutu. Tujuan tersebut dapat tercapai melalui proses implementasi yang efektif yang dapat dilihat dari ketepatan kebijakan , ketepatan pelaksanaan , ketepatan target , ketepatan lingkungan dan ketepatan proses. Proses implementasi kebijakan sertifikasi guru dalam mencapai tujuannya tidak terlepas dari faktor yang mendukung dan menghambat. Berdasarkan teori van Meter dan van Horn faktor yang mendukung dan menghmabat berupa tujuan dan ukuran dasar/Standar kebijakan , Sumber Kebijakan, Komunikasi dan Kegiatan Pelaksanaan, Karakteristik Badan Pelaksana , Kondisi Sosial,Politik dan Ekonomi serta Disposisi Implementor. Berdasarkan hambatan yang ada dalam implementasi kebijakan sertifikasi guru SD di Kabupaten Tegal , penulis memberikan rekomendasi berupa : (1) sosialisasi kembali untuk guru agar bisa memahami tujuan sertifikasi guru sepenuhnya, (2) menambah jumlah staff (3) pemberian tunjangan sertifikasi digabung dengan gaji pokok (4) memberikan contoh format SK mengajar (5) mempertegas sanksi (6) persiapan berkas bagi para guru (7) Promosi yang menarik dari koperasi kepada guru (8) alokasi 2% tunjangan sertifikasi guru untuk meningkatkan sarana dan prasaran belajar mengajar.

Abstract

Electricity is the very important life needs in supporting daily activities. Therefore, as the provider of national electricity services, PLN strive to fulfil the needs maximally. One of the cause of the problems is the high level of losses because of both technical and non-technical factors. The aims of this research are to describe the implementation of Power Consumption Control Program (P2TL) in Semarang City, the problems and obstructions occurred in the program implementation, and the solution for the problems. The research type applied was phenomenology. The research design used in this research was the qualitative research with inductive approach. The phenomena or symptoms in this research were the implementation process of P2TL, consemer participation in the implementation of P2TL, Human Resources availability, implementor understanding and legal assurance. The phenomena and symptoms were obtained besed on the observation and field survey results. In accordance with the research result, in general the imlpementation of Power Consumption Control program (P2TL) in Semarang City has not run well and maximally. It is based on the research and findings in the field that it as faound some infelicities in the implementation process implementor do not have clear job description and organization, and involvd the third party in the organization structure. Then, in the legal assurance regarding the sanctions imposed, there was not transparency between the implementor and policy receptor (consumers/people).

Abstract

Kudus regency as one of the biggest cigarette’s tax producing in Indonesia. Based on that statement, so Kudus regency government arrange policy of governor’s rule No 4 2013 about guidelines for the management funds for tax results and tobacco’s result in Kudus regency. With the presence of its management, it is expected can help to decrease amount of destitution, unemployment, and increase economic development in Kudus Regency. The purpose of this study is to know how the system of management and how management of guidelines for the management funds for tax results and tobacco’s result in Kudus regency. Which to answer about the purpose and problems in this study is by using governor’s policy No 4 2013 as reference of management system and management theory by George R Terry in describing guidelines for the management funds for tax results and tobacco’s result in Kudus regency. The method used in this study is qualitative method by the study’s object are BAPPEDA, SEKDA and Dinas Perinkop and UMKM as SKPD of guidelines for the management funds for tax results and tobacco’s result in Kudus regency. The result of this study showed that in the implementation based on governor’s policy No 4 2013. In program that is funded by guidelines for the management funds for tax results and tobacco’s result both physical and non-physical give big effect to mid- low economy’s public in Kudus regency. In its implementation is still met problem, so that the result is far of the target. The problem is like limitedness of human resource in several SKPD. This case can be seen from the activity that is not spread all over yet in Kudus regency and the performance accomplishment that is not spread all over carried out yet.

Abstract

Merapi Eruption is caused in environmental damage and crippled economical society. Basically, in a post-disaster condition, many people are needed of assistances or emergency responses. Therefore requires the disaster of management program, one of which is the Post Disaster PNPM. Post-Disaster PNPM is PNPM which focused specifically to deal with the Rural PNPM people location who hit by disasters. Rural PNPM is a national program which purposed in the policy framework form as basis and reference to the poverty implementation reduction programs based on society empowerment. This research aimed to give an explanation about the social impact of Post-Disaster PNPM implementation and to respond society to the Post-Disaster PNPM itself in Manisrenggo. This research has been designed and analyzed descriptive qualitatively. The collecting data has been done by literary study, observationally and interview with the number of informants deeply. Fortunately, it concluded that Merapi Eruption Post-Disaster PNPM in Manisrenggo, Klaten is run well, especially in physical development (general-social infrastructure). The successfully of Post-Disaster PNPM has been seen by society involvement and participation, facilities and infrastructures utilization then also returning rate level and the collectability of loaning to Women's savings and activities (SPP). All physical development planned have been finished. However, in an effort to increase the people’s economy is still considered less than optimally because due to the lack awareness of the public to join special training programs and SPP activities. Moreover, the delayed of SPP tuition payment fee is impacted in a village as the PNPM will not provide funds for.

Abstract

Coastal society is a society which life in coastal district with huge potent of fishery resources but ironically this society is still near with image of poverty. For that reason, they need an establish step to empower the coastal society so they can use the fishery resources that they have optimally.Micro Industries development through Fish Processing is one of the solution .Through this effort, exploitation of fishery potent is done with adding economic value using various processing technique. Desa Bendar as a model of coastal district is developed micro industries fish processing where there are The Koperasi Wanita Nelayan that have a big role on it. But so far, the development still can not be done maximal way because of some trouble. An effective strategy is needed to surpass it.The goal of this research is to recommend strategy for developing coastal society micro industry through The Koperasi Wanita Nelayan Mina Melati in Desa Bendar.. The strategy is given by analyzed the condition of micro industries development and analysis of internal and external environment of Koperasi as the actor of development through SWOT analysis. After that step is done, the next step is identification of strategies issues and tested it using Litmus Test to determine strategically existing development issue. In this qualitative research is using Snowball Sampling. The methods of collecting data in this research is in-depth interview and chose the informant used purposive system.From this research is obtained development strategy interconnected with institutional development and Koperasi organization and strategy about optimality the role of koperasi as main facilitator to cooperate with another stakeholder especially the government in develop access capability in adding capital.

Abstract

Disaster is a condition that causes casualties, damage, and loss. Indonesia is a country that has kind of a complex disaster, so that disaster management should using the paradigm of disaster risk reduction through mitigation programs. This research is a study of disaster mitigation eruption of Mount Merapi in Cangkringan, Sleman. This study aims to determine the implementation of structural and non-structural mitigation disaster eruption in Mount Merapi by the government.This study used a qualitative research, the method is descriptive. In the implementation of mitigation eruption of Mount Merapi in Sleman Regency Cangkringan Sub District, government appears to coordinate with relevant agencies and cooperate with the private/NGO. Many communities involved in mitigation activities that arise in public understanding of the disaster, besides the ease of accessing information makes the implementation of mitigation successfully.The results of this study indicating that the implementation of structural and non- structural mitigation is affected by the same factors. Factors that affecting the implementation of mitigation disaster eruption in Mount Merapi is coordination, community participation, cooperation between government and private / NGO, public initiatives, and information.
