Abstract

Western Region of Semarang beside as center of business, it also as the center of public services so at the peak period the volume of vehicle in some road getting increase. The increase of vehicle’s volume will cause traffic jam. Roads with the traffic jam potential is Sugiyopranoto, Imam Bonjol, and Pemuda. Then the idea of one way traffic management proposed with the purpose to determine the traffic performance at existing condition and provide a recommendation about the better traffic regulation. Observation such as traffic survey has been done on roads and intersections in road network in the west region of Semarang. Analysis of traffic performance based on Indonesia’s Highway Capacity Manual (IHCM) 1997 with an analysis of existing saturated conditions at peak hours in the morning, afternoon, and evening as a benchmark for short-term design. One way traffic management that applied are the change of green time at the signalized intersection, the route, traffic diversion by the application of the one way traffic chain on the road network, traffic facilities, and geometric. The analysis result of roads and intersection in the region shows the performance with degree of saturation >0,75. The ideal limit is ≤ 0,75. The result of the intersection analysis also showed unsatisfactory performance. The degree of saturation is high and delay time of intersection still large.so the one way traffic management applied on the Sugiyopranoto road, the entire segment of Imam Bonjol Road, The entire segment of Pemuda road, and Pierre Tendean road. The intersection changes is by removing the signal of Poncol intersection and Tendean intersection. Several signal at Tugumuda intersection suchas signal from Sugiyopranoto, signal from Pemuda, and the signal in front of Sutomo also removed. The results of the analysis for one-way condition showed better performance. The traffic flow is also distributed optimally. The based parameter is the change of speed and pace time that can be felt directly by road users. The design for the implementation of one-way traffic system can be said good for the treatment of short-term problems. The conclusion that can be drawn is the performance of roads and intersections in the West Region Semarang get better when applied to one-way traffic management.

Abstract

Semarang is the capital of Central Java province having many potential, likes economic, social, cultural, and tourism. In increasing the potential of Semarang, need to be supported with adequate the road transport facilities. In some locations, such as Pandanaran street which has a value degrees of saturation (DS) between 0.79-1.02, MH.Thamrin street with DS 0.78, and Pemuda street with DS 0.85. This indicates that on the roads have high traffic density so that it does not cover the possibility in the coming year can increase returns. The purpose of this study is to identify the performance of intersections and road segments and distribution solutions for efficient traffic management by implementing a one way traffic system. The implementation of one way system is expected to produce the traffic an orderly, smoothly, safe, comfortable, and efficient. The research methodology used is descriptive quantitative. This study was preceded by a preliminary literature review and survey and followed by data collection through traffic counting and related measurements. Analysis of data based on mkji 1997 in order to evaluate the performance of existing road and do an analysis by applying a system of one way system. Based on the analysis of performance of the existing conditions on the roads, there are a few low performing street with DS>0.75, as in Pandanaran street with DS 0.79-1.02, MH.Thamrin street with DS 0.78, and Pemuda street with DS 0.85. In addition, existing conditions analysis of the results obtained with low performing “simpang” with DS>0.75, is Simpang Gajah Mada/Depok with DS between 1.09-2.17 and Simpang Pandanaran/MH.Thamrin with DS between 0.92-1.66 and some other parameters, such as capacity, average delay, the length of the queue, the number of vehicles lining up, and the cycle time parameter support. Analysis of the results obtained two scenarios plan offered, scenario 1 (Pemuda street, MH.Thamrin street, Pandanaran street, and Gajah Mada street impose one way system) and scenario 2 (Pemuda street, MH.Thamrin street, and Pandanaran street impose one way system, except Gajah Mada street who keep developing two way system). After compared with method scoring, scenario 2 obtain highest score to street and simpang, is 82 and 28, to create value DS in Pandanaran street being declined between 0.09-0.53 and Pemuda street 0.26; as well as Simpang Gajah Mada/Depok between 0.82-0.87.

Abstract

 Intensiveness of Traffic density on the road Walisongo plus increasingly dense traffic of vehicles in and out of A terminal of Mangkang trigger increased of traffic delays, so need ideas to reduce the delay with the construction of  flyover as access to exit/ enter the Mangkang terminal. Construction of flyovers are planned using reinforced concrete and built at the entrance and exit of the A terminal of Mangkang. The flyover is planned to span 52 m, bordered by two abutments. Overpass with a width 8.3 m is divided into 2 lanes of traffic one direction (1 piece overpass) with each traffic lane width of 2.75 m and a width of each pavement on the right side and left the overpass 1 m. Construction on the overpass is planned to use the overpass slab of reinforced concrete, girder extends from PCI Girder. Construction under cover of reinforced concrete abutments. Using bored pile foundation with 1 m of diameter. The depth of bored pile foundation on the abutment is 12 m. The design of  the flyover also planned approach roads or highways with a length oprit each to oprit the terminal exit 185 m and oprit the terminal entrance is 143 m. In oprit, flyover is  planned using laston flexible pavement with 150 mm thick and 100mm thick layer of foundation under CBK (Mixed Concrete Slim) with a concrete compressive strength of 5 MPa (50 kg/m2). Based on the calculation of the Budget Plan (RAB) for the construction of two flyovers pieces cost of Rp. 40.078.193.427,- (Forty Billion Seventy Eight Million One Hundred Ninety Three Thousand Four Hundred Twenty-seven dollar) cost including VAT 10%, while for the time of the construction was completed over 18 months (72 weeks).
