Abstract

The opening of political access in a country that was going through a period of democratic transition gave rise to "little kings" through the practice of political dynasties in some regions. They fill the local political space by restructuring patronage networks and strengthening their social, economic and political bases in order to maintain their power. This kind of dynastic political practice generates negative sentiments towards the performance of the bureaucracy as the public policy tend to be beneficial for a particular political family. The research focuses on the impact of the Sutrisno family's political dynasty through the bureaucracy on the level of community satisfaction towards the performance and achievements of their programs. Given the impact of the Sutrisno family's dynastic political practices, some of them show an anomaly. The findings illustrate the high level of public satisfaction with the performance of the bureaucracy in the health, education, and economy sectors. Apart from the fact that the Sutrisno family dynasty was politically established and had consequences for control of the bureaucracy, the social base of the Sutrisno family network also played an important role in increasing public acceptance of bureaucratic work programs in various fields.

Abstract

The concept of participatory oversight focuses on people’s involvement in election monitoring. This means that the people are not only built on awareness to exercise their right to vote, but also to be actively involved in the entire election process. The implementation of participatory oversight has been running and implemented since the 2009 elections. However, there are still various problems, especially in East Java Province. The number of people in East Java who use voting rights is very high, but the data shows that East Java is the province with the highest of election violations and people’s involvement in reporting violations is very weak. This research uses a qualitative approach to analyze the problem of people’s involvement in election monitoring. The research findings show the three important aspects that cause low people’s involvement in the election monitoring process in East Java. First, there is no work innovation from Bawaslu at regional level. Second, patrimonial society. Third, found the practice of money politics and intimidation to the people by the political elite hurts society. The negative impact creates the problem of election monitoring by the public in East Java, as an impact of co-opted communities.

Abstract

Ekonomi kreatif menjadi hal yang penting dalam upaya peningkatan pertumbuhan ekonomi nasional saat ini. Sehingga dengan peluang besar tersebut, perlu adanya pemberdayaan di setiap daerah khususunya di desa. Hal tersebut bertujuan untuk menciptakan desa mandiri yang didukung oleh potensi sumber daya dan tingkat perekonomian wilayah. Optimalisasi peluang industri kreatif dapat dilakukan di berbagai level , salah satunya di desa yang didukung dengan adanya peran serta kolaborasi antara masyarakat dengan stakeholders terkait terutama bagi kelompok perempuan dan generasi muda. Generasi muda memiliki peran yang sangat strategis dalam pembangunan di berbagai level, dengan jumlah yang cukup besar dan didukung dengan kualitas intelektual yang kreatif, inovatif dan adaptif terhadap perubahan. Kelompok perempuan turut menjadi instrument penting dalam proses pembangunan industri kreatif yang didukung dengan jumlah yang cukup besar mencapai 49,65% di Kabupaten Jombang. Sehingga tujuan program Pemberdayaan Penguatan Kapasitas Perempuan dan Generasi Muda dalam Pengembangan Industri Kreatif Desa dengan mitra yakni Komunitas Ruang Inovasi Kabupaten Jombang dilakukan dengan: Pertama, Memberikan workshop terhadap kelompok perempuan dan generasi muda bekerjasama dengan komunitas Ruang Inovasi Kabupaten Jombang dalam upaya pengembangan industri kreatif desa. Kedua, menginisiasi pembentukan kelompok pengusaha generasi muda bidang industri kreatif dalam rangka pengembangan jejaring. Program tersebut nantinya akan memaksimalkan penyediaan berupa Coworking Space sebagai wadah bagi para pelaku industri kreatif untuk saling bertemu, dan berkolaborasi dalam satu tempat yang sama serta mendukung pengembangan inovasi, skill dan passion generasi milenial melalui tersedianya ruang kreatif (creative hub) dan ruang diskusi.
