Abstract

Desa Wisata Jambu berdiri sejak tahun 2018 berlokasi di Kecamatan Kayen Kidul Kabupaten Kediri yang meraih penghargaan nominasi kategori desa wisata terbaik 2018 dan 2019 pada Penghargaan Anugerah Desa. Pada fase awal pembangunan desa wisata menggunakan modal anggaran yang berasal dari Alokasi Dana Desa (ADD) dengan tujuan untuk meningkatkan pemberdayaan masyarakat desa. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif, serta metode pengumpulan data dilakukan secara langsung turun ke lapangan dengan wawancara, observasi, dan dokumentasi. Focus penelitian ini adalah meneliti mengenai permasalahan yang diangkat yaitu sumber daya manusia yang kurang responsive terhadap pengelolaan desa wisata. Desa wisata jambu memiliki 17 spot wisata diantaranya yaitu Kebun Bibit Kediri, Wisata Edukasi Wiwit Padi, Permainan Outbond, Wisata Tubing Niagara, Wisata Edukasi Menangkap Lele, Agrowisata Petik Kelengkeng, Agrowisata Petik Alpukat, Agrowisata Buah Lokal, Wisata Edukasi Menanam Padi, Agrowisata Okulasi dan Tabulampat, Wisata Edukasi Angon Kerbau, Edukasi Pengolakah Yogurt, Edukasi Perah Kambing Ettawa, Edukasi Pengolahan Limbah Kayu “Ask Craft”, Wisata Sungai Sejuta Ikan, Edukasi Karawitan, Pasar Papringan. Pemerintah Desa Jambu gencar mengupayakan tumbuhnya pemberdayaan masyarakat dengan mengelola desa wisata. Tujuan pemberdayaan masyarakat melalui pengelolaan desa wisata Jambu yaitu untuk meningkatkan perekonomian masyarakat desa serta mewujudkan masyarakat desa yang mampu berdaya saing dan mandiri. Dalam proses pengelolaan desa wisata terdapat kendala atau hambatan yang terjadi yaitu tanggapan masyarakat yang tidak responsive terhadap konsep spot wisata yang sudah disepakati. Selain itu kurangnya akses sarana dan prasarana spot wisata juga menjadikan kondisi desa wisata yang tidak kondusif sehingga akan menurunkan daya tarik wisatawan. Kata kunci : Desa Wisata, Alokasi Dana Desa, Pemberdayaan Masyarakat Jambu Tourism Village was founded in 2018, located in Kayen Kidul District, Kediri Regency, which won the nomination award for the best tourism village category 2018 and 2019 at the Village Award. In the early phase of tourism village development using budget capital from the Village Fund Allocation (ADD) with the aim of increasing the empowerment of village communities. This research is a descriptive study using a qualitative approach, and data collection methods are carried out directly in the field with interviews, observation, and documentation. The focus of this research is to examine the problems raised, namely human resources who are not responsive to the management of tourist villages. Guava tourism village has 18 tourist spots including Kediri Seed Garden, Wiwit Paddy Educational Tour, Outbound Games, Niagara Tubing Tour, Catfish Catching Educational Tour, Longan Picking Agro, Avocado Picking Agro, Local Fruit Agro Tourism, Paddy Planting Educational Tour, Grafting Agro tourism and Tabulampat, Education Tour for Buffalo Angon, Education for Yogurt Processing, Education for Ettawa Goat Milk, Education for Making Rengginang, Education for Wood Waste Processing “Ask Craft”, One Million Fish River Tour, Education for Karawitan, Papringan Market. The Jambu Village Government is aggressively seeking the growth of community empowerment by managing a tourist village. The purpose of community empowerment through the management of the Jambu tourism village is to improve the economy of the village community and create a village community that is able to be competitive and independent. In the process of managing a tourism village, there are obstacles or obstacles that occur, namely the response of the community that is not responsive to the agreed tourist spot concept. In addition, the lack of access to tourist spot facilities and infrastructure also makes the condition of the tourist village not conducive so that it will reduce the attractiveness of tourists. Abstract

Penelitian ini dilatarbelakangi oleh menyebarnya Covid-19 yang berdampak besar pada banyak sektor yang ada di Indonesia, salah satunya ekonomi. Untuk menaggapi permasalahan tersebut, pemerintah Indonesia berusaha untuk menstabilkan keadaan ekonomi Indonesia dengan mengeluarkan kebijakan Perubahan Prioritas Penggunaan Dana Desa melalui Permendes Nomor 6 Tahun 2020 Tentang Perubahan Prioritas Penggunaan Dana Desa. Sidoarjo menjadi urutan kedua sebagai kabupaten dengan pasien Covid-19 terbanyak setelah Surabaya di Provinsi Jawa Timur. Desa Bohar terletak di Kabupaten Sidoarjo merupakan kawasan dengan resiko Covid-19 sedang. Maka dari itu penelitian ini bertujuan untuk mengetahui Pemanfaatan Dana Desa Bagi Warga Terdampak Pandemi Covid-19 di Desa Bohar, Kecamatan Taman, Kabupaten Sidoarjo. Untuk mencapai tujuan tersebut digunakan metode penelitian kualitatif dengan pendekatan deskriptif. Pengumpulan data dilakukan dengan observasi, wawancara, dan dokumentasi. Adapun fokus dalam penelitian ini adalah Penggunaan Dana Desa yang tercantum dalam Permendesa Nomor 6 Tahun 2020 Tentang Perubahan PPTD Nomor 11 Tahun 2019 meliputi Penggunaan Dana Desa untuk Pencegahan dan Penanganan Covid-19, Penggunaan Dana Desa untuk Padat Karya Tunai Desa (PKTD), dan Penggunaan Dana Desa untuk Bantuan Langsung Tunai (BLT). Hasil penelitian menunjukkan bahwa Penggunaan Dana Desa untuk Pencegahan dan Penanganan Covid-19 masih belum maksimal. Masih banyak kegiatan yang tidak mematuhi protokol kesehatan sehingga tujuan pencegahan Covid-19 belum tercapai. Selanjutnya Penggunaan Dana Desa untuk PKTD juga belum dilaksanakan dengan baik karena pemilihan pekerja PKTD oleh Pemdes Bohar bukan berdasarkan data keluarga miskin ataupun pengangguran sehingga sasaran tidak tepat. Sedangkan Penggunaan Dana Desa untuk BLT sudah dilakukan dengan baik karena data yang dipakai merupakan data baru sehingga tepat sasaran. Kata Kunci: Dana Desa, Covid-19, Refocussing Anggaran This research was motivated by spread of Covid-19 which had a huge impact on the economic sector in Indonesia. Therefore Indonesian government is trying to stabilize state of Indonesian economy by issuing a policy to change priority for use of village funds through Permendesa Numer 6 of 2020. Sidoarjo is second place as district with most positive Covid-19 patients after Surabaya in East Java. Bohar Village, located in Sidoarjo Regency, is an area with moderate Covid-19 risk. Therefore this research aims to determine the utilizition of village funds for Covid-19 Pandemic in Bohar Village, Sidoarjo District. To achieve this purpose, qualitative research is using with descriptive data. The technique of data collection are observation, interview, and documentation. The focus in this research is Use of Village Funds listed in Permendesa Number 6 of 2020 which include Use of Village Funds for Prevention and Handling of Covid-19, Use of Village Funds for Village Cash Work Intensive (PKTD), and Use Village Fund for Direct Cash Assistance (BLT). The results: Use of Village Funds for Covid-19 Prevention and Handling is still not optimal because many activities that don’t comply with health protocols so that purpose of preventing Covid-19 hasn’t been achieved. Furthermore, for PKTD hasn’t been implemented properly because selection of PKTD workers by the Bohar Village Government isn’t based on data of poor families or unemployment so that the target isn’t right. Meanwhile, for BLT has been carried out well because the data used is new data so that target is right. Keywords: Village Funds, Covid-19, Refocussing Budget

Abstract

Public services, including in villages, have begun to be directed and adjusted to the concept of data services based on information, communication, and technology (ICT). E-Monografi Desa is expected to be able to present village data profiles used to determine the characteristics of potential resources, the development of all development sectors, as well as development problems in each village and sub-district. The research was conducted in Kedung Peluk Village, Candi District, Sidoarjo Regency, using a qualitative approach. The data collection techniques used by the researcher include interviews (interviews), Focus Group Discussions (FGD), and Literature Studies. We used Rogers' Diffusion of Innovation theory to analyze the phenomena and issues discovered. Based on the results of the FGD, there are also inputs to improve the design of the E-Monografi Desa application for users.

Abstract

This paper examines the BLT Dana Desa program in Sidoharum Village as part of the government's response to the economic downturn caused by the Covid-19 pandemic. However, the program encountered several issues, including a lack of community understanding in utilizing the funds, indications of multiple social assistance recipients, and uncertainty in fund disbursement timing. The study aims to evaluate the effectiveness of the Village Fund Cash Assistance program in Sidoharum Village for impoverished communities affected by Covid-19. To assess program effectiveness, researchers employed the program effectiveness theory and identified indicators such as program understanding, on target, on time, goal achievement, and real change (in Rahayuni and Rusli, 2021). The study utilized a descriptive qualitative research approach and employed observation, interviews, and documentation as data collection methods. The BLT Dana Desa program in Sidoharum Village has been proven effective, but it has faced various challenges. One of the main obstacles is the difficulty that the village government has in understanding the criteria for selecting KPM candidates. Another challenge is the lack of optimization of funds by some KPM recipients. Additionally, the program does not fully reach its target as some KPM do not meet the requirements and there are delays in transferring funds from the central government, leading to uncertainty in distribution timing. To address these issues, the researchers propose several solutions. They recommend that village governments provide clear instructions and socialization to program implementers and targets to ensure proper utilization of the funds. Conducting surveys and data verification can help ensure that the KPM data aligns with the established criteria. Furthermore, improving the planning of fund transfers is necessary to ensure timely distribution of the BLT-Dana Desa funds to eligible beneficiaries.
