Abstract

Gender Responsive Planning and Budgeting (PPRG) is an instrument to overcome the gap in access, participation, control and benefits between women and men in the implementation of development to realize a more equitable budget. The implementation of the PPRG policy in every Banda Aceh City Apparatus Work Unit (SKPK) is still lacking in scope so that development from a gender perspective cannot be realized properly. This study aims to examine how the process and mechanism of PPRG and to find out the inhibiting factors in the Banda Aceh SKPK based on the Banda Aceh Mayor Regulations No. 18 of 2018 concerning Guidelines for the Implementation of PPRG for SKPKs. Using a qualitative method with a descriptive approach to examine primary data obtained by interview and observation techniques and secondary data by literature. The results show that the process of implementing the PPRG in the Banda Aceh SKPK only began with the issuance of policies as the legal regulation for implementation, provision of disaggregated data and technical guidelines. Then the stage of socialization and assistance in the preparation of the PPRG which produces examples of GAP and GBS where these two things are tools for integrating gender in planning documents. The inhibiting factors are the limitations of human resources and budget, there is no strong pressure in leadership, employee transfers to changes in nomenclature.

Abstract

The increasing incidence of violence against children, especially cases of sexual violence in Aceh, has raised questions about the performance of the Aceh government stakeholders in handling this case. Based on this, this study seeks to examine: 1) the efforts having been made by the Aceh government in dealing with cases of sexual violence against children and 2) the constraints of the Aceh government in coping with cases of sexual violence against children. This field research was designed in a qualitative descriptive manner using analytical research methods. There were eight purposively selected informants who were used as a source of data for this research. The techniques to collect data were observation, interviews and documentation studies. The techniques used in processing and analysing the data were data reduction, data display and conclusion drawing/verification. The findings indicated that the efforts made by the Aceh government in overcoming the problem of sexual violence in Aceh, especially against children, are prevention, handling and empowerment efforts through socialization and other efforts that involve various parties. In addition, there is special treatment for the victim and the perpetrator. Furthermore, the results of the study also revealed that there are three main aspects that become obstacles in overcoming cases of sexual violence against children, namely from the community, bureaucracy and Aceh government agencies.

Abstract

Due to the imbalance gender presentation in English Senior High School textbook detected during teaching practice program, the researcher was interested in doing a research about the issue. Students might take much time to learn from textbooks to develop their gender roles at school, therefore, the proper textbooks which attain the objectives of gender equality are needed. The aim of this study is to investigate whether or not female and male are presented equally in the English Senior High School textbook. The object of this study is the English textbooks widely used by teachers in Banda Aceh Senior High School. First and second textbook entitled Bahasa Inggris X Semester 1 and Bahasa Inggris X Semester 2 were written by Utami Widyati, Zuliati Rohmah, and Furaidah in 2014. Third and fourth textbook entitled Bahasa Inggris XI Semester 1 and Bahasa Inggris XI Semester 2 were written by Mahrukh Bashir in 2014. The last textbook is Bahasa Inggris XII was written by Utami Widyati, Zuliati Rohmah, and Furaidah in 2015. All textbooks were published by Indonesian Ministry of Education and Culture. The focus of this study is the gender representation through five aspects which were also used by Amini and Parviz in their study in 2012. The five aspects are visibility, firstness, masculine generic construction, activity, and occupation. The result showed that four aspects were led by male in the term of quantity: visibility, firstness, masculine generic construction, and occupation while females were more visible in activity aspect. Even so, the difference of number was not too big in every aspect, except the visibility. However, in the term of quality, visibility and activity aspects showed that female and male are presented fair enough in English textbook at high school level by involving females in every aspect which may indicates that females are considered as important and useful as males nowadays.

Abstract

This article is aimed at discussing about the status of women in Islam and investigating whether or not Islam has contributed to the oppression of women all this time. It is uncovered in this article that Islam has never taught people to treat men and women discriminately. Instead, Islam puts women in a very glorious position. There are a lot of verses and hadits showing the notion. The prevailing distortion of many verses and hadits leading to discrimination against women is largely due to literal comprehension and disregarding the historical background or the context of the sacred texts revelation. Therefore, it is necessary that efforts be made to correct the wrong interpretation of Islamic teachings.

Abstract

This study aimed to determine the emotional factors and social skills that affect a child's speech delay. Speech delay is a problem related to the speech delay of a child compared to the speech stages of his peers.This research used a qualitative descriptive research type through the Single Subject Research (SSR) method. Qualitative descriptive is a method that provides an overview and interprets the meaning of the data collected through giving attention and recording as many aspects of the situation as possible during the research to obtain a general and comprehensive description of the actual conditions. In the aspect of the emotional condition, based on the observations, it was clear that a child with speech delay had difficulty in understanding the instructions. He/she did not really understand the instructions even with short and simple sentences. He did not understand the role of objects and the names of the days of the week. His/her logical ability to reason was deemed not so developed which made it difficult to understand the causal relationship between circumstances, failing to find a solution to solve a problem. He/she also did not understand abstract theories, such as antonyms and anonymous. All of this will ultimately have a negative impact on the child's social skills.Keywords: Emotional condition, social skills, child speech delay.

Abstract

Protection is an absolute thing to do, especially for the children who are victims of sexual violence. The government must be responsive to take remedial action so that children who are victims of this violence can return to their normal environment. This study aims to determine the responsiveness of Subulussalam Women's Empowerment, Child Protection and Family Planning Service (the so called DP3AKB) in providing protection for children who experience sexual violence. The method used was qualitative with data consisting of primary and secondary data. Data were obtained through observation, interviews and documentation. The results of the study indicated that Women's Empowerment Agency for Child Protection and Family Planning Office in Subulussalam was quite responsive in providing protection for children who experience sexual violence, but the responsiveness has not been carried out optimally. This can be seen from a). the ability of the bureaucracy to recognize the needs of child victims of sexual violence is good, b) the ability to develop a priority agenda for protecting children against sexual violence is in accordance with what is needed by child victims of sexual violence, and c) the ability to develop programs to protect children from sexual violence in the form of safe houses. The obstacles DP3AKB experienced in carrying out their duties were the lack of information and budget limitations experienced by DP3AKB of Subulussalam.

Abstract

ABSTRACTThis study investigates the categorization of cultural materials and the sense of the culture of two "Bahasa Inggris 2017 updated edition" English textbooks for grades X and XI in senior high school in Indonesian secondary education. This study examines which cultures are exemplified in the textbooks and how they are characterized. The study's design follows a qualitative descriptive design through content analysis. Both the "categories of culture" approach of Cortazzi and Jin (1999) and the "sense of culture" approach of Adaskou, Britten, and Fahsi (1990) were used in the present study. The data showed that the Bahasa Inggris tenth-grade textbook focused more on source culture instead of the target culture and international culture. Nonetheless, in the Bahasa Inggris eleventh-grade textbook, the target culture is more dominant than the source and international cultures. In both books, the pragmatic sense dominated the aesthetic, semantic, and social sense. This study also uncovered an imbalance in the number of cultural categories exhibited. This study proposes that writers of EFL textbooks should accommodate a balanced representation of source culture, target culture, and international culture, as well as provide an excellent four-cultural sense in the textbooks.ABSTRAKPenelitian ini menyelidiki kategorisasi bahan budaya dan pemahaman budaya dari dua buku teks bahasa Inggris "Bahasa Inggris 2017 edisi terbaru" untuk kelas X dan XI di sekolah menengah atas dalam pendidikan menengah di Indonesia. Penelitian ini menguji budaya mana yang diwakili dalam buku teks dan bagaimana budaya tersebut dikarakterisasi. Desain penelitian ini mengikuti desain deskriptif kualitatif melalui analisis konten. Pendekatan "kategori budaya" dari Cortazzi dan Jin (1999) serta pendekatan "pemahaman budaya" dari Adaskou, Britten, dan Fahsi (1990) digunakan dalam penelitian ini. Data menunjukkan bahwa buku teks bahasa Inggris kelas sepuluh lebih fokus pada budaya sumber daripada budaya target dan budaya internasional. Namun, dalam buku teks bahasa Inggris kelas sebelas, budaya target lebih dominan daripada budaya sumber dan budaya internasional. Pada kedua buku tersebut, pemahaman pragmatik mendominasi pemahaman estetika, semantik, dan sosial. Penelitian ini juga menemukan ketidakseimbangan dalam jumlah kategori budaya yang ditampilkan. Penelitian ini mengusulkan bahwa penulis buku teks bahasa Inggris sebagai bahasa asing sebaiknya menyertakan representasi yang seimbang dari budaya sumber, budaya target, dan budaya internasional, serta menyediakan pemahaman budaya yang baik dalam empat aspek dalam buku teks.How to Cite: Akmal, S., Nashriyah, Fauza, N., Chamisah, Syahabuddin, K.
