Abstract

This study aims to learn how to manage public roadside parking in an effort to increase Local Revenue from parking fees in Banda Aceh City and obstacles to managing public roadside parking in Banda Aceh City. This research method uses qualitative research methods with the type of descriptive research. The informants of this study consisted of the Banda Aceh City Transportation Agency, parking attendants, and the community. Data collection techniques are done by interview, observation, and documentation. The results of research that can be published on roadside parking by the Banda Aceh City Transportation Office have been classified as transparent because any information about roadside parking can be accessed directly by the public through the Banda Aceh City Transportation Department website but it is still lacking in transparency. Accountability Management of roadside parking is also full of responsibility because every service officer and parking attendant is given training and guidance and even supervision. The responsibility for parking management also exists because of the existence of faith in the form of reports with the help of community members who issue them. Parking management independence is seen as a compilation of decisions without personal interests so that one party is not interrelated if there is a parking attendant who has a problem. Monitoring activities of parking attendants and cracking down on parking attendants who have problems without any maintenance difference. The obligation to manage parking always takes into account the interests of the field and the community based on the principle of equality and fairness.

Abstract

This study aims to measure the households' Willingness to Pay (WTP) for clean water in Aceh Besar Regency and its determinants (i.e., income, education, family size, gender, and age). Of 16,164 households who have no access to clean water across seven sub-districts in the Aceh Besar region, 154 of them were selected as the sample of the study using a multi-stage random sampling technique. To measure the households' WTP for clean water and its determinants, this study uses the contingent valuation and multiple regression techniques. The study recorded that the average households' WTP for clean water was IDR444,123.38 per month. Based on multiple regression model, except for the variables of gender and age that have insignificant effect, the level of income, education, and family size were found to affect the households' WTP for clean water positively. These findings imply that to enhance households' WTP for clean water, the government should prioritize the rural-based economic, education, and family planning programs. Providing a more clean water distribution, followed by improving water and services quality at affordable prices would help the government to realize 100% access to clean water for all citizens in accordance with one of the SDGs' pillars.

Abstract

The Covid-19 pandemic has changed the daily routine of work. Since the issuance of PP Number 21 of 2020 concerning Large-Scale Social Restrictions, activities in public places or public facilities have been limited with the aim of reducing the spread of Covid-19. Likewise with the learning process, the Covid-19 pandemic has changed the conventional face-to-face learning pattern to face-to-face online. Therefore, this study aims to determine how effective online learning is at UIN Ar-Raniry Banda Aceh. The research method used in this study is a qualitative method with a descriptive approach with observation, interviews and documentation techniques. The research subjects are LPM UIN Ar-Raniry as policy makers as well as lecturers and students at UIN Ar-Raniry as implementers of online learning. The results of this study indicate that online learning at UIN Ar-Raniry Banda Aceh has not been effective, but to achieve this effectiveness the campus has tried as much as possible by doing several things, namely before the implementation of online learning activities the campus first designed planning and survey conditions and training to lecturers, then formulate policies, formulate goals and strategies, determine facilities and supervision which is carried out routinely through the Siakad portal.

Abstract

This paper will discuss the integration between the government and the ulama in handling Covid-19 in Aceh. Integration becomes a complete unity if it is involved by multi stakeholders, especially the ulama. Ulama are the most important unifying factor in overcoming differences in public understanding of the Covid-19 in Aceh. This research method uses a description of qualitative analysis, which in this paper aims to find the relationship between the ulama actor network and the government in forming social constructions as an effort to deal with Covid-19 in a preventive, educational and repressive. The findings show that the ulama are considered important because they have charisma and are able to carry fatwas of truth according to the Quran and have a large mass. Characteristically, the people of Aceh have a close relationship with the ulama so that the religious approach is easier to rationalize than the normative, regulatory, and budget-based government approach. For this reason, the ulama are considered to be more capable of controlling the situation in influencing the community to ward off various phenomena so far, such as the Acehnese people do not believe in Covid-19 and still ignore the recommended health protocol from the government.

Abstract

AbstrakPenelitian ini bertujuan untuk menganalisis faktor-faktor kesediaan membayar (Willingness To Pay) masyarakat terhadap kualitas udara. Penelitian dilakukan dikota Banda Acehdengan jumlah sampel 154responden yang berasal dari tiga kecamatanyang jumlah penduduk paling banyak. Model yang digunakan adalah regresi linear berganda dengan metode OLS (Ordinary Least Square). Terdapat lima variabel bebasdalam penelitian ini yaitu : Pendapatan (INC), pendidikan (EDU), usia (AGE), jenis kelamin (JK), jumlah kendaraan (NV), dan satu variabel terikatyaitu : kesedian membayar kualitas udara bersih (WTP). Hasil regresi menunjukkan hanya variabelpendapatan dan pendidikan yang berpengaruh positif dan signifikan secara statistik terhadap kesediaan membayar kualitas uadara bersih.Hasil penelitian diketahui bahwa rata-rata per orang akan membayar Rp 11.525/bulan untuk mendapatkan kualitas udara bersih, dan total nilai ekonomis akan kualitas udara bersih mencapai 1.774.943/bulan.Kata Kunci : Willingness To Pay, Kualitas Udara, Udara Bersih.

Abstract

Gender Responsive Planning and Budgeting (PPRG) is an instrument to overcome the gap in access, participation, control and benefits between women and men in the implementation of development to realize a more equitable budget. The implementation of the PPRG policy in every Banda Aceh City Apparatus Work Unit (SKPK) is still lacking in scope so that development from a gender perspective cannot be realized properly. This study aims to examine how the process and mechanism of PPRG and to find out the inhibiting factors in the Banda Aceh SKPK based on the Banda Aceh Mayor Regulations No. 18 of 2018 concerning Guidelines for the Implementation of PPRG for SKPKs. Using a qualitative method with a descriptive approach to examine primary data obtained by interview and observation techniques and secondary data by literature. The results show that the process of implementing the PPRG in the Banda Aceh SKPK only began with the issuance of policies as the legal regulation for implementation, provision of disaggregated data and technical guidelines. Then the stage of socialization and assistance in the preparation of the PPRG which produces examples of GAP and GBS where these two things are tools for integrating gender in planning documents. The inhibiting factors are the limitations of human resources and budget, there is no strong pressure in leadership, employee transfers to changes in nomenclature.

Abstract

The high interest of the Acehnese people towards education at private Islamic Boarding School schools, namely the integrated dayah, provides space for discrimination between students who are able and those who cannot. The purpose of this study was to examine access to policy and budget for the poor in obtaining education at integrated dayahs in Aceh. The research method uses a descriptive qualitative approach with data collection techniques by interview and documentation. The results found are in the formal legal aspect, accessibility from the central government is obtained by the poor, namely the existence of BOS and PIP, while the regional government of Aceh province is scholarship assistance for orphans, orphans, orphans and orphans but not specifically for the poor, while the internal Dayah policy is integrated is to determine their own policies such as the foster parent program, maximizing business entities implementing zakat mal dayah. In terms of budget sources, it can be seen from the APBN, DIPA and integrated Dayah internal finance.
