Abstract

Kebijakan ruang terbuka hijau dilatarbelakangi oleh berbagai hal diantaranya dorongan kebutuhan ruang publik dan terjaganya ekosistem lingkungan perkotaan. Ruang terbuka hijau juga merupakan fasilitas umum yang mengandung banyak fungsi kehidupan masyarakat kota seperti hebutuhan tempat untuk interaksi sosial, sarana olahraga, dan ruang rekreasi. Tujuan dari penelian ini untuk mengetahui proses implementasi kebijakan penyediaan ruang terbuka hijau di Kota Tegal dengan menggunakan landasan Perda No. 4 Tahun 2012 tentang Rencana Tata Ruang Wilayah Kota Tegal. Hasil penelitian ini bertujuan untuk menemukan faktor-faktor yang mendukung dan menghambat yang dihadapi oleh pemerintah daerah Kota Tegal untuk meningkatkan jumlah luasan ruang terbuka hijau di Kota Tegal. Dalam penelitian ini, peneliti menggunakan teori implementasi Van Meter dan Van Horn untuk mengetahui faktor yang mendorong dan menghambat implementasi kebijakan. Penelitian ini menggunakan metode kualitatif, dengan menggunakan informasi dari Dinas Permukiman dan Tata Ruang, Bappeda dan Kantor Lingkungan Hidup. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan penyediaan ruang terbuka hijau di Kota Tegal dimulai dari tahap perencanaan, pelaksanaan dan evaluasi. Luas ruang terbuka hijau publik di Kota Tegal hingga tahun 2015 adalah sebesar 6,38% dari luas wilayah. Faktor yang mendorong dan menghambat kebijakan ini adalah ukuran dan tujuan kebijakan, sumberdaya, karakteristik agen pelaksana, sikap/ kecenderungan para pelaksana, komunikasi antar organisasi, dan lingkungan ekonomi, sosial dan politik. Dengan penelitian ini dirumuskan beberapa rekomendiasi yang diharapkan dapat membantu pemerintah daerah Kota Tegal dalam implementasi kebijakan penyediaan ruang terbuka hijau di Kota Tegal.

Abstract

Inclusive education is an educational services for children with special needs to study with normal children (regular) in the same study group and school. The purpose of this reaserch is to evaluate the implementation of policy of inclusive education in the State Elementary School of Sukoharjo Rembang which is measured on three indicators that are divided into seven sub-indicators, that is: (aspect), Input (curriculum, teachers and educators, facilities and infrastructure, and financing ), process (guidance and supervision and cooperation) and Output (learners). The Researchers analyzed the of factors constraints faced by the government of Rembang, State Elementary School of Sukoharjo and society. Evaluaasi inclusion policies in the education system meant to see if it is in accordance with the policy goals of providing the widest possible opportunity; quality education services; and educational services are not discriminatory. Education Evaluation research results Inclusion State Primary School Sukoharjo Rembang still encountering many obstacles on the aspects that are, among others: there are discrimination educational services, educators Welfare has not been fully considered. Availability of facilities still lacking and there is no understanding that cooperation between the Government of Rembang and the community about the rise and graduation for children with special needs.

Abstract

Environmental imbalance caused as more demand than available land designated as green areas is an important note to Rembang Regency to create policies that focus on how to balance the environment. Green Open Space Policy in Rembang refer to Regulation No. 14 of 2011 on Rembang Spatial Planning. The existence of specific policies for protected areas and open green spaces in urban areas in Rembang also listed in Rembang spatial policy. Qualitative descriptive method is the method used in this study, to determine the factors driving and inhibiting in the implementation of Green Open Space Policy in Rembang using the theory of George C. Edwards III, covering four factors: Communication, Resources, Disposition, and Bureaucratic Structure. The result showed that the Green Open Space Policy in Rembang able to increase the supply, regulation and maintenance of green open space. KBT Marine Parks, Parks Borotugel, Mondoteko Park and updating of Rembang City Square are growing evidence of consistency in the government in meeting the 30% that has been mandated for green space. Research in the Green Open Space Policy implementation in Rembang recommends: (1) Sharing the determination of budget between Parliament and related implementing agencies in order to 2 adapt the needs the budget; (2) Provision of seeds in support of NGOs and community greening program; and (3) Increasing public participation in the development and management of green space.

Abstract

The success a government can be seen from quality of public service received by society. The level of public service depend on performance of birocracy as public service administrator. Integrated Licensing Service Agency is a public organization providing one stop service. The purpose this study is to perceive performance Semarang of Integrated Licensing Service Agency performance and to know supporting and restricting factor focused on Licensing Public Welfare and Environment department. Evaluation this study based five dimension including productivity, service quality orientation, responsiveness, responsibility and accountability, while supporting and inhibiting factors seen from human resources, infrastructure, management information system and work culture. This research approach is qualitative descriptive labels using informant from Semarang of Integrated Licensing Service Agency and public service users. The study result of Licensing Public Welfare and Environment showed its performance is not optimal, because researcher found problems in productivity, service quality orientation, responsiveness and responsibility. Researcher also found that limited human resources, infrastructure and work culture are the restricting factor of public service implementation. According this study, researcher reccomend some suggestions can be done by Semarang of Integrated Licensing Service Agency to incease their performance, creating coordination and good cooperation with technical team, setting public service survey as standard performance assesment, increasing socialization and sensitivity in socienty need and making sistematic procedure of licensing requirement. As for the review of the restricting factors need to improve the quality and quantity of human resources, improve infrastructure and determine target the completion of licensing per day.

Abstract

Gemah village is one of many village which aimed by Gerdu Kempling program, but this village through the year showing the increase of poor people. The purpose of this study is to know about process of Gerdu Kempling in Gemah village, knowing output of Gerdu Kempling program, make a description about the impact of Gerdu Kempling program and supporting factor and resistor factor of Gerdu Kempling program in Gemah village. This research uses qualitative method research, using purposive technique and triangulation technique. The first process is to search poor people to include the list of getting aid, then they will do verification. Then the aid for receiver is based on the characteristic of the village and characteristic of inhabitant. The last process is monitoring and evaluation, which doing every three months and two years for monitoring and evaluation on the field. The output of this program is receiver got aid like skill coaching and work equipment.The result of the research shows that output from Gerdu Kempling program in Gemah village was not effective and not equal. Individual impact still not satisfied, but quite right on target and made people behavior to the positive side. Organization impact was not satisfied and not right on the target, did nothing in people behavior and show many demerits from implementer project. Societal impact shows that this program still can’t solve the problem, but good enough to make a change of a person’s behavior to the positive side. Institution and social system impact show that this program still can’t solve the poverty problem, there was no target to achieve and many demerits from implementer project. Recommendation for this program is to increase the actor from many sectors, increasing prices of aid, make budget standards, doing verification, monitoring and mentoring, do socialization in order to people more active, make safeguard networking and make a target.

Abstract

PLTU Tanjung Jati B adalah pembangkit listrik tenaga uap yang dibangun di Desa Tubanan Kecamatan Kembang Kabupaten Jepara. Melalui pembangunan PLTU Tanjung Jati B di Desa Tubanan Kecamatan Kembang Kabupaten Jepara, diharapkan mampu memenuhi kebutuhan listrik Nasional untuk wilayah Jawa – Bali – Madura. Desa Tubanan yang terletak di pesisir pantai Bayuran dipilih karena lokasi yang dekat dengan laut dan diperkirakan tidak ada pergerakan lempeng yang besar diwilayah pantai utara tersebut. Tujuan penelitian ini untuk mengevaluasi dampak yang ditimbulkan dari pembangunan PLTU Tanjung Jati B di Desa Tubanan. Untuk mengevaluasi dampak yang terjadi akibat pembangunan PLTU Tanjung Jati B di Desa Tubanan tersebut menggunakan model evaluasi bebas tujuan, yang dikemukakan oleh Michael Scriven yang terdiri dari tiga indikator yaitu pengaruh sampingan yang negatif yang tidak diharapkan, pengaruh positif sesuai dengan tujuan yang ditetapkan, dan pengaruh sampingan yang positif di luar program yang ditetapkan. Model evaluasi bebas tujuan tersebut digunakan untuk mengevaluasi dampak terhadap aspek-aspek yang telah ditentukan yaitu individu, organisasional, masyarakat serta lembaga dan sistem sosial yang terjadi di Desa Tubanan. Hasil penelitian ini menunjukan keberadaan PLTU Tanjung Jati B memberikan dampak terhadap aspek-aspek tersebut. Dampak terhadap aspek Individu, dampak yang dirasakan adalah masyarakat merasakan banyak perubahan seperti perekonomian yang meningkat dan pendapatan bertambah namum ada yang menjadi keluhan masyarakat seperti menimbulkan kecemburuan sosial antar warga. Dampak organisasional memuaskan dan menambah pengalaman setiap kelompok atau organisasi, namun masih terdapat kecemburuan sosial, seperti yang dirasakan oleh kelompok nelayan pantai Bayuran. Dampak masyarakat mengalami peningkatan yang baik dalam hal perekonomian, pendidikan dan keagamaan namun masih terdapat keresahan dalam aspek lingkungan. Dampak lembaga dan sistem sosial memberikan pengaruh yang baik kepada lembaga yang ada, namun permasalahan sosial semakin banyak dan meresahkan masyarakat. Berdasarkan permasalahan yang terjadi, langkah yang ditempuh adalah penghijauan dan pembuatan peraturan.

Abstract

Income Standards Policy for rural government institution in Banyumas Regency refers to Government Regulation No. 43 Year 2014 concerning the Implementation Regulations of Law No. 6 In 2014 about the village. Purpose of establishing the Income Standards Policy for rural government institution is to improve the equity and justice for all the Head of the Village and the Village, and the orderly administration of the village good governance relating to rural finance. Effectiveness of policy implementation is measured using “five right”, ie appropriateness of the policy, the accuracy of the implementation, the target accuracy, precision environment, and the accuracy of the process. In the policy, also used the theory of Edwards III consisting of communication, resources, disposition, and organizational structure, and to identify factors supporting and policy implementation. The results of the study is the emergence of a legal product in the form of Fixed Income, Benefits, and Income Supplement Village Head and the Village in Banyumas as income equalization step for village officials in Banyumas. The author recommends the following suggestions: Open communication pattern between the Government 2 of the village with the Municipality by optimizing net Asmara, Provision of Work Motivation and Discipline of apparatus, and optimize public participation in policy formulation in the area.
