Abstract

The concept of character education has been implemented in school and campus since long time ago, but the result is not so good.The Policy of character education provision for new students began the school year 2012/2013 , then continued in 2013/2014 was motivated by the policy of the University . The University considers that new students need to be equipped  moral values that are expected to form the character of students and change their mindset from properties that are not commendable as , inappropriate character , denied when ordered , lack of discipline etc. Shape the implementation of character education provision in order to establish a Public Administration graduate be material submitted by the faculty and the games were hosted by students , coordinated by HMJ and Senate and BEM. There are several factors that support the successful delivery of character education: The support of the faculty , faculty staff and students themselves , infrastructures facilities , LCD, air conditioning , loudspeakers , material factors , the game . The other hand, there are some factors hamper as not all the facilities function properly , the absence of strict sanctions for those who do not participate , also for those who are not active, which is not optimal coordination factor, the perception by some students who think character education is just playing games , not compulsory lessons or lectures etc.

Abstract

In order side of his work in fishing and sailing on the sea, the fisherman has a lot of time that useless effectively. There are many hours that can be used for increasing his income or earning. His unoccupied time generally used for selling “bakso”, as a driver of “ojek” small trading, boot rental for fishing as hobbies etc. Using this unoccupied time ussally caused of the grand wave on the sea, so, it’s dangerous for him to sail. Other fisherman has skill to make something got from the sea has value added, like to make “terasi”. The fisherman got the information from the government how to develop his skill to increasing his income.

Abstract

Radical Attitude and Relio-Radicalism born from unequality of power, competion and injustice action of government or injustice of majority to minority produce violence. Violence appeared from Radical Socio-Religion’s Group tends to destructive movement. Destructive violence acted by Radical Sosio-Relion’s Group has happened in political domain. The problem is how to anticipation and eliminated their destructive movement.

Abstract

Dalam rangka pemenuhan hak sebagai wujud perlindungan anak sesuai dengan yang diamanatkan dalam Konvensi Hak Anak (KHA), KemenPPPA menyelenggarakan Kebijakan Kabupaten/Kota Layak Anak (KLA). Salah satu kabupaten yang berupaya untuk mewujudkan kabupaten yang layak bagi anak adalah Kabupaten Rembang. Yohana Yembise, Menteri Pemberdayaan Perempuan dan Perlindungan Anak (PPPA) periode 2014-2019 menilai bahwa Desa Gunem yang ada di Kabupaten Rembang dinilai mampu menarik perhatian beliau dalam upayanya menekan angka pernikahan anak hingga kekerasan anak. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis implementasi Kebijakan KLA dengan Pendekatan Desa Ramah Anak (DRA) di Desa Gunem Kecamatan Gunem Kabupaten Rembang dengan memperhatikan ketepatan kebijakan, pelaksana, target, lingkungan, dan proses, serta mengetahui dan mengidentifikasi faktor-faktor yang mempengaruhi pelaksanaan kebijakan. Penelitian ini berjenis penelitian kualitatif. Teknik pengumpulan data dengan cara wawancara, observasi, dan analisis dokumen. Teknik analisis data yang dilakukan terdiri dari reduksi data, penyajian data, dan verifikasi. Hasil dari penelitian menunjukkan bahwa pelaksanaan Kebijakan KLA dengan Pendekatan DRA telah dilaksanakan dengan baik oleh pemerintah setempat maupun pihak Plan Internasional, namun pelaksanannya dinilai masih kurang optimal karena belum adanya kesesuaian aspek seperti ketiadaan peran badan usaha, partisipasi anak menurun, kurangnya sumber daya manusia, finansial, dan fasilitas penunjang kebijakan yang ramah anak. Saran yang dapat diberikan adalah: menjalin hubungan kerja sama secara formal dengan perusahaan setempat dan menekankan pentingnya CSR; melaksanakan re-organisasi Forum Anak Desa sesuai dengan waktu yang telah ditentukan; mengalokasikan anggaran untuk pengadaan fasilitas penunjang kebijakan.

Abstract

This study is structured to evaluate the implementation of technical training competency office management based ini information technology class II in 2014 at the Board of Education and Training of Central Java province using indicators of success, education and training, as well as the factors that influence the success of education and training. Qualitative descriptive study with data collection through interviews, observation, documentation, and literature study. Source of information is head of the technical areas, technical training field staff on the Board of Education and Training of Central Java Province, and alumni of training participants. The study used indicator of the successfull training of Michael Hariss. Indicators participants' reactions have not been good, less active and not enthusiastic follow the training. Changes in behavior has not been good, most participants still have the same pattern of work as it did before the training. Tangible results have not been good, there are still a lot of training participants who do not apply the knowledge gained on the job because it is not related with their field. Researchers also evaluated the factors that affect the success of the training from some experts. Training participants are not good, they are less enthusiastic participants and many of them who are join the training not match with the IT field or PDE. Coach is pretty good, the ability to transfer knowledge is good but there are lack practice for the participants. Materials provided has not been good, the participants felt the training was too theoretical and less practice which are related with IT. Good facilities and infrastructure, and wireless audio wasteful battery consumption, wifi unstable, as well as computer provided insufficient number for training participants. Time management isn't good, trainers and participants alike are still frequently late for training. Based on the results of this study we can conclude that the implementation of technical training competency office management based on information technology (IT) class II in 2014 at the Board of Education and Training of Central Java province has not been good. The recommendation given that need a selection for the participants to join to make the training usefull and on target. Need to complete the infrastructure to support the learning process and provide a firm training sanctions for both trainers and participants who are indicipliner.

Abstract

The goal of traditional market policy is to increase local government economy growth. During year of 2011-2013 the retribution in Bulu Market decreased which has impact to local government income. The purpose of this research is to evaluate and excavate the factors which obstruct traditional market policy in Bulu Market. The research methods which are used are Qualitative research method in descriptive type, with interview, observations, and literature study to gather data. The result of traditional market regulation policy in Bulu Market, using public policy evaluation criteria from William Dunn such as, effectivity, efficiency, sufficiency, alignment, responsiveness, and accuracy indicates that the renovation, area regulation and zoning regarded as not optimal. The initial concept of the Bulu Market is as one of the culinary tourism destination by providing food court on the 3rd floor till now hasn’t realized. Sellers preferred selling in the basement. Market facilities hasn’t completed and. The awareness of sellers in maintaining the cleanliness of the merchandise as well as the environment are still lacking. The policy obstruction, area regulation and zoning in Bulu Market which are run not in their way because more of the sellers who choose to sell in market’s basement than in the fixed zones. Based on this result, the traditional market policy hasn’t been optimal. Researcher advices Market Office to do regular evaluation in every three months to the sellers in Bulu Market regarding the kiosk permit. The purpose of the evaluation is to make the sellers in Bulu Market could choose to keep selling in fixed zones or in basement.

Abstract

The aid program poor students (BSM) supported by related to the low participation in education especially on the poor because of high cost of education either directly or indirectly. Then the government seek to students from the poor can continue to go to school without the obstacles in the fulfillment of the cost of schools by issuing a program that is help poor students (BSM) . This policy rests on a presidential regulation (Perpres) no. 15 years in 2010 on the acceleration of poverty reduction . The implementation of this research is to find out the factors influencing the implementation and to identify factors supporting and policy implementation, poor students level junior high schools in semarang city (Study in junior high school 27 Semarang). This objective can be achieved through the process of implementation and the factors affecting implementation according to george c .Edward iii namely communication , resources ,disposition , bureaucracy and structures. The results of this research show that the Policies Help poor students (BSM) at Junior High School 27 Semarang can already help students to be able to continue his education, although in practice there are still various obstacles such as the lack of socialization, the number of personnel is still limited as well as the supervision has not been optimal.

Abstract

Population growth and Semarang’s development which outspread into urban area cause increasing of land requirement in urban area. Gunungpati District, one of urban areas around Semarang, becomes the area of Semarang’s development. How the land conversion in Gunungpati District occurs is because city development outspreads into urban area as well assupported by some facilities such as education and settlements. Hence, many agricultural lands convert for nonagricultural activity in Gunungpati District. Land conversion, mainly agricultural land conversion, causes the change of social and economic condition as well as the change of livelihood or employment of population. The purposes of this research are to discover the impact of land conversion from agricultural land into developed land, to know the change of social and economic condition of community, and also to know the available employment opportunity after land conversion occurs in Gunungpati. The research approach used is qualitative approach and method used is matrix Leopold. Designed to determine the impact on the region's natural environment. So that can know the value impact of the conversion of agricultural land to non-agricultural in District Gunungpati Semarang. The result of this research shows that agricultural land conversion into developed land in Gunungpati District has positive effect towards social and economic condition of society and has negative effect towards natural environment surround. According to Leopold matrix, the positive effects has values 25 are good value shown by improving quality of life and increasing the varieties of livelihood or employment, whereas the negative effects has values -13 are bad value shown by decreasing the amount of agricultural land and damaging the sanitation or water infiltration in Gunungpati District. The agricultural land conversion is suggested to divert less productive agricultural land so that it would not damage ecological function of Gunungpati District as infiltration water area.

Abstract

The most important stage in a process of public policy is policy implementation. One of the government programs to reduce poverty in the villages on the basis of community empowerment is PNPM Mandiri. Activity Management Unit (UPK) is one of the most important component in the success of PNPM Rural destination. But over PNPM Rural in Sub Source, former Secretary of the District of Sumber stumble UPK corruption cases women‟s credit funds (SPP). As a result of this case is the amount of arrears by a group of women beneficiaries SPP funds. The purpose of this study is to investigate the implementation of PNPM Rural in District Related resources on UPK District of Sumber and to identify factors driving and inhibiting factors of implementation. The theory used is the implementation of the theory of George Edwards III. This research is a qualitative descriptive study.Informants in this study is the Chairman of the Supervisory Board UPK District of Sumber, Chairman and Treasurer UPK District of Sumber and Chairman of user groups women‟s credit fund. This research data collection techniques are not structured interviews, observation, documentation and triangulation of data sources. To analyze the data using domain analysis to analyze the general picture of the research object. The result showed that the implementation of Rural seen in District Sumber of policies considered good accuracy, precision of execution is considered less good, the precision of the target is considered good, the environment is considered good accuracy and precision of the process is considered less good. While driving factor is the implementation of communication and resources.While limiting factor is the implementation of dispotion, beraucratic structures and the level of commitment of the target group.

Abstract

HIV and AIDS policy in Semarang City is the government's efforts to tackle the disease HIV and AIDS in the city of Semarang. Semarang as the capital of Central Java province ranks first with a high case-finding, so the Government of Semarang City makes regulation number 4 of 2013 on HIV and AIDS. HIV and AIDS management efforts consisting of four activities there are promotion, prevention, treatment and social rehabilitation. This study aims to describe the process of implementing HIV and AIDS policy conducted by the City of Semarang and to describe the factors that influence policy implementation. This study is an observational study is qualitative descriptive data. Data was collected through in-depth interviews with key informants, the Secretary of the National AIDS Commission (KPA) Semarang, Staff PM Social Services, Youth and Sports of Semarang, Staff P2P Semarang City Health Department, the Village Head Peterongan, People Living with HIV and AIDS, Midwives, Field Coordinator NGO Griya Asa PKBI Semarang, and Chairman of the NGO Griya Asa PKBI Semarang. The results of this study is on the implementation of policies on HIV and AIDS in the city of Semarang is successful because it is considered to be effective in solving problems related to the spread of HIV and AIDS. It is seen from the aspect of precision implementation has been carried out, although not 100 percent. There is a shortage in the factors that affect implementation such as resource and environmental conditions. Based on these conclusions, the researchers recommend to KPA Semarang to improve the indicator still unwell so that the policy response to HIV and AIDS in Semarang can run optimally.
