Abstract

Boarding tax is a levy that is levied on the operation of rented houses with more than 10 (ten) rooms. The existence of the tax is expected to be able to increase regional revenue so that it has an impact on increasing Local Revenue (PAD). In reality, there are still taxpayers whose boarding houses are not listed as tax objects, this is the background of this research. This policy is stated in Semarang City Regulation Number 4 of 2018 Article 1 Paragraph 6 About Hotel Taxes. The purpose of this research is to describe how the implementation of Semarang City Regional Regulation number 4 of 2018 article 1 paragraph 6 regarding boarding tax in the District of Tembalang and determine the inhibiting factors of implementation. The theory used is theory 5 (five) accuracy of the implementation of Riant Nugroho and Van Meter Van Horn with standard and target variables, and social conditions. This research is a descriptive qualitative research. Data collection techniques using interviews and documentation. The selection of informants uses accidental sampling. The results showed that the implementation of the kos tax collection policy in Tembalang sub-district was still not running as expected from the policy, target and process accuracy. The inhibiting factors for the implementation of the kos tax collection policy are unclear standards and targets and social conditions for the community's response to the existence of these policies, which accept and reject them. Recommendations that can be given are finding or formulating the implementation of the tax tax policy, increasing the provision of understanding of the tax policy for the public, especially taxpayers.

Abstract

he drug problem in Central Java is handled by the Central Java Provincial National Narcotics Agency (BNNP) through the Community Prevention and Empowerment Sector (P2M) with various preventive measures, such as: dissemination of information, advocacy, socializing drugs, empowering community participation (PSM) and empowering alternatives. (PA), as well as other supporting activities. The research method used by the author in this study is a qualitative method, which includes several aspects, namely: goal achievement, integration, and adaptation. The informants chosen by the authors in this study are : the Head of the Community Prevention and Empowerment Division, the Head of the Prevention Section, and the Head of the Community Empowerment Section. The results showed that the Effectiveness of the Prevention and Community Empowerment Sector was quite effective, although not optimal. The effectiveness of P2M can be seen from the aspects of effectiveness, namely: goal achievement, integration, and adaptation. Some of the obstacles faced are: P2M field human resources which are still lacking and limited to cover the entire area of Central Java which is so wide, the lack of a prevention fleet in the form of urine test trucks and drug prevention cars, and the annual budget that is obtained is insufficient to carry out a work design existing, causing the prevention and community empowerment process to not run optimally. It is recommended that the Community Prevention and Empowerment Sector be more innovative and active by conducting socialization through other media, such as: magazines, radio, regional television, or websites belonging to provincial offices, seeking and collaborating with relevant stakeholders as an effort to suppress the existing budget, and evaluate the results of the performance taken so that the steps in the Prevention and Community Empowerment Sector in the future can be better and optimal. Abstract

[This research aims to analyze how the performance of BPBD in overcoming landslide at Wonosobo District and to find out the factors that become the constraints on the BPBD's non optimal performance in overcoming landslide at Wonosobo District. This research is a qualitative descriptive by using purposive sampling to determine the performance of BPBD in overcoming landslide at Wonosobo District. Data collection techniques used in this research are through interview techniques, observation, and documentation. The data obtained were analyzed descriptively through the stages of data inventory, data reduction, data presentation, and conclusion drawing. The results showed that : BPBD's performance in overcoming landslide at Wonosobo district has not been running well because several obstacles are still encountered in several aspects such as productivity, service quality, and responsiveness. Factors causing the non optimal performance of BPBD in overcoming landslides include the lack of supporting equipment for landslide disaster management activities, limited human resources, and the slow pace recovery or rehabilitation of areas affected by disasters.

Abstract

The Office of Investment and One Stop Integrated Services (DPMPTSP) of Pati Regency support economic growth through business license services. However in the service process, there are problems such as unfulfilled infrastructure facilities, lack of clarity information provided, and not optimal handling of complaints and suggestions. The purpose of this study was analyze the quality of business license services at DPMPTSP Pati Regency, and identify it’s inhibiting factors. This study uses qualitative descriptive method. Based on the research results, in tangible dimension there are unfulfilled infrastructure and lack of officer discipline. In reliability dimension, service standards haven’t been updated and lack of staff capability. In responsiveness dimension, the complaint handling mechanism is less than optimal. In assurance dimension, timeliness, cost, and legality of licence have been guaranteed. In empathy dimension, the agency's interest has a higher bargaining position than the applicant's interest. There are inhibiting factors such as awareness factors, rules, organization, income, competency and service infrastructure factors. It can be concluded that the services provided by DPMPTSP Pati Regency do not have problems that occur in assurance dimension, but there are problems encountered in tangible, reliability, responsiveness, and empathy dimensions with the least problems in industrial business license service.

Abstract

ABSTRACT Semarang City is a metropolitan city which is the capital of Central Java Province. The metropolitan city is synonymous with high vehicle volumes which results in a high level of traffic congestion at several points, to overcome the congestion problem, public transportation is needed, one of which is the Trans Semarang Bus Rapid Transit (BRT). This study shows the quality of Trans Semarang BRT services in corridor IV, because the corridor is a corridor that is specialized in passing two universities and also a corridor that passes through an extreme route. Data analysis method used in this study is to use qualitative methods by incidental sampling and purposive sampling. Data collection techniques used were observation, interviews and documentation. The location of the research is in Corridor VI. In this study, using 9 characteristics of L.A. Schumer to describe the quality of transportation services. These characteristics are Speed, Safety, Capacity, Frequency, Regularity, Comprehensiveness, Responsibility, Cost Acceptable, Comfort, and inhibiting and driving factors of service quality. Based on the research results, there are 4 characteristics that have not been fulfilled. Characteristics that have not been fulfilled are Speed, Capacity Frequency, and Comfort. The inhibiting factor that needs attention is the lack of service facilities in corridor VI.

Abstract

Community empowerment through Kampung Sayur Organik Ngemplak Village is one of the solutions carried out by the Surakarta Regional Government in an effort to overcome the declining productive agricultural land and poverty in Surakarta City. However, in the implementation of commitment from the community and the percentage of achievement of each program activities are still not maximal. This study aims to further analyze how the economic empowerment of the community through organic vegetable programs in Ngemplak Village and the factors that influence it. The method used is descriptive qualitative research method. The data was collected through interview techniques for primary data, with 6 sources determined using snowball sampling techniques. Then documentation techniques for secondary data. The data analysis process uses miles and huberman models and is examined the quality of data obtained using triangulation techniques. The results showed that the implementation of empowerment through Kampung Sayur Organik in Ngemplak Village is still not maximal because of inappropriate access, critical awareness of the community that is still lacking, and participation that is still lacking. Factors that influence the implementation of empowerment are supportive environmental conditions, uneven human resources in obtaining an education, and characteristics and implementing agents that are not maximal in providing training and education. The advice that researchers can give is that there needs to be socialization and increased community participation.

Abstract

The purpose of this research is to find out how the application of the website Kecamatan Gajahmungkur is measured from the 3 Elements of Success (Support, Capacity, Value) in Kecamatan Gajahmungkur, Semarang City. This study uses a qualitative-descriptive research method. The informants involved in this study were the Kepala Seksi Pelayanan Manajemen Data Diskominfo Kota Semarang, Camat Kecamatan Gajahmungkur, several people who live in the Kecamatan Gajahmungkur, Kasi Pelayanan Publik, and IT personnel in the Kecamatan Gajahmungkur. The results of this study indicate that the success implementation of the website Kecamatan Gajahmungkur made by the Diskominfo in Semarang City when viewed from the support, capacity, and value elements, is supported by several regulations that have been made to regulate the application of the website Kecamatan in Semarang City. The implementation of the website Kecamatan Gajahmungkur has also gone quite well because there are already IT personnel who handle the website Kecamatan Gajahmungkur directly. With the website Kecamatan Gajahmungkur, information can be accessed anywhere 24 hours a day, 7 days a week but when viewed from information regarding public service requirements, all kinds of activities and matters regarding Kecamatan Gajahmungkur and activities that have been carried out by the Pemerintah Kota Semarang through the website Kecamatan Gajahmungkur, in the future the Kecamatan Gajahmungkur will improve and complete the information provided on this website Kecamatan Gajahmungkur. It is recommended that the Diskominfo in Semarang City can carry out a review of the implementation of the website kecamatan not only that the implementation of socialization is also important so that people are more familiar with the website Kecamatan Gajahmungkur.

Abstract

Transport has a role very strategically in the process of infrastructure development activities in urban areas. The emergence of the policy Bus Rapid Transit in Semarang was triggered by the efforts of the improvement of public transport is conducted by the Government of Semarang, Department of Transportation, and Public service Agencies Bus Rapid Transit Semarang. The research aims to analyze the role of actors and explain the driving factors and inhibiting factors for the success of the actor's role in achieving the objectives of the implementation of the policy BRT Semarang in addressing traffic congestion in the City of Semarang. This research uses descriptive qualitative research methods, data collection techniques through interviews, observation, and documentation. The results show that the role of the society is still relatively small because there is no interest and power possessed by the community as an actor in implementing Semarang's BRT policy, the inhibiting factors for the success of the actor's role are still not optimal in participation in supervision carried out by the government, human resources owned by the Semarang BRT Public Service Agency and participation, accessibility and the level of community knowledge in the implementation of Semarang's BRT policy. Suggestions that researchers can give, To increase the role of the community, the Government, the Department of Transportation and the Semarang BRT Public Service Agency need to provide socialization for the community. The Semarang City Government needs to increase participation in supervision, the BRT Public Service Agency needs to increase human resources for drivers in supporting performance in the operation of the Semarang BRT and in increasing participation, accessibility and the level of community knowledge all the main actors need to provide support and guidance.

Abstract

This study aims to determine and analyze the success of the Online Tax Vehicle Administration System (SAKPOLE) innovation in the payment of motor vehicle taxes at Samsat Semarang II, and the inhibiting factors for the Online Tax Vehicle Administration System (SAKPOLE) innovation. The method used in this research is descriptive qualitative method by conducting interviews and documentation. The data needed in this study are answers from informants related to innovation indicators on SAKPOLE innovation in motor vehicle tax payments. The results of the analysis and discussion in this study indicate that the implementation of SAKPOLE's innovation in motor vehicle tax payments has not been successful. This is because there are still several problems in each of the innovation indicators, including: the unavailability of an independent printing press at the Samsat Office, the SAKPOLE application can only be used on Android-based smartphones, people still have to come to the Samsat office to print STNK and stamp legalization , the public cannot upload files in the form of photos from the gallery, the verification process is quite long in the SAKPOLE application, network problems in remote areas, and the community is not thorough in understanding the SAKPOLE mechanism. Then for the inhibiting factor in SAKPOLE's own innovation, namely people who want to print SKPP but do not have a document in the form of an ID card in accordance with the STNK and there are no awards or incentives for employees.

Abstract

Pemberdayaan masyarakat di Desa Banjarejo melalui pengelolaan desa wisata merupakan upaya pemerintah Desa Banjarejo dalam melestarikan peninggalan sejarah dan meningkatkan pendapatan masyarakat. Penelitian ini bertujuan untuk menganalisis pemberdayaan masyarakat melalui desa wisata di Desa Banjarejo, Kecamatan Gabus, Kabupaten Grobogan. Metode penelitian yang digunakan deskriptif kualitatif Sumber data dalam penelitian ini diperoleh dari hasil wawancara, observasi, dan dokumentasi. Teknik pemilihan informan dilakukan dengan menggunakan purposive sampling.. Pemberdayaan ini dilihat dari indikator keberhasilan pemberdayaan yaitu akses, partisipasi dan kesejahteraan pada aspek pendidikan. Aspek yang belum sesuai dengan harapan yaitu kontrol dan kesejahteraan pada aspek pendapatan dan ketenagakerjaan. Kontrol yang dilakukan pengelola desa wisata dan pemerintah desa hanya sebatas pendampingan pelatihan dan evaluasi kegiatan kegiatan, belum adanya monitoring terkait kelanjutan pelatihan. Permasalahan kurang personal branding terhadap desa wisata ini berimbas pada kesejahteraan yaitu aspek pendapatan dan aspek ketenagakerjaan. Faktor pendorong pemberdayaan masyarakat melalui desa wisata di Desa Banjarejo yaitu sumber daya alam, sarana dan prasarana serta adanya kebijakan yang mendorong. Sementara itu, faktor penghambat pemberdayaan yaitu keterbatasan kemampuan manajerial, tidak adanya kemampuan mengelola peluang pasar yang ada dan terbatasnya modal usaha yang dimiliki. Saran yang diberikan adalah meningkatkan monitoring dan kontrol dari pihak pengelola desa wisata dan pemerintah desa untuk pasca kegiatan pelatihan, meningkatkan personal branding desa wisata, melakukan studi banding untuk meningkatkan manajerial pengelola desa wisata, serta melakukan kerjasama dengan pihak swasta sebagai penambah anggaran dan dana pemberdayaan masyarakat.
