Abstract

The State Administration Agency (LAN) is an agency that has the authority to foster functional positions, especially policy analysts and improve the quality of bureaucracy government in Indonesia. The purpose of this research is to analyze human resource planning at the State Administration Institute. This study uses a qualitative descriptive approach. Data collection techniques were carried out using literature study and interview methods. Determination of informants in the interview technique is to use purposive sampling. Human resource planning at the State Administration Institute from the results of the author's research analysis, it can be concluded that the process has been running quite well. This can be seen from the application of Governmental Regulations No. 11 of 2017, Head of LAN Regulation Number 2 of 2019 concerning HR Management and Minister of Administrative and Bureaucratic Reform No. 3 of 2020. The obstacles faced in the recruitment process for LAN employees are technical problems and data integration. Suggestions that can be given by researchers are the need for making a flowchart of human resource planning in LAN and innovation in human resource development strategies for LAN employees.

Abstract

Slum settlements are a serious problem for developing countries. The Indonesian government has carried out many programs to overcome this problem, one of which is the KOTAKU (Cities Without Slums) Program, regulated in SE Minister of PUPR Number 40 of 2016 about general guide the KOTAKU Program. The KOTAKU Program builds collaboration between government and non-government. The purpose of this research is to know the roles of the actors involved in the implementation of the KOTAKU Program and the they faced when implementing program in Kelurahan Bandarharjo. This is a descriptive qualitative research, using interviews, observations, and documentations, analyzing the resulting findings to make conclusions. The research found that the actors involved in KOTAKU Program implementation in Kelurahan Bandarharjo play their roles in accordance to their position, including Bapedda as the KOTAKU Program Lead at the city level, Korkot KOTAKU as the consultant and facilitator, Kelurahan Bandarharjo as companion of implementation, BKM as construction implementer, as well as the commmunity as beneficiaries. The implementation has a problem, such as: misunderstandings with the community, Covid-19 outbreak, and executive transfers at the city level. The findings are analyzed and shows that the actors performed their roles well, resulting in the program reaching its sustainability stage. This research recommends all actors involved to increase their contribution in dealing with slum settlements problem, so that actors collaboration can realize public welfare of livable home.

Abstract

Pembangunan merupakan suatu usaha yang dilakukan untuk mencapai keadaan yang lebih baik dari sebelumnya. Dengan adanya prinsip otonomi daerah, daerah memiliki kewenangan untuk memanfaatkan potensi-potensi guna mening-katkan Pendapatan Asli Daerah (PAD). Retribusi pelayanan pasar menjadi salah satu sumber potensial yang dimanfaatkan daerah untuk menyumbang PAD. Didalam pemanfaatan potensi sudah pada tentu ada masalah dipelaksanaan kebijakan. Masalah kompleks yang terjadi di dalam pelaksanaan kebijakan retribusi pelayanan pasar antara lain : tidak patuhnya pelaksana terhadap aturan, realisasi pendapatan yang masih naik turun (fluktuatif), fasilitas yang masih kurang, dan pengelolaan pasar yang belum optimal. Penelitian ini memiliki tujuan yaitu menganalisis implementasi Peraturan Daerah Nomor 19 Tahun 2011 Bab VIII Ten-tang Retribusi Pelayanan Pasar di Kabupaten Banyumas dan menganalisis faktor-faktor pendukung dan penghambat dalam implementasi kebijakan retribusi pela-yanan pasar di Kabupaten Banyumas. Metode penelitian yang digunakan adalah metode dekskriptif kualitatif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Teori untuk menganalisis data menggunakan Teori Im-plementasi Kebijakan Menurut Marilee S. Grindle. Hasil Penelitian menunjukan bahwa implementasi kebijakan retribusi pelayanan pasar belum berjalan dengan baik karena pelaksanaan kebijakan retribusi pelayanan pasar masih ada beberapa poin yang belum sesuai dengan Peraturan Daerah Kabupaten Banyumas Nomor 19 Tahun 2011 Bab VIII Tentang Retribusi Pelayanan Pasar. Implementasi kebijakan retribusi pelayanan pasar di Kabupaten Banyumas dinilai belum sesuai dengan teori Marilee S. Grindle karena ada beberapa indikator yang masih belum sesuai dengan dilapangan.

Abstract

Poverty is a major problem felt by the majority of countries, including Indonesia. The government minimizes the problem of poverty by doing the development and implementation of community-based program, the program that PKH. Family Hope Program is a program of social assistance conditional to family and / or poor and vulnerable person enrolled in an integrated data management poverty. This study uses a descriptive qualitative research method. The results of this study indicate that the implementation of the Family Hope Program policy in Ngaliyan District is not in accordance with the objectives of PKH and the supporting and inhibiting factors come from communication, resources, disposition and bureaucratic structure. Suggestions for this research are the need for a communication strategy, take a community approach, increase the number of human resources, and increase the number of allocations and budgets.

Abstract

AbstractCollaboration of Stakeholders at Karang Jahe Beach, Punjulharjo Village is an effort made to build the community's economy through the utilization of the village's original potential. This research aims at the process of forming stakeholder collaboration in empowerment in the Tourism Village of Punjulharjo Rembang. The research method used is descriptive qualitative. Sources of data in this study were obtained from interviews, observations, and documentation. The technique of selecting informants was carried out using purposive sampling. The collaborative process of stakeholders is seen from the sub-phenomenon of mutual understanding, commitment, communication and temporary impacts that have been carried out optimally. A sub-phenomenon that is less than optimal is communication in the empowerment capacitating stage. Communication between BUMDes Punjulharjo, Karang Jahe Beach Management Unit, Tourism Awareness Group, and Culture and Tourism Office is still not optimal. Communication is only effective in the internal environment, namely between BUMDes and the Management Unit. The driving factor for stakeholder collaboration in Karang Jahe Beach, Punjulharjo Village is the quality of stakeholder resources, tourism finance, and full support from the District Government. The inhibiting factor for stakeholder collaboration is the difference in interests between stakeholders and the passive community in empowerment. Suggestions that can be given are building information transparency among stakeholders, building community participation in empowerment, changing the way people perceive investors and sustainable empowerment of supporting stakeholders.

Abstract

The division of the Kadipiro Village area was a policy taken by the Surakarta City Government in 2017 as a way to overcome the large population and territorial problems in this area. However, in the formulation of this policy it is known that there are various problems, including the prblem of relatively small span of control in each village in Surakarta, the composition of staffing in the Regional Governmet of Surakarta is no longer proportional, and there is a provision for a minimum area as a requiremt for regional expansion which is not fulfilled. This study aims to analyze the agenda setting process in the regional expansion policy at Kadipiro and determine the agenda setting model in the policy making process. The research method is qualitative research with a descriptive approach. As for the data collection techniques carried out through interviews and analysis of supporting documents. The research showed that the agenda setting process in the regional expansion in Kadipiro Village was still not going well, where various problems were found in several phenomena. In the initial process of discussing the expansion policy proposal, there were a number of Kadipiro Village residents who rejected the proposal. Another problems that arisesoccurs in the technocratic process, as well as the dynamics of discussion among stakeholders where policy actors are aware that there is one of requirements that cannot be fulfilled for Kadipiro Village to continue regional expansion but the use of population indicators and PP Number 78/2007 as an additional assessmet measure which is then uses as a rationalization for the consideration to continue the policy. Besed on the discussion process, the agenda for setting up the expansion of Kadipiro Village is included in the persuasive model. As for the initiative and expansion of the issue, the agenda setting of Kadipiro Village included in a model of outside initiative model.

Abstract

Implementation of policy on issuance/change procedures of KK in Bangsri Subdistrict is guided by Jepara Regent Regulation Number 27 of 2017 concerning Requirements and Procedures for Population Registration and Civil Registration. Based on this regulation, the implementation of the issuance/change of KK in Bangsri Subdistrict cannot be separated from the cooperation between the Villages in Bangsri Subdistrict and the Disdukcapil of Jepara Regency, but in its implementation there are several processes that are not in accordance with these regulations, namely making KK application forms and recording important events and population events. in the village; entry of population data, signing of the KK application form by the Camat and submission of KK in the District; and receipt of population data recording at the Disdukcapil, besides that there are problems that occur in every process of issuance/change of KK. This study aims to analyze the implementation of the policy on the issuance/change of KK in Bangsri District, Jepara Regency and the inhibiting and supporting factors in the implementation of the policy. This type of research is descriptive qualitative with informant selection techniques, namely purposive and accidental sampling. The results of this study indicate that the discrepancy in the process of issuing/changing KK in Bangsri District is due to adjustments to technological advances, the delegation of some of the authority of the Regent to the Camat, and the existence of Permendagri Number 108 of 2019 and the problems that occur in each process are due to the inhibiting factors, namely communication, sources power, and bureaucratic structure, in addition, there is a driving factor, namely disposition. Researchers provide suggestions, namely improving the quality and quantity of human resources, adding facilities, conducting socialization, updating the SOP for KK Services, the need for a regulation to change the Perbup Jepara Number 27 of 2017.

Abstract

Pemerintah sebagai penyelenggara pelayanan dituntut untuk selalu meningkatkan kualitas pelayanan serta dapat memenuhi segala kebutuhan dan tuntutan dari masyarakat. Administrasi kependudukan dan pencatatan sipil merupakan dokumen penting yang dibutuhkan oleh setiap warga Negara, sehingga dalam pemberian pelayanan harus maksimal. Penelitian ini bertujuan untuk menganalisis Kualitas Pelayanan Publik di Tempat Perekaman Data Kependudukan (TPDK) Disdukcapil Kecamatan Pedurungan Kota Semarang menggunakan teori Zeithaml yaitu Tangible, Reliability, Responsiviness, Assurance dan Empathy serta teori faktor pendukung oleh H.A.S Moenir dan teori penghambat oleh Taufiq Effendi. Penelitian ini menggunakan metode deskriptif kualitatif. Hasil penelitian menunjukkan bahwa kualitas pelayanan publik sudah baik dilihat dari keseluruhan dimensi, namun masih ada yang perlu di optimalkan di salah satu kriteria pada dimensi Tangible dan dimensi Assurance. Faktor pendukungnya berasal dari faktor organisasi, faktor kemampuan dan keterampilan, faktor sarana prasarana dan juga terdapat faktor penghambat yaitu kurangnya sumber daya manusia. Saran yang dapat diberikan yaitu membuka peluang untuk kegiatan magang bagi mahasiswa, memberikan teguran lisan maupun tertulis bagi pegawai yang terlambat, koordinasi lebih ke Pemerintah Pusat dalam pendistrisbusian blangko E-KTP serta mempertahankan dan selalu meningkatkan kembali kualitas pelayanan publik.

Abstract

Law number 23 of 2014 provides for submission to local governments to take advantage of their potential in order to realize the welfare of their people. The Semarang City Government to increase economic growth, reduce poverty and unemployment has thematic village innovations as an effort to increase local potential, community empowerment, and settlement infrastructure. The purpose of this study is to analyze community empowerment through home industry thematic villages and the inhibiting factors. This research uses qualitative descriptive research. This research analyzes the stages of community empowerment through home industry thematic villages which consist of the awareness stage, the capacity stage, and the empowerment stage. The informant determination technique used in this research is snowball sampling with data collection methods through interviews, observation, and documentation. The results of the study show that community empowerment through home industry thematic villages has provided community understanding to map the potential and problems of the region even though it has not yet reached the level of empowerment and independence. The stages of community empowerment through home industry thematic villages have been in accordance with community empowerment both based on thematic village regulations and literature on community empowerment. The empowerment stage starts from the awareness stage, continues with the capacity stage and ends with the empowerment stage, but there are still some problems in each stage of the empowerment. Community empowerment through home industry thematic villages has inhibiting factors, including communication, resources, disposition, and bureaucratic structure. To overcome these problems, it is necessary to have regular monitoring and evaluation from the government to assist the implementation of community empowerment through home industry thematic villages so that problems and needs can be accommodated in accordance with the provisions of the Semarang mayor's regulation number 22 of 2018.

Abstract

Provinsi Papua dan Papua Barat merupakan salah satu bagian wilayah dari Republik Indonesia yang sampai saat ini masih belum memperoleh akses pendidikan menengah yang baik. Dalam rangka meningkatkan layanan dan akses pendidikan, amanat yang terdapat pada UU 21 Tahun 2001 diwujudkan dalam Program Afirmasi Pendidikan Menengah (ADEM) Papua dan Papua Barat. Program ADEM Papua dan Papua Barat dilaksanakan sebagai salah satu bentuk pendidikan layanan khusus kepada putra-putri yang berasal dari Papua dan Papua Barat dalam rangka percepatan pembangunan sumber daya manusia. Penelitian ini bertujuan untuk menganalisis dan mengetahui efektivitas program Afirmasi Pendidikan Menengah (ADEM) Papua dan Papua Barat di SMA Katolik Pendowo Magelang. Metode penelitian ini adalah deskriptif kualitatif dengan menggunakan jenias data berupa kata, kalimat, dan gambar. Subjek penelitian dengan menggunakan teknik purposive sampling. Sumber data diperoleh melalui observasi, wawancara dan studi pustaka. Analisis dan interpretasi data yang dilakukan yaitu reduksi data, penyajian data dan penarikan kesimpulan. Penggunaan teori menurut Budiani dengan kriteria ketepatan sasaran program, sosialisasi program, tujuan program dan pemantauan program. Hasil penelitian menunjukkan bahwa efektivitas program ADEM Papua dan Papua Barat di SMA Katolik Pendowo Magelang dalam ketepatan sasaran program belum sepenuhnya berjalan dengan baik, sedangkan sosialisasi program, tujuan program dan pemantauan program sudah berjalan dengan baik. Belum optimalnya efektivitas program ADEM dipengaruhi adanya faktor penghambat yaitu adanya perbedaan budaya dan bahasa. Selain itu sulit terjalinnya komunikasi antara peserta program yang merupakan siswa dari Papua dan Papua Barat dengan siswa lainnya karena kemampuan bahasa Indonesia yang kurang baik, harus beradaptasi dengan makanan pokok yang berbeda dengan di Papua, serta rasa rindu terhadap kampung halaman.
