Abstract

Poverty is a multidimensional problem that is still difficult to get over by the Semarang City Government, especially in the North Semarang District area. This sub-district is stated as the sub-district with the second-highest poverty rate with 27,245 poor in 2020. This study aims to examines the stakeholders' network and their role in poverty alleviation programs. Grounded by the descriptive qualitative method, data collection was conducted via observation, interviews, and documentation. In this study, ten informants were selected through the purposive sampling technique. The results show that the key stakeholder is the Semarang City Social Service because it provides poverty data in Semarang. This data is the basis for providing poverty alleviation programs, including the PKH program, Smart Indonesia Card, and BPNT (Non-Cash Food Assistance). Coordinate to the North Semarang District Tanjung Mas Village as primary stakeholders who act as coordinators and facilitators in poverty alleviation. Secondary stakeholders are the Indonesian Traditional Fishermen's Union, Joint Business Group, and Head of RTs, who act as accelerators in assisting the Government in implementing poverty alleviation programs. Meanwhile, the community is a tertiary stakeholder who acts as a recipient and implementer of policies. This study concludes that there are four stakeholder networks with different roles for each stakeholder. Suggestions that can be given the need to improve coordination in the existing stakeholder network and the Social Service are also expected to provide data and be directly involved in the implementation of poverty alleviation programs.

Abstract

Children as the next generation of the nation have the right to fulfill their rights. The implementation of the Child-Friendly Village Program is one of the CFC policy strategies that aimed to create an environment that ensures the fulfillment of children's rights at the village level by all stakeholders. However, this program still not perfect in its implementation, there are still several aspects that obstruct the implementation process. The purpose of this research was to describe the implementation of the KRA program in fulfilling children's rights in Karanganyar Village, RW 16 and to find out the supporting and inhibiting factors. This research used the theory of child rights concept and implementation of Van Meter and Van Horn by looking at the size and objectives, resources, characteristics of implementing agents, disposition of implementers, communication, and socio-political-economic environment. This research used descriptive qualitative method with case study approach. The results showed that implementation of the KRA program was still not optimal, because there were problems in fulfillment the five clusters of children’s rights. In conclusion, the implementation of KRA is supported by variables of size and purpose, quality of human resources, characteristics of implementing agents, disposition of implementers, and socio-politicaleconomic environment. Meanwhile, the obstacle variables of this program are the quantity of human resources, budgetary resources, and communication of the implementers are obstacles. This research recommends an increase in the quantity of human resources, budget allocation from the sub-district, regeneration of the management of the task force, improving the quality of communication for implementers, and increasing guidance from the sub-district as the KRA coach

Abstract

Indonesia is facing the challenge of the 2020-2035 demographic bonus. It is important for youth to take part in every aspect of public activities to develop a pioneering spirit. The pioneer youth program is one of the government's programs to appreciate young people who have played a role, made new breakthroughs, were able to create real works that the community could feel their impact, and pioneered other youths to play a role in regional progress. The purpose of this study was to determine the evaluation of the implementation of the pioneer youth program in Rembang Regency, analyze the driving and inhibiting factors, and determine the role of pioneer youth in the development of Rembang Regency. The study uses the Stufflebeam model program evaluation theory (CIPP), which sees the important purpose of an evaluation as improving, not proving something. This research is descriptive qualitative by taking a case study at the Department of Education, Youth, and Sports in Rembang Regency. Data collection techniques were carried out by interviewing, library research and documentation through primary and secondary data sources. The results show that the pioneer youth program in Rembang Regency has been running well, it's just that the socialization system that is carried out is still lacking and limited so that it has an impact on the low number of participants in this program. So in this study it can be concluded that the low participation of youth in participating in the pioneer youth program is caused by the socialization system that is still less effective, the institution should be able to take full advantage of social media platforms and media partners and send letters directly to each agency so that information can be obtained. related to this program can be spread widely

Abstract

The role of stakeholders is very decisive for implementing a policy, including the policy of granting permits to build houses of worship. Although in practice, in some cases, there are often conflicts between stakeholders. The Bekasi City Government has compiled Bekasi Mayor Regulation No. 107 of 2019 concerning Procedures for Granting Permits for the Construction of Houses of Worship. However, each stakeholder has not implemented these regulations properly, as evidenced by the frequent occurrence of conflicts. This study aims to analyze the role of stakeholders and identify the actors' understanding of the roles they carry out. This study uses the Theory of Power versus Interest from Bryson as the theoretical basis for this research. The methodology used in this research is descriptive qualitative, using secondary and primary data. The results showed that the Kesbangpol Agency was a Context Setter with the roles of Policy Creator, Facilitator, and Coordinator. Bekasi City FKUB is Key Player who have the roles of coordinator, Facilitator, and implementer. The Regional Office of the Ministry of Religion of Bekasi City is a key player who has the Policy Creator, Facilitator, and Implementer role. The Social Welfare Agency for the Regional Secretariat of the city of Bekasi is a Context Setter with the roles of Facilitator and Implementer. Sub-Districts is a Crowd with the role of Facilitator. Urban Village is a Crowd with the role of Facilitator. Regarding understanding, there are two supporting factors in granting permits to build houses of worship in Bekasi City, namely value and communication. Meanwhile, two other inhibiting factors are communication and policy sources.

Abstract

Children Out of School is one of the problems that occur in the field of education. Pekalongan Regency is one of the regions in Central Java with a fairly high number of Children Out of School (ATS), which is 4346 children. Pekalongan Regency Government is trying to overcome this problem with the “Gerakan Kudu Sekolah”. This study aims to analyze the collaborative networking process in the “Gerakan Kudu Sekolah” as an effort by the Pekalongan Regency government to reduce the number of children out of school. The analysis in this study uses the theory of Collaborative Governance from Ansell and Gash. The study in this study used descriptive qualitative research with data collection methods of interviews, observations, and literature studies. Meanwhile, the data sources used are primary data and secondary data as well as other sources relevant to the research topic. The result is that the collaborative networking process at the face to face dialogue stage has obstacles to lack of operational funding support, at the trust building stage it has gone well, then at the commitment to process stage more commitment is needed from the Kesesi District, then at the sharing understanding stage the efforts made it is good enough but there are still indications of a lack of mutual understanding at the Kesesi District level, while at the intermediate outcomes stage at the Kesesi District level there has not been a short-term target set.

Abstract

The problem of poverty never ends to be discussed, especially on the issue of housing because basically the house is a housing need. In line with the Minister of Social Affairs Regulation Number 20 of 2017 concerning the Minister of Social Affairs Rutilahu and Sarling in order to overcome the problem of poverty, in it is implementation, especially the provision of assistance for R-RTLH activities in Trimulyo Village, Semarang City, there are still problems regarding not achieving the target number of houses to be rehabilitated. The aims of this research are: (1) to analyze the procedure or mechanism for the implementation of R-RTLH activity assistance in Trimulyo Village and (2) to analyze the driving and inhibiting factors for the implementation of R-RTLH activity assistance in Trimulyo Village. The method used in this study is a descriptive method with a qualitative approach with a focus on Research Implementation of R-RTLH Activities, and the locus of the Trimulyo Village, Semarang City and using the theory of policy implementation according to George C. Edwards III in the form of Communication, Resources, Disposition/Attityde Behavior, and Bureaucratic Structure. Data collection techniques with primary data collection in the form of interviews, field observations, and documentation. Determination of informants in this study using a purposive technique with 1 person from the Semarang City Housing and Settlement Service Office, Trimulyo Village Head, Genuk Sub-district Head, BKM Coordinator, Semarang City Gapensi Chair, 3 RT Chairs in Trimulyo Village, and 3 beneficiaries R-RTLH activities. The results of this study indicate that the implementation of assistance for R-RTLH activities in Trimulyo Village has not been optimal. The contributing factors are communication and socialization of activities that have nor been maximized, limited budget funds, lack of human resources, limited human resources skills, slow disbursement of funds, low community capacity for assistance, lacj of good response to the community, lack of consistency of implementers, and long acceptance of requests for assistance. Several efforts are needed, such as a serious commitment to carry out activities, as well as improving coordination and communication of the parties involved to synergize with each other so that activities run well and have a positive impact on poverty alleviation in Trimulyo Village, Semarang City.

Abstract

The tourism development program at the Silokek Geopark carried out by DISPARPORA is a form of effort to be independent, empower and take advantage of the potential that exists in the Silokek Geopark area. This study aims to provide an overview of the evaluation of the study and explain the influencing factors in the tourism development program carried out by the Youth and Sports Tourism Office of Sijunjung Regency at Geopark Silokek. This study uses descriptive qualitative research methods, data collection is done by observation, interviews and documentation. The results showed that the tourism development program carried out by DISPARPORA was good but the evaluation that had been carried out by evaluating the program evaluation, evaluating the difficulties or obstacles to program implementation, and evaluating the impact of the program found that the community's economic improvement statements from the community and the real situation were not on target. There are factors that influence the tourism development program at Geopark Silokek, the driving factors are the abundant natural resources of Sijunjung Regency, the support from the government and collaboration from DISPARPORA with stakeholders. While the inhibiting factors such as the people there are an agrarian society whose mindset must be changed to tourism, the land there is the customary land of the people so that it makes it difficult to permit regional development, Furthermore, there are problems with budgeting, access to facilities and infrastructure and do not yet have a clear target market.

Abstract

Waste management is one of the village programs chosen by the Village Government to overcome the problem of waste whose volume has increased. This study aims to describe and analyze the implementation of village programs in waste management in Butuh Village, Mojosongo District, Boyolali Regency and the factors that influence it using George C. Edwards III's theory, namely communication, resources, disposition, and bureaucratic structure. This research method uses descriptive qualitative research with village heads, waste managers, RT heads, business actors, and the community as informants. The results of the study indicate that the implementation of the village program in waste management in Butuh Village has been going well but has not been maximized. The influencing factors include the lack of human resources in terms of community participation, the absence of physical facilities for waste storage in each RT. Then at the disposition there is no incentive for waste management in Dusun 1 due to the rising cost of transporting waste. Suggestions for the village government are increasing socialization and education to the community, realizing the provision of garbage containers as physical facilities in each RT, allocating sources of funds from the village for the cost of transporting waste from Dusun 1 TPS to TPA. In addition, the community is expected to apply village regulations and participate in program implementation.

Abstract

Based on the Village Ministerial Regulation Number 4 of 2015 concerning the establishment and management of BUMDes, each village is required to have a business entity managed by the village government. This paper aims to determine the implementation of the Pandan Ningan Village Owned Enterprise policy in providing LPG gas in Pendingan Village, Musi Rawas Regency. The problem is focused on the people of Pendingan Village who do not have gas cylinders personally. This research uses implementation theory from George C Edward III. The research method used in this research is descriptive qualitative method. Sources of data obtained from primary data and secondary data, data collection techniques through observation, interviews, documentation. The results of this study indicate that the implementation of the policy of the Pandan Ningan Village-owned business entity in providing LPG gas in Pendingan Village, Musi Rawas Regency is said to be good, this is because the Pandan Ningan Village-Owned Enterprise can meet the needs of the community. In addition, indicators from Edward III's theory are very suitable to be used and implemented in research. Of the four indicators, there are two indicators that can be said to be optimal.
