Abstract

Sejak virus COVID-19 masuk ke Indonesia, pemerintah mengeluarkan kebijakan untuk membatasi segala bentuk operasional pada transportasi umum yang beroperasi di tengah pandemi, salah satunya Transjakarta. Pembatasan operasional tersebut, menimbulkan adanya keluhan masyarakat terhadap kualitas pelayanan yang diberikan. Keluhan tersebut meliputi, antrian panjang di halte, tidak adanya social distancing didalam bus, beberapa rute tidak beroperasi, serta jadwal kedatangan bus yang tidak pasti. Tujuan penelitian ini untuk menganalisis kualitas pelayanan jasa Transjakarta pada masa pandemi dilihat dari tangible, reliability, responsiveness, assurance, dan emphaty. Metode penelitian ini menggunakan metode deskriptif kualitatif. Hasil penelitian menunjukkan bahwa kualitas pelayanan jasa Transjakarta pada masa pandemi dapat dikatakan belum baik. Hal ini disebabkan karena ada tiga dimensi yang masih belum maksimal, yaitu dari tangible menunjukkan kurangnya ketersediaan hand sanitizer di beberapa halte dan bus, dari reliability menunjukkan belum akuratnya waktu mengenai jadwal kedatangan bus, dan dari assurance ditemukan tindakan pelecehan seksual yang dilakukan secara verbal. Saran yang diberikan oleh peneliti, yaitu memperbanyak dan lebih memperhatikan kembali ketersediaan hand sanitizer di beberapa halte dan bus sebagai bentuk penerapan protokol kesehatan, bekerja sama dengan pihak Dinas Perhubungan Provinsi DKI Jakarta terkait kesterilan jalur Transjakarta, dan meningkatkan pengawasan lebih terhadap kinerja petugas Transjakarta dalam bertugas di lapangan.

Abstract

The dominance of male village chief in Semarang City is not a challenge for Mangunharjo village chief as a female leader. On the other hand, the village chief of Mangunharjo showed a good performance and even brought changes to the Mangunharjo area. It has been proven that under the leadership of the village chief since 2012, Mangunharjo has won many competitions. This research was conducted to describe and analyze the leadership style applied by female village chief in Mangunharjo Village and to analyze the driving factors of the success of their leadership. The approach used is descriptive qualitative. Data were collected from interviews with the village head, village officials, village partners, and the community, as well as supporting documents. The research findings indicate that the leadership of the Mangunharjo village head tends to practice a transformational leadership style. The factors that support the success of the Mangunharjo village head include a sense of belonging from subordinates, openness to suggestions and input, community involvement, and support from various parties.

Abstract

Effectiveness is the concept of carrying out tasks or activities by standardizing measurements to describe the success rate of an organization in achieving worthy goals to achieve. The success of a system can be seen when all goals or objectives are achieved as previously specified. . The intended effectiveness is the Effectiveness of Online Single Submission System (OSS) in the Investment Office and One Door Integrated Service Blora regency, where the system still requires many improvements. The purpose of this research is to describe and analyze the effectiveness of attempted licensing services through the Online Single Submission (OSS) system and identify supporting factors and factors inhibiting the effectiveness of attempted licensing services through the Online Single Submission (OSS) system.This research method is qualitative descriptive. This research data collection technique is observation, interview, documentation and literature studies. Determination of subjects in this study was done using purposive sampling. The theory used is the theory of measuring effectiveness according to Kettner, Moroney, and Martin including effort (effort), cost efficiency ( cost efficiency ), results ( results ), cost effectiveness , impact ( impact ). The results of research conducted, namely licensing services through the Online Single Submission (OSS) system has not been said to be effective, because there are still some obstacles encountered. Factors supporting the effectiveness of licensing services through the Online Single Submission (OSS) system are infrastructur resources, availability of special budgets, administrative systems, budgets for system maintenance and community roles. Factors inhibiting the effectiveness of licensing services through the Online Single Submission (OSS) system are human resource limitations, limited monitoring and evaluation budgets, the community still ignores socialization, the costs incurred are not in accordance with the objectives and error system.

Abstract

Tourism in Indonesia is currently experiencing an increase, not only for recreational activities but also to improve the economy of a region. The tourist attraction in the city of Semarang is increasing every year, one of which is cultural tourism. UPTD TBRS aims to manage tourism related to arts and culture. This research aims to analyze organizational performance as well as the driving and inhibiting factors of the organizational performance of the Raden Saleh Cultural Park UPTD Semarang City in the Covid-19 Pandemic Period. This research uses descriptive qualitative research methods, data collection techniques through interviews, observations, and documentation. The results showed that the productivity aspect in providing services during the Covid-19 pandemic decreased the effectiveness of the number of visits and the amount of retribution income for UPTD TBRS. The aspect of responsiveness in the form of a complaint container is also still not able to run optimally. The inhibiting factor is the management of human resources related to employee rewards and compensation. The suggestion that researchers can convey is that the Semarang City Culture and Tourism Office together with the head of the UPTD TBRS can increase productivity by completing the construction of multipurpose buildings, updating information on the website, and providing rewards or compensation in the form of money or appreciation.

Abstract

Environmental problems have now become a problem in all parts of the world Environmental waste problems affect human welfare and other survival. Garbage has now become a problem and a challenge in urban areas. This waste problem is increasing from year to year. The purpose of this study was to determine the management of waste management by the Surakarta City Environmental Service, to determine the driving and inhibiting factors in waste management in Surakarta City. This study uses the theory of Management G. R Terry, which looks at the management functions of planning, organizing, implementing and supervising. This study uses descriptive qualitative analysis by taking a case study at the Surakarta City Environmental Service. Data collection techniques were carried out by interviewing, library research, and documentation through primary and secondary data sources. The results showed that the management of waste management by the Surakarta City Environment Service had been carried out well from the planning, organizing, implementing, and monitoring stages. This is evidenced by several clear regulations, aspects of financing and implementation in accordance with the plan, although there are still some aspects that need to be improved, such as human resource problems and also due to limited land for waste management. The Surakarta City Environmental Service has an awareness that waste can be used as renewable energy so that it must be managed properly in order to provide a positive value for improving the welfare of the community.

Abstract

Village Owned Enterprises (BUMDes) are one of the village economic institutions that have a role in increasing Village Original Income (PADes). The problemfaced by TirtaMandiri BUMDes is the decline in income from existing business units which are a result of the Covid-19 pandemic.The purpose of this study was to analyze the management of BUMDes Tirta Mandiri in an ef ort to restore Village Original Income in the newnormal era and analyze the supporting and inhibiting factors. This research uses descriptivequalitative research methods, data collection techniques through interviews, observations, and documentation. The results showed that BUMDes planning is not mature enoughandhas not thought about long-term plans. In organizing, the division of labor is not according to expertise and there is still a lack of emphasis on job descriptions. Thedirective function has not been carried out thoroughly to all employees. Inthesupervisory function, the assessment has not been adjusted to the CHSE (Cleanliness, Health, Safety, Environment) program. Supporting factors are namely the existence of village potential, collaboration with other parties, and government commitment. Whilethe inhibiting factors are human resources management and budget constraints

Abstract

Angka kekerasan anak di Kecamatan Semarang Timur menunjukan angka tertinggi di Kota Semarang dari tahun 2018-2021 dan keberadaan Pusat Pelayanan Terpadu Kecamatan Semarang Timur sebagai lembaga yang melaksanakan upaya perlindungan anak dari tindak kekerasan menjadi latar belakang dalam penelitian ini. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan perlindungan anak dari tindak kekerasan di Pusat Pelayanan Terpadu Kecamatan Semarang Timur, dan melihat faktor pendorong dan penghambat dalam implementasinya. Metode penelitian ini yaitu deskriptif kualitatif dengan teknik pengambilan data melalui wawancara, observasi, dokumentasi, dan studi kepustakaan. Penelitian ini menggunakan teori implementasi kebijakan George C. Edward III. Hasil dari penelitian ini yaitu pelaksanaan di lapangan terkait kebijakan perlindungan anak dari tindak kekerasan di Pusat Pelayanan Terpadu Kecamatan Semarang Timur masih belum optimal dikarenakan masih ditemukannya hambatan yaitu masih terdapat beberapa personil yang belum aktif dan hal ini disebabkan karena kesadaran yang kurang maupun karena mutasi tugas dan tidak ada arahan dari nol kepada petugas baru, ketersediaan fulltimer yang masih kurang, sumberdaya anggaran untuk operasional fulltimer dalam penanganan kasus yang masih terbatas, serta lamanya proses pencairan dana dan sarpras yang kurang, belum adanya intensif untuk pelaksana, belum diperbaharuinya SOP Pusat Pelayanaan Terpadu Kecamatan Semarang Timur, dan penyebaran tanggungjawab belum maksimal. Saran yang diberikan peneliti yaitu perlu diberikannya pembekalan bagi pengurus baru, penambahan personil, biaya operasional, serta sarpras, penganggaran intensif, dan pembaharuan SOP.

Abstract

The receipt of parking retributions, which are still not constant and rather low when compared to the Semarang city's potential, demonstrates that parking regulation in the city of Semarang has not yet been implemented successfully. In terms of parking management, there are still inherent challenges including unauthorized parking and unreasonable fees. Thus, effective parking management will create a large number of parking retribution receipts, which will subsequently be used to increase Semarang City's local own-source revenue (PAD). The purpose of this research is to analyze the Semarang City Transportation Department's parking management in order to increase local own-source revenue (PAD), as well as to identify the challenges that Semarang City has in implementing parking management. In order to solve the problems and research objectives, the researcher applied George R. Terry's (2006: 342) theory of managerial functions such as planning, organizing, moving, and supervising. This research used a qualitative technique with a descriptive approach in order to provide more thorough information; furthermore, the data in this research were acquired from primary and secondary sources via interviews, observations, and literature documents. According to the findings of this research, parking management has completed all stages. The planning step is performed properly, with the transportation department planning the goals or targets to be achieved as well as the programs. Moreover, the organizing step was well-executed, with the department arranging the structure by developing a special division that managed the parking sector and assigned roles to each employee. The moving stage is already operational, however, it is not optimal. Movements in instructional programs to socialize the regulations applied, and information activities on parking spaces that can be used as parking spots, are still not ideal. Meanwhile, there has been an increase in the number of parking retribution operations, the creation of contractual arrangements or agreements, the contribution to supporting facilities, and the compiling and presenting reports. The final stage is the supervising stage. At this stage, supervision is still not operating at optimum performance. The Department of Transportation conducts two forms of supervision: direct and indirect supervision. Direct supervision is provided through monitoring directly in the field. Yet, indirect supervision is based only on income reports. However, in order to increase local own-source revenue (PAD), there are challenges in parking management in Semarang City, such as a shortage of workers at the Semarang City Transportation Department, a lack of public awareness, and many violations identified.

Abstract

The Village Owned Enterprise Program (BUMDes) is one of the government programs that aims to improve the village economy and the welfare of rural communities by utilizing village assets and potential. This study discusses the implementation of Village Owned Enterprises (BUMDes) in an effort to manage village potential in Margomulyo Village, Juwana District, Pati Regency. This study aims (a) to analyze the implementation of the Village Owned Enterprise (BUMDes) program in Margomulyo Village, Juwana District, Pati Regency in an effort to manage village potential; (b) to analyze the obstacles in implementing the Village Owned Enterprise (BUMDes) program in an effort to manage village potential in Margomulyo Village, Juwana District, Pati Regency. The research method used is descriptive qualitative with data collection techniques from interviews, observations and documentation. In addition, researchers try to describe the phenomenon of research in depth using primary and secondary data. The theory used is the implementation theory of Van Horn and Van Meter. The results of this study are the implementation of the BUMDes program in the village of Margomulyo in an effort to manage village potential has not been implemented properly. This is evidenced by the fact that the BUMDes business unit has not been able to have an impact in increasing Village Original Income (PAD). The inhibiting factor for the implementation of the BUMDes program in Margomulyo village is the lack of readiness of the village government and BUMDes managers because the formation of BUMDes Margomulyo is not based on the needs of the village community, but there is a little coercion from the district government. With all the limitations, BUMDes Margomulyo has not been able to establish a business unit by exploiting the potential of the village and is only able to establish one business unit, namely the sale of bottled drinking water. The quality of human resources that are still standard plus the minimal amount of capital has not been able to develop the BUMDes business unit. In addition, the lack of socialization to the community has resulted in the BUMDes program in Margomulyo village not getting support from the community. So that the implementation of the BUMDes program in Margomulyo village was not carried out properly.

Abstract

The lack of 100% access to drinking water and proper sanitation through the PAMSIMAS program is known to be caused by several factors, including planning and community participation. This research aims to determine : (1) describe the variables of program effectiveness (Y), planning (X1), and community participation (X2), (2) the relationship between planning on the effectiveness of PAMSIMAS program, (3) the relationship between community participation on the effectiveness of PAMSIMAS program, (4) the relationship between planning and community participation on the effectiveness of PAMSIMAS program in Ringinanom Village, Parakan District, Temanggung Regency. This type of research is quantitative explanatory. The number of samples are 102 respondents. Data collection techniques using questionnaires, interviews, documentation and observation. Data analysis technique to test the hypothesis using the Kendall Tau correlation coefficient, Kendall concordance coefficient, and the coefficient of determination. The results show that : (1) the variables are classified as good with the program effectiveness value of 3.11, (2) there is a relationship between planning and the effectiveness of PAMSIMAS program with a contribution value of 17,6%, (3) there is a relationship between community participation and the effectiveness of PAMSIMAS program with a contribution value of 74,3%, (4) there was a relationship between planning and community participation on the effectiveness of PAMSIMAS program with a contribution value of 75,2%. Based on that result, to achieve program effectiveness it is necessasy to improve the community’s competence and public awareness to be actively involved in the program.
