Abstract: This study in the wake increasing human life expectancy to the number of elderly continues to increase but not accompanied by an increase in social welfare service various fields for the elderly, as a result many elderly need based on government regulation number 43 of 2004 has not been fulfilled so many elderly has problem in the implementation of the social function and cannot life decent and dignified life in. the formulation of the problem for this study is how the implementation of government regulation Number 43 of 2004 concerning in the implementation of effort to instruct social welfare for elderly in the Batam City? This study aims to determine the implementation of effort to improve the social welfare of the elderly in the Batam City based on government regulation number 43 of 2004. Sampling technique using purposive sampling with the number of respondent 45 persons, consisting of 2 employees of social service and cemetery in Batam, 3 nursing home manager, 20 elderly persons from nursing home and 20 elderly persons non nursing home. These data were collected through questioner, interview and observation technique. Data were analyses using descriptive quantitative. Based on the research that the author get, conclude that the implementation of government regulation Number 43 of 2004 concerning in the implementation of effort to instruct social welfare for elderly in the Batam City being in the unfavorable category, the percentage gains in the unfavorable category by 64% and in good category by 36%.Keyword: Implementation, Government Regulation, Welfare, Elderly

Abstract: This study was based on student who violates the school rules. In this case the school must apply effective regulation to be used as guidelines or reference so that the rules were not violated by the student. Punishment applied by educators or teachers to students aimed to provide as a deterrent effect. According to Abu Ahmadi and Nur Uhbiyati (Ahmadi, 2001) punishment was an act, in which we consciously and deliberately dropped sorrow to others, both in bodily and in terms of spirituality because others have a weakness when compared to ourselves. This study aimed to determine whether there was influence between punishments given with the students’ behavior of SMP Negeri 2 Bukit Batu Bengkalis? The population of this study was all students of SMP Negeri 2 Bukit Batu Bengkalis. The sample was determined by using purposive sampling which students who get punishment as many as 51 people. Instrument data collection was questionnaire consisted of 25 the question of the students’ attitude before and after getting a punishment. Data analyzed using t test. Thus the hypothesis "There was Influence between punishments given with students’ behavior of SMP Negeri 2 Bukit Batu Bengkalis was accepted. This was proven by a series of t-test for comparing the behavior of the students before and after getting a punishment. From the calculation results obtained count = 10:29 and t table or t = 2.01 that can be seen that: t0 was greater than t 10:29> 2:01. because t0 was greater than the t then H0 rejected.Keywords: Giving Punishment, Student Behavior

Abstrak: This research is motivated phenomenon are still many students who are not able to carry out their work independently, such as making the bed individually, to prepare for school, set up a schedule of study and prayer. Independent attitude is very necessary is grown on each students themselves. The problem of this study is How Values Of Independent Character In Pesantren Dar El-Hikmah Tampan Subdistrict Pekanbaru City. No matter the purpose of this study was to determine the Values Of Independent Character In Pesantren Dar El-Hikmah Tampan Subdistrict Pekanbaru City. This research was conducted in Pesantren Dar El-Hikmah Tampan Subdistrict Pekanbaru City. The population in this study was 26 caretakers and 1,513 children in foster care. While the sampling technique in this research is total sampling techniques and sample proportional. Data collection techniques by observation, using a questionnaire, Interview, and documentation. In analyzing the data this study uses quantitative data analysis techniques. These results indicate that the Values Of Independent Character In Pesantren Dar El-Hikmah Tampan Subdistrict Pekanbaru City in the category GOOD with 42.32% and the percentage of category LESS WELL with the percentage of 57.68%. Then the hypothesis are accepted. Key Words: Values, Character, Independent .

Abstract: This study was motivated by the low motivation to learn PPKn student at SMAN 12 Pekanbaru. Formulation of the problem in this research is: "Is there any Influence Learning Model Gallery Walk Against Motivation PPKn Class X SMA Negeri 12 Pekanbaru?". This study aims to determine Is There Influence of Cooperative Learning Model Gallery Walk in Improving Learning Motivation PPKn Class X SMA Negeri 12 Pekanbaru ". This research was conducted in SMA 12 Pekanbaru in May 2015. This research is quantitative descriptive the population in this research is class X SMA Negeri 12 Pekanbaru. The sample in this study was based technique of "purposive sampling". Where classes are taken into the sample are students of class X MIA 2 (experimental grade) were given learning models Gallery Walk, and class X MIA 3 (control class) is a student who was given the conventional method and then the data analysis using the homogeneity test and test " t ". Based on the results of the study indicate that there are significant learning motivation among students who use learning models Gallery Walk and conventional methods in SMA 12 Pekanbaru (t = 8.9> table = 2.00). Where there is an average increase learning motivation PPKn experimental class of 22.87 into 30.13 and an average increase learning motivation PPKn control classes of 25.51 into 26.26. Thus the hypothesis which says there are significant learning model use Gallery Walk on motivation to learn PPKn class X SMA Negeri 12 Pekanbaru, unacceptable. Abstract: This research is not only based on the reason that Madihin's performances which are full of advice, but also because of the issue of pantun-rhyme using the words that that have negative connotation, such as using language that is not polite, using words and sentences that impressed vulgar that should not be known by children. And Madihin performances are often held late into the night. Even sometimes in appearance madihin always start with incense burning with the aim of repel the spirits and to smoothly in delivery madihin. The formulation of the problem in this study is how the values of Pancasila which is contained in Madihin art Banjar tribe society in Batang Tuaka Sub-district Indragiri Hilir Regency. The purpose of this study is to analyze the values of Pancasila contained in the art Madihin Banjar tribe community in Batang Tuaka district Indragiri Hilir Regency. To determine the size of the sample quantity, the writer uses purposive sampling. Purposive sampling is a technique of taking or determining the sample with certain considerations. Based on this explanation, the authors take a sample of 30 people. Based on the result of the research, it can be concluded that the percentage of respondents' recapitulation of the answer of questionnaire about the analysis of Pancasila values in Madihin art tribe of Banjar people in Batang Tuaka district of Indragiri Hilir is different. There are 59.2% who answer “Yes” and 40. 8% who answer “No”.Keywords: Pancasila Values, Madihin Art

Abstract:This research is based on cultural assimilation in Tembilahan district, Indragiri Hilir regency between Banjar society and Melayu society as the majority society. The formulation of this research is what is the supporting factors that influence the assimilation process of Banjar society in Melayu environment of Tembilahan district, Indragiri Hilir regency. The aim of this research is to know the supporting factors that influence the assimilation process of Banjar society in Melayu environment of Tembilahan district, Indragiri Hilir regency. The population of this research is 8657 and the sample is 70 with sampling is the process selecting. The data instrument is 25 questionnaire and 6 interview question. The data is analyzed with qualitative descriptive analysis. From the analysis, writer got 51.43% as the dominant answer for chances to be balance in economy aspects, 59.72% for respect the other cultures, 53.21% for the fair attitude from the authorities in society, 55.71% for the similarities of cultural element, and 54.29% for the same enemies from other aspect. Based on Suharsimi Arikunto, dominant is set between 50.01% - 70.00%, so the hypothesis “The Tolerance and Amalgamation Factors toward the Assimilation Process of Banjar Society in Melayu Environment of Tembilahan District, Indragiri Hilir Regency” is rejected or ignored. Abstract: This study is based on a student with such SMA Negeri 4 Bagan Sinembah that affect their learning outcomes, a tendency to not be eliminated discipline in students in order to achieve maximum learning results, acts of indisipline arrive late, do not wear school uniform in accordance with School, and many more. In teaching and learning outcomes that satisfy the student are required to discipline, both within the school and outside of school and living environment. The problem in this research is how the effect of the application of school to the learning outcomes of Pancasila and Citizenship education class X SMA Negeri 4 Bagan Sinembah. The study aims to determine the effect of the application of school to the learning outcomes of Pancasila and Citizenship education class X SMA Negeri 4 Bagan Sinembah. This research was conducted in SMA Negeri 4 Bagan sinembah Disctrict Rokan Hilir with the population 128 people and sample 32 people. This File collection techniques were collected through observation, questionnaire, and documentation. Research result the effect of the application of school to the learning outcomes of Pancasila and Citizenship education class X SMA Negeri 4 Bagan Sinembah is significant or affected positively by Y =12,852 + 0,145X. In means constant value 12,852 of which means that if the application of discipline in school is assumed not to exist, then the result is worth unit students learn citizenship. The effect of the application of discipline in shool on learning outcomes can be seen from the regression coefficient which direction relations are positive signs that describe that positive relationship which means that if the application of discipline in schools increased by one unit then PPKn student learning outcomes obtained for 0,145 the unit.Keywords: Application, Discipline, Student Learning Outcomes2

Abstract:This research was motivated by the implementation of Curriculum 2013 in PPKn learning process. Education is an absolute must for everyone where it will form a strong, qualified, authoritative, and have a knowledge and ability to live in accordance with the times. Throughout the history of curriculum development in Indonesia, Curriculum 2013 development was the most remarkable pro-contra. Curriculum improvement is actually a common thing, even in fact it is a necessity. It motivated the writer to take a title “The Implementation of Curriculum 2013 in PPKn Learning Process in Senior High Schools throughout the City of Pekanbaru”.The formulation of the research are as follow: “How is the implementation of Curriculum 2013 in PPKn learning process?” and “How is the difficulty level faced by PPKn teachers in Curriculum 2013?”. The objectives of the research are to find out the implementation of Curriculum 2013 in PPKn learning process and to find out the difficulty level faced by PPKn teachers in Curriculum 2013. The population of the research was 6 schools which implement Curriculum 2013, and the sample of the research was 15 PPKn teachers. The instrument to collect the data were questionnaires which consist of 76 questions, and interviews which consist of 4 questions. The data were analyzed by Qualitative Descriptive through percentage. Based on the calculation of percentage by respondents, the answer “often” was obtained as 53,78376% placed on rank 34%-66% that was adequate. Thus, the hyphothesis which explains the PPKn teachers who were “adequate” toward the implementation of Curriculum 2013 in PPKn learning proces, was accepted. Based on the research findings, it can be inferred that a study on the PPKn teachers toward the implementation Curriculum 2013 in Senior High Schools throughout the city of Pekanbaru were adequate. Abstract: This research is motivated by the proliferation of homeless and beggars in the city of Pekanbaru which mosey and begging in public places. Formulation of the problem in this research is how the perception of non goverment organizations on the implementation, enforcement and development of homeless and beggars by the social services and the funeral of Pekanbaru. The purpose of this study was to determine the perception of non goverment organizations on the implementation, enforcement and development of homeless and beggars by the social services and the funeral of Pekanbaru. The study population was as many as 30 non goverment organizations working in the social field, and the sample 6 non goverment organizations by using purposive sampling technique. Instrument data research is a questionnaire with 36 questions. Data analysis using descriptive and qualitative analysis. Research in the field indicates that respondents non goverment organizations officers who answered "very good" in the amount of 0.94% who answered "good" that is equal to 37.04% who answered "less good" by 55.09% who answered "not good" that is equal to 6.94%. So we can conclude the perception of non goverment organizations to conduct, control and guidance homeless and beggars by the social services and the city cemetery is less well Pekanbaru.Keywords: Perception of non Government Organization, policing and coaching, vagrants and beggars2

Abstract: This research was motivated by the many people who are less actively participate in activities of political participation. The research problems are whether the inhibiting and supporting factors of the Malay ethnic political participation in Tanjung Pinang east village Bukit Bestari District of Kepulauan Riau province and whether the inhibiting and supporting factors of the Chinese ethnic political participation in Tanjung Pinang Bukit Bestari Eastern District of kepulauan Riau province.This study aimed to determine what are the inhibiting factors and supporting factors the political participation of Malays ethnic in Tanjung Pinang Bukit Bestari Eastern District of kepulauan Riau Province and What are inhibiting factors and supporting factors the political participation of Chinese ethnic in Tanjung Pinang Bukit Bestari Eastern District of Riau Islands province. By using purposive sampling technique was obtained 80 people as a community sample of this research. The Data collected through questionnaire and interview.The results of the research showed the inhibiting factors Political Participation of Malays ethnic in Tanjung Pinang East was found 46.67% are answered yes and 53.33% are answered no whereas the Supporting factors Political Participation of Malays ethnic in Tanjung Pinang East was found 61.04% are answered yes and 38.96% are answered no. After that, the Inhibiting Factors Political Participation of Chinese ethnic in Tanjung Pinang East was found 51.46% are answered yes and 48.54% are answered no whereas the Supporting factors Chinese ethnic Political Participation in Tanjung Pinang East was found 60.84% are answered yes and 39.16% are answered no. Based on the results from overall recapitulation was obtained the average amount of each recapitulation percentage is 55% said Yes and 45% said No.Keywords: Political Participation, Malay, Chinese
