Abstract

Kebijakan Pemerintah Provinsi Jawa Barat menjadikan 45% wilayahnya menjadi kawasan lindung. Sebagian kawasan lindung di luar kawasan hutan merupakan hutan rakyat yang berubah fungsi dari fungsi produksi menjadi fungsi lindung. Hal tersebut berimplikasi pada property rights petani terhadap kawasan hutannya. Sehingga perlu untuk mengidentifikasi perubahan property rights dan implikasinya dari penetapan hutan rakyat menjadi kawasan lindung dan mengestimasi nilai manfaat dan kerugian bagi petani dan lingkungan dari penetapan hutan rakyat menjadi kawasan lindung. Lokasi penelitian ditentukan secara purposive, yaitu di Desa Cikondang Kecamatan Cingambul Kabupaten Majalengka. Metode Pengambilan data dilakukan dengan observasi lapang, wawancara dan dokumentasi. Pemilihan sampel dilakukan dengan teknik probability sampling, jumlah responden sebanyak 116 petani. Analisis kualitatif digunakan untuk mengidentifikasi perubahan property rights dan implikasinya sedangkan mengestimasi nilai manfaat dan kerugian diestimasi dengan metode nilai pasar, replacement cost dan benefit transfer. Hasil penelitian menunjukan penetapan hutan rakyat menjadi kawasan lindung mengakibatkan perubahan property right yang mengakibatkan hilangnya sebagian manfaat langsung bagi petani dari kawasan hutan rakyat. Oleh karena itu perlu insentif bagi petani minimal sebesar nilai manfaat yang hilang.

Abstract

Tujuan penelitian ini adalah untuk menganalisis struktur tatakelola dan kelembagaan pengendalian hama terpadu perkebunan teh rakyat di Kabupaten Tasikmalaya dan menganalisis strategi pengelolaan kelembagaan yang ideal di Kabupaten Tasikmalaya. Dari hasil penelitian diketahui bahwa: (1) kondisi eksisting tatakelola dan kelembagaan pengendalian hama terpadu teh rakyat di Kabupaten Tasikmalaya penerapannya belum secara optimal. Tingkat partisipasi stakeholder yang rendah terutama segi monitoring dan evaluasi mengakibatkan implementasi penerapan 4 prinsip pengendalian hama terpadu oleh petani mulai ditinggalkan dan kembali lagi ke praktik sebelum mengikuti sekolah lapang pengendalian hama terpadu karena tidak memberikan dampak nyata terutama dari sisi harga pucuk teh yang disamaratakan dengan pucuk non pengendalian hama terpadu. Hal ini terjadi karena petani tidak mempunyai posisi tawar terhadap pihak luar walaupun secara produktivitas petani yang menerapkan pengendalian hama terpadu lebih unggul dibandingkan dengan petani non pengendalian hama terpadu, (2) Dan perumusan ulang strategi pengembangan struktur tatakelola dan kelembagaan pengendalian hama terpadu untuk keberlanjutan pengendalian hama terpadu dapat dikembangkan dari hulu ke hilir dan layanan pendukung berdasarkan visi yang jelas yaitu untuk meningkatkan kesejahteraan petani teh rakyat. Redesain ini disusun dengan harapan dapat berimplikasi pada aspek ekonomi, aspek sosial dan aspek lingkungan bagi petani sebagai pelaku utama dan pengusaha agribisnis di Kabupaten Tasikmalaya.

Abstract

Indonesia adalah negara kepulauan yang membutuhkan konektivitas antar pulau melalui pelabuhan. Jambi adalah salah satu provinsi di Indonesia yang memiliki lokasi strategis di muara Selat Malaka, tetapi pelabuhan di provinsi Jambi belum menjadi pilihan utama pelaku bisnis untuk melakukan proses bongkar muat. Dalam berbagai penelitian, biaya merupakan salah satu konstrain pelaku usaha dalam menentukan pelabuhan yang digunakan untuk melakukan bongkar-muat barang. analisis biaya transaksi dirasa perlu dilakukan untuk bisa menentukan besaran biaya yang berlaku di pelabuhan Jambi sehingga dapat dilakukan analisis lanjutan untuk mengefisiensikan biaya di pelabuhan provinsi Jambi. Metode yang digunakan dalam penelitian ini dengan menggunakan analisis biaya transaksi. Hasil analisis biaya transaksi ditemukan bahwa biaya transaksi masih merupakan komponen tertinggi dengan rasio 0,78 untuk kapal domestik dan 0,69 untuk kapal asing. Tingginya biaya transasksi ini telah mengakibatkan turunnya kunjungan kapal di pelabuhan Jambi dengan signifikan.Transaction Cost Analisys In The Container Terminal in Port of Jambi; Indonesia is an archipelago that requires inter-island connectivity through ports. Jambi is one of the provinces in Indonesia which has a strategic location in the estuary of the Malacca Strait, but the port in the province of Jambi has not been the main choice for business people to carry out the loading and unloading process. In various studies, cost was one of the constraints of business actors in determining the port used for loading and unloading goods. transaction cost analysis was deemed necessary to be able to determine the amount of costs that apply at the port of Jambi so that further analysis can be done to make costs efficient at the port of the province of Jambi. The method in this research used transaction cost analysis. Transaction cost analysis results found that transaction costs are still the highest component with a ratio of 0.78 for domestic vessels and 0.69 for foreign vessels. The high cost of this transaction has resulted in a significant decline in ship visits at the port of Jambi.

Abstract

Coastal areas have an important role in economic development. Development activities carried out on land and at sea can put pressure on ecosystems in coastal areas, thereby reducing the quality of the ecosystem services provided. Understanding the impact of development on ecosystems in coastal areas requires an economic assessment in order to provide input in the formulation of sustainable development policies. This article aims to estimate the economic value of ecosystems in coastal areas based on spatial. The economic valuation method used is the benefit transfer method, the travel cost method, and the replacement cost method. Mapping the economic value of coastal ecosystems based on spatial using Geographic Information System (GIS). The economic value of the coastal area is divided into 3 zones, namely zone 1, in the northern part of the Bontang River estuary, amounting to IDR 21,85 trillion/year; zone 2, between the Bontang River estuary and the Blusu River estuary amounting to IDR 48,20 trillion/year; and zone 3, in the southern part of the Blusu River estuary, amounting to IDR 45,67 trillion/year. The economic value of ecosystems in coastal areas based on the spatial obtained can explain the value lost due to ecosystem disturbances more specifically and clearly in certain zones.

Abstract

The importance of the ocean economy in island regional development requires the local government to formulate relevant policies according to the potential of its ocean economic activities. Based on the 2012 North Maluku Province I-O table updated to 2016, this study was conducted by aggregating 20 ocean subsectors to measure inter-sectoral linkages, output multipliers, income multipliers, and labor multipliers in the ocean economic sector. The I-O analysis results show that the leading sectors of the ocean economy of North Maluku Province are fisheries, ore mining, and construction. The marine sector which has excellent development potential in the economic development of North Maluku Province is based on the output multiplier, namely the metal ore mining sector, the food, and beverage industry, marine transportation, and the provision of food and beverage. Based on the number of labor multipliers, the education service, construction, and ore mining sectors can absorb high labor compared to other sectors.

Abstract

Research with a transdisciplinary approach aims to encourage integration beyond the boundaries of disciplines, and provide new perspectives in dealing with complex problems. These problems target various aspects, including problems in port management. In Vietnam the main problem of the port is in terms of ecology. While in Hong Kong as one of the largest ports in the world, it also faces problems in regulating the flow of ships and also in ports. Greece and China highlight an equally important study, namely the risk at the port. The port of Turkey has a different approach in attracting ships to dock at its ports, namely non-price aspects such as customer service, service customization and bundling, service expansion, service diversification and additional services and most importantly is the improvement of the company's image through the UK and Australia's CSR having the same problem regarding port privatization. To solve this problem is certainly expected to share the role of transdisciplines, ranging from government science, institutional economics, political economy, engineering science, ecology, business, to socilogy and other sciences. Abstract

The development of the Mandalika Tourism Special Economic Zone (SEZ) is still running. Fluctuated economic and politic condition is in line with the changing national situation regarding policies of this SEZ. Being a new magnet of tourism, The Mandalika SEZ has demonstrated its role for coastal areas development in West Nusa Tenggara province. The sustainable development of this SEZ in the future are highly influenced by numerous action scenarios setting by stakeholders in multiple different layers. This research was aimed at analyzing a sustainable policy strategy for the Mandalika SEZ development in Central Lombok, Indonesia. It was conducted on October 2019 to March 2020. Data were gathered through in-depth interviews, Focus Group Discussions (FGD), and field observation. The MULTIPOL (a multicriteria-based policy analysis software) was used in seeking sundry possible implemented scenarios, policies, and actions. This research focused on establishing three scenarios, five policies, seven actions, and eleven evaluative criteria in analyzing the sustainability of the Mandalika Tourism SEZ. These numbers of scenarios, policies, actions, and criteria are established based on this research. The results of this research indicate the development of Mandalika Tourism SEZ currently can be conducted by integrating investment and local capacity empowerment (Blend-Based Scenario). The range values of this scenario starting from 12.2 (local-entrepreneurship policy) to 14.2 (man-made policy). This scenario accommodates policies both, developing local potency policies (local-entrepreneurship, and culture-tourism) and policies possibly opening investment (man-made, transportation-infrastructure, and adoption of information-communication-technology). The attention on balancing programs on either investment or empowering local capacity needs to be looked after by stakeholders in multi-level institutions.
