Abstract

PKP-PK unit is an emergency response unit at the airport whose location is within the air-side area that not everyone can enter. The community around the airport and many vocational aviation students have not received comprehensive information related to this PKP-PK Unit. This Unit has a vital role, especially at the time of the accident at the airport. Community Service Activities (PKM) is one of the activities of Tridharma Higher Education that the academic community must carry out at the Polytechnic of Aviation Indonesia Curug. Because it is still in the pandemic condition, Covid-19 PKM activity is done through Webinar with Zoom.  This webinar activity was attended by Vocational Aviation Students in Lampung and Sidoarjo regions in collaboration with Karang Taruna Sedati Gede Sidoarjo village, East Java. After this activity is completed, it is expected that it will increase the knowledge and insight of the students of SmK Flight regarding emergency management units at the airport.

Abstract

The culture of safety in the aviation world is very important, especially for the younger generation. For example, the younger generation is students who are taking aviation education such as Aviation Vocational High School. The purpose of this community service activity is to introduce knowledge about what and how to form a safety culture that needs to be conveyed to the lay community, especially to the younger generation in this case aviation vocational high school students so that they can become pioneers from an early age in applying behaviors that care about things related to safety and also become agents of change that transmit the virus of kindness to the environment in which they lived later. The method used in the activity was a presentation delivered by the resource persons in this case were lecturers and cadets of the Aircraft Accident Relief study program and then continued with questions and answers with participants from students in Lampung and Sidoarjo in collaboration with Karang Taruna Desa Sedati Gede Sidoarjo, East Java who had registered. This activity is carried out online through a video conferencing application. The result obtained from the activities is that participants can open their insights and knowledge about what and how to form a safety culture so that it is hoped that they can bring out personalities that care about safety (safety awareness) and become agents of change who always behave safety and transmit these personalities in their respective environments.

Abstract

Supadio International Airport is an airport that serves various types of aircraft (Boeing, Airbus, ATR, Hawk, CN259), and does not have a rapid exit taxiway, in its guidance, Perum LPPNPI Pontianak Branch Office enforces rules for Boeing and Airbus-type arrival traffic for backtrack at the end of the runway, but this rule does not apply to aircraft with other types such as ATR and Cessna. This of course creates a time difference to clear the runway for arrival traffic of the Airbus and Boeing types. This study aims to obtain a safe distance between arrival traffic and departure traffic at the Perum LPPNPI Pontianak Branch Office by applying the calculation of The Brazilian Air Navigation Management Center (CGNA) Runway Capacity Calculation by adjusting the current airport conditions. From the research results, it is found that the value of the safe distance between arrival traffic and departure traffic by considering the aircraft classification can produce a more optimal safe distance.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh Implementasi Safety Management System (SMS) terhadap Pelayanan Navigasi Penerbangan di Perum Lembaga Penyelenggara Pelayanan Navigasi Penerbangan Indonesia (LPPNPI) Cabang Banjarmasin. Penelitian ini menggunakan analisis kuantitatif di mana metode pengumpulan datanya menggunakan angket/kuesioner, analisis SMS Gap Analysis Checklist dan studi dokumentasi sedangkan pengolahan data dilakukan dengan SPSS dengan sampel 22 responden serta taraf kesalahan 5% yang ditujukan kepada personel ATC di Perum LPPNPI Cabang Banjarmasin. SMS Gap Analysis Checklist diisi oleh Manajer Keselamatan, Keamanan dan Standarisasi. Kesimpulan penelitian ini adalah diketahui bahwa terdapat hubungan yang signifikan dan pengaruh antara Implementasi SMS terhadap Pelayanan Navigasi Penerbangan dengan nilai koefisien sebesar 0,786 dan koefisien determinasi sebesar 62%. SMS Gap Analysis Checklist, hasilnya menunjukkan bahwa Implementasi SMS di Perum LPPNPI Cabang Banjarmasin berada di tahap I yaitu perencanaan implementasi SMS. Hasil penelitian diharapkan dapat menjadi sumber dalam mengevaluasi Implementasi SMS serta meningkatkan Pelayanan Navigasi Penerbangan di Perum LPPNPI Cabang Banjarmasin.

Abstract

Hasil Temuan pra penelitian di terminal airspace Bandara Soekarno Hatta terdapat sebaran pergerakanpesawat yang tidak merata sehingga hal tersebut berakibat pada waktu kedatangan pesawat di entry point terminal airspace sangat sempit terutama saat peak haur. Teknik pengaturan saat ini menggunakan radar vektor dan holding yang dikombinasikan dengan STAR RNAV 1. Eurocontrol Experimental center (EEC) mengembangkan sebuah penelitian untuk mengetahui konsep pengatuean seperti apa yang sesuai dengan kondisi lalu lintas udara saat ini. Penelitian tersebut melahirkan sebuah konsep pengaturan yang dinamakan dengan konsep point of marge. Kemudian beberapa negara di Eropa mencoba untuk mengimplementasikan konsep pengaturan yang dinamakan dengan konsep ini dan hasilnya cukup baik. Tujuan dari penelitian ini yaitu ingin mengetshui apakah konsep point of marge (POM) dapat diterapkan di Terminal Airspace Bandar Udara Soekarno Hatta Jakarta yang bertujuan untuk optimalisasi STAR RNAV 1 yang selama ini telah dioperasikan. Penelitian dilakukan dengan simulasi mengunakan Real Time Simulator. Dari hasil analisis didapati pengurangan beban kerja ATC 1 - 2 tingkat dibandingkan konsep pengaturan saat ini. Selain itu beban komunikasi dapat berkurang 20-23% yang disebabkan karena tidak adanya lagi instruksi untuk merubah arah pesawat dan holding. Flaying time pesawat saat berada di wilayah terminal airspace dapa berkurang 3 - 5 menit.

Abstract

Penelitian ini bertujuan untuk mengetahui apakah  terdapat hubungan yang negative yang artinya berbanding terbalik antara beban kerja yang di alami seorang ATC dengan pemberian pelayanan  lalu lintas penerbangan. Dalam penelitian ini digunakan metode penelitian kuantitatif dengan dua analisis penelitian, pertama dengan menggunakan metode perhitungan regresi, pertama dilakukan untuk mendapatkan kesimpulan atas tingkat pengaruh variabel beban kerja terhadap variabel pemberian pelayanan lalu lintas penerbangan dan kedua, dengan menggunakan Nasa-TLX guna mengungkap lebih dalam terhadap tingkat beban kerja subyektif para controller yang meliputi tuntutan mental psikis, tuntutan fisik, tekanan waktu, kinerja, tingkat frustrasi, dan usaha kerja. Hasilnya didapatkan bahwa koefisien korelasi sebesar -0,628 dan koefisien determinasi sebesar 39%, yang artinya bahwa pengaruh beban kerja personil ATC terhadap pemberian pelayanan lalu lintas penerbangan adalah sebesar 39% dan selebihnya ditentukan oleh faktor-faktor lain yang tidak masuk dalam bagian penelitian.

Abstract

Penelitian dilakukan di AirNav Cabang Denpasar dengan tujuan untuk mendapatkan gambaran apakah ada pengaruh beban kerja Air Traffic Controller (ATC) yang muncul selama masa pandemi Covid-19. Proses pengolahan data dilakukan di Politeknik Penerbangan Indonesia Curug (PPI Curug) mulai Desember 2020 hingga Agustus 2021. Metode yang digunakan adalah kuantitatif. Populasi dan sampel ini adalah seluruh ATC Tower Perum LPPNPI Cabang Denpasar yang mengoperasikan penggabungan sektor Ngurah Ground, Ngurah Tower, dan Clearance Delivery. Teknik pengumpulan data yang digunakan adalah studi dokumentasi yang berisi data tentang Performance Check ATC Tower, dan kuesioner Nasa-TLX. Ditemukan bahwa terdapat hubungan negatif dan berbanding terbalik (berlawanan arah) antara Beban Kerja Pemandu Lalu Lintas Udara dengan Kinerja sebesar -0,439. Pengaruh pemenuhan beban kerja pemandu lalu lintas udara terhadap kinerja ATC penerbangan sebesar 19% dan sisanya ditentukan oleh faktor lain yang tidak termasuk dalam bagian penelitian. Perlu adanya perhatian khusus pada setiap beban kerja ATC Tower, dan perlu adanya sosialisasi kepada tower controller untuk meningkatkan dan mempertahankan kinerja, mengadakan training atau refreshing course bagi personel ATC.

Abstract

A thorough investigation must be conducted in every aviation incident or accident to find the root cause so that recommendations can be drawn to prevent the same incident or accident from occurring again. This research is a descriptive analysis with quantitative methods. Data were collected from the final reports released by the KNKT from 2015 until 2019. The main causes were grouped using the SHELL Model analysis. The results showed that the most prevalent cause of aviation incidents/accidents in Indonesia was the mismatch between liveware-liveware of which the percentage reached 64%. Furthermore, this mismatch was caused by lack of supervision from management as many as 17 events or 74%; 5 events or 22% were caused by unavailability of rules; and lack of coordination with as many as 1 event or 4%. Within 17 events caused by lack of supervision from management, there were 3 phases of which the events occurred namely the landing phase comprising 59% or 10 events, the cruising phase comprising 18% or 3 events, and the approaching phase consisting of 24% or 4 events. Accidents and serious incidents may occur if latent causes such as lack of supervision from management, unavailability of rules and lack of coordination are not mitigated.

Abstract

Safety is the main goal that should be achieved in the aircraft operation activities. Birds and other wild animals could give a serious impact to the aircraft operation activities that could endanger the safety and secure activities of aviation. For this reason, wildlife hazard management is very important to reduce the impact. The goal of the wildlife hazard implementation is one of the efforts to secure the Airport Wildlife Control Unit by manipulating the animals’ behavior of their habitats. Based on the regulation of Director General of Air Transportation, Number: SKEP/42/III/2010 Advisory Circular CASR 139-03, the wildlife hazard management is in the area of airport. This research was done by conducting the needs assessment of stakeholder groups to find out the needs related to AWCU. After getting the data, the product design and validation were carried out by experts in the field of safety management system. The results are to form the AWCU and develop procedures to handle wild animals. The aim of the Research and Development is to describe the formation of the Airport Wildlife Control Unit by identifying potential danger of birds and wild animals attack, implementing the habitat management, by conducting birds and wild animals’ surveillance and coordinating with related units.

Abstract

Aviation safety is the business and responsibility of all parties, not only in theory but also in practice, through a continuous process of identifying hazards, managing risks, and performance expectations. Safety Management System training is mandatory training for all aviation personnel as stated in the Regulation of the Minister of Transportation of the Republic of Indonesia PM No. 62 of 2017 (Civil Aviation Safety Regulation Part 19) concerning Safety Management Systems. The increasingly fierce job competition requires every individual to have competence and knowledge as complete as possible, so with this training, it is hoped that graduates of PPI Curug in the field of Air Traffic Services can compete in the world of work and get one of the most important and mandatory training in the aviation world, namely the safety management system. Community Service Activities (PKM) Safety Management System Training for Air Traffic Services Personnel will be carried out online through the online meeting application, namely ZOOM. Participants are PPI Curug alumni in the ATS field who do not have SMS training certificates, totaling 37 people. It is hoped that the PKM PPI Curug activities will give the participants useful skills and training, as well as give both the participants and the teachers experience.
