Abstract

Program Gema Madani Simpati merupakan sebuah program pembangunan yang berbasis partisipasi masyarakat untuk mengurangi tingkat kemiskinan di Kota Tasikmalaya.Keberhasilan program ini ikut ditentukan oleh sejauhmana masyarakat dapat terlibat untuk membangun daerahnya. Maka dari itu, mendorong masyarakat untuk dapat berpartisipasi dalam pembangunan menjadi sebuah tantangan. Penelitian ini bertujuan untuk mengetahui strategi pelibatan masyarakat dalam program Gema Madani Simpati. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukkan bahwa keberhasilan program Gema Madani Simpati didukung oleh tiga strategi dalam proses komunikasi antar aktor yang terlibat, yaitu melalui pertukaran informasi, konsultasi, dan dibukanya ruang bagi partisipasi aktif masyarakat

Abstract

Pusat Koordinasi dan Informasi Covid-19 Jawa Barat (Pikobar) application system is an example of digital services implementation in West Java. Since pandemic condition has been improving, thus, Pikobar application needs system adjustment. This research was carried out at Jabar Digital Service (JDS) as theĀ  developer and organizer of Pikobar, to analyze Pikobar services so that they can be used in post-pandemic era. The aim of this research was to look at the potential of JDS to create services that suit the need of the community, especially digital health services. The research method was descriptive and qualitative through interviews and observations. This study used successful service strategy model according to Devrye (1997), which consisted of seven aspects, namely: Self-esteem, Exceeded expectations, Recovery, Vision, Improving, Care, and Empowerment. The results showed that the seven aspects had been met by JDS, but there were still room for improvement. Pikobar service improvement can be used to adjust features made in the future with the support from various strategies, such as digital-based public service policies making, technology infrastructure support, and transforming Pikobar into health service center. Thus, in the long run, West Java citizen could use Pikobar as digital public service in postpandemic era.

Abstract

The existence of technology as an acceleration in development emphasizes the importance of the need to adapt. This also has the implication that all levels of government up to the village level need to pay attention in order to optimize the development benefits that will be received by the community. West Java Province has a digital village program that aims to realize the welfare of rural communities through digitization, community capacity building, and maximizing village potential. However, not all villages know their current position well and what the stages of digital village development will be in the future. Therefore, a team of lecturers at the Politeknik STIA LAN Bandung in collaboration with Jabar Digital Service provided assistance to one of the villages in Bandung Regency in terms of identifying digital villages as well as the stages of their development in order to achieve digital village 4.0.

Abstract

This research examines the implementation of the CDPOB regional expansion policy in South Garut Regency, focusing on policy implementation in accordance with Undang-Undang Nomor 23 Tahun 2014 on Regional Government and the bottom-up method. This research uses a descriptive qualitative approach involving interviews with stakeholders at the Provincial level and documentation studies, to analyze the success of the policy. This research uses Richard Matland's policy implementation theory which includes five dimensions, namely policy accuracy, implementation accuracy, target accuracy, environmental accuracy, and process accuracy. The results showed that the implementation of the CDPOB regional expansion policy for South Garut Regency as a whole has been running in accordance with the rules. However, the implementation has not been completely perfect even though it has fulfilled Richard Matland's five indicators. There are also obstacles in the implementation of the CDPOB expansion policy of South Garut Regency, including the feasibility assessment that has not reached the minimum requirements in the Draft Government Regulation (RPP) on Regional Arrangement, improvement notes, and community conflicts even though they have been resolved. In terms of assessment, further analysis and programs are needed to improve the low sub-indicator scores.
