Abstract

This study aims to determine and describe the Implementation of the Village Fund Allocation Policy of Helpano Village, South Banawa District, Donggala Regency, Central Sulawesi Province. The usefulness of this research is Theoretical and Practical. The Literature Review explains the concept of Administration, Public Administration, Public Policy, Policy Implementation and Village Fund Allocation. The flow of thought by the theory of Van Meter and Van Horn which includes the Standards and Objectives, Resources, Characteristics or Nature of the Implementing Agency, Inter-Organizational Communication, Implementor Disposition and the Socio-Economic and critical Environment. Research with qualitative methods, research location in the village of Helpano, South Banawa sub-district, research time for three months, informants are elements related to the allocation of village funds, namely 5 (five) people The definition of the concept is related to the implementation model of the policy. Types of qualitative data, and data sources are secondary data and primary data. The discussion explains the results of interviews and the results of analysis and theory in gambling. The researcher concludes that its implementation in the field of implementing the function has not fully gone well, Lack of understanding of the community about the Village Fund Allocation program so that there is a need for socialization and transparency of the use of Village Fund Allocation funds from the village government then accountability for the use of Village Fund Allocation by village financial managers. Accountability for the use of Village Fund Allocations is a form of consequence for the use of public funds entrusted to the village government.

Abstract

This study aims to identify and describe the Assessment Service for High School Teacher Promotion at the Education and Culture Office of Central Sulawesi Province. Usefulness of this research Theoretically and Practically. The Literature Review explains the concept of Service Quality, Public Service, Teacher Paradigm, Teacher Status and Position, Requirements to make a Teacher, Teacher Duties and Functions, Teacher Rights and Obligations, Teacher Credit Points. Flow of Thought by the theory of Zeithml, Parasuraman and Berry which includes Tangibles, Reability, Responsiveness, Assurance and Empathy. Research using qualitative methods, Research Location at the Education and Culture Office of Central Sulawesi Province, Research Time for three months, Informants are elements of ASN (State Civil Apparatus Related to Research), Operational definition of the concept, namely, Tangibles or direct evidence related to problems of facilities and infrastructure that is still lacking due to damage due to the earthquake and Reability indicators related to disciplinary problems of existing employees who do not arrive on time, while the Responseviness, Assurance and Empathy indicators are quite good. Thus, it can be concluded that the quality of promotion services for teachers at the Education and Culture Office of Central Sulawesi Province is good, sourced from informants, but as researchers have made in-depth observations, there are still various deficiencies and obstacles in the process of promotion services. towards high school teachers based on various existing aspects

Abstract

This study aims to determine social harmony and social integration as a form of inter-ethnic communication in Panasakan Village, Baolan Sub-district, Tolitoli Regency. The research base used is qualitative and the type of research is descriptive. The type of data uses primary data and secondary data. Data collection techniques are observation, interview, and documentation. Informant withdrawal technique using purposive. From the results of the research conducted, it is known that the process of inter-ethnic integration in Panasakan Village is formed through 4 (four) forms, namely marriage (amalgamation), work relationship attachment, community harmony institution (ethnic), community association (Rukun Warga/Rukun Tetangga). The four forms of integration above are a forum used by the people of Panasakan Village as a form of national integrity and as a supporting factor in creating social harmony in Panasakan Village, Baolan Sub-district, Tolitoli Regency, and the influence of communication as an inhibiting factor resulting in social conflict.

Abstract

The right to work, the right to fair wages, the right to associate and assemble, the right to security and health protection, the right to legal proceedings, the right to equal treatment, the right to personal secrets, and the right to freedom of conscience are just a few of the rights of workers that generally need to be upheld. Among the rights of entrepreneurs are the following: creating work rules and agreements; terminating employees; closing the business; forming and joining a corporate organization; and assigning a portion of the work to another business. In the area of employment, legal enforcement, guidance, and supervision can all be used to achieve the protection of workers' rights. According to justice, laborers have an equal and free status. In actuality, though, employers' and employees' positions are frequently uneven. There are still a number of troubling barriers present, such as: regulatory issues; cultural issues affecting employees, employers/entrepreneurs, and law enforcement; The employer and the employee are not equal in practice, despite their equality in theory; this includes the employer's ability to uphold workers' rights. This study does an exploratory review of the literature using a qualitative descriptive methodology. This research discusses labor protection theory, workers' rights and obligations, labor protection policies, shortcomings and obstacles in policy implementation.
