Abstract

The first purpose of this paper is to develop or construct a new human development composite index and applied to measure the performance of human development in the village / district of West Seram Regency. The second, to develop the priority scale of human development planning. This paper applies quantitative analysis method that is principal component regression (PCR) and clustering analysis (CA). Data is sourced from the Regional Development Planning Agency (Bappeda) of West Seram Regency of year 2016. Application of principal component regression and clustering analysis method, aims to improve the aggregation method of human development composite index developed by UNDP. Composite index compositions resulting from principal component regression and IPM-UNDP largely result in different ranking information but in some villages have the same rank. Based on K-means clustering analysis, there were 3 main clusters, namely high, medium and low cluster. The number of villages in the high cluster is 6 villages, the medium cluster is 13 villages and low cluster is 14 villages.

Abstract

This study aims to determine the perception and quality of village government officials on the management of village funds in the area (Last, Outermost, Frontier) in Moa District, Southwest Maluku Regency. This research was conducted in 7 villages namely; Werwaru Village, Tounwawan Village, Moain Village, Klis Village, Patti Village, Wakarleli Village, and Kaiwatu Village, with a descriptive qualitative approach. The types of data used are primary data and secondary data. Data collection techniques are observation, interviews, and literature review. The results showed that the perception of village government officials in Moa District, Southwest Maluku Regency in managing village funds was more focused on physical development and infrastructure improvement. It should be prioritized for village community empowerment programs to improve the welfare and quality of life of the community as well as poverty alleviation in the (Leading, Outermost, Frontier) areas. Village officials must be able to map the potential and needs of the village clearly so that the priority scale of development and community empowerment is according to the needs of the village community. The quality of village government apparatus in Moa Subdistrict, Southwest Maluku Regency in managing village funds is still very low, thus requiring assistance in managing village finances. Unfortunately, village assistants are sometimes not available, so they are not optimal in assisting. The low capacity of human resources results in a lack of understanding of village government officials regarding the implementation of Law No. 6 of 2014, PP No. 43/2014, and Minister of Home Affairs regulations No. 113/2014. Village government officials do not understand the Village Financial System (Siskeudes), so they are often constrained in reporting and accountability of Village Funds

Abstract

This study aims to analyze whether the receipt of Regional Taxes and Regional Levies is able to contribute to the acceleration of the Economic Recovery of Ambon City. This research is a qualitative research with a case and field study approach . Data collection techniques are observation and literature review. The research was conducted in Ambon City in 2020-2022. The results showed that The contribution of Ambon City Regional Tax revenue in 2020 is very good with a contribution percentage of 92.66% and in 2021 it is 92, 87% in the very good category. The trend of increasing local tax revenues shows that the regional economic recovery is gradually improving. Local governments must make breakthroughs to accelerate community economic recovery in the tourism and transportation sectors. So that it can have an impact on increasing hotel, restaurant and tourism taxes while still paying attention to health protocols. However , the contribution of regional levies in Ambon City is very less. In 2020 the contribution of regional levies to PAD decreased to 7.31% and in 2021 to 7.12%. The contribution of regional retribution is in the very poor category, triggered by the declining contribution of the Garbage/Cleaning Service Retribution to PAD in Ambon City. Indeed, the Covid-19 pandemic does not have the potential to reduce the contribution of the Garbage/Cleaning Service Retribution to Ambon City PAD. In the presence or absence of the Covid-19 Pandemic, people should still pay the garbage retribution. Because the waste generated is still there every day. The Regional Government must design a collection system that is integrated in Regional Taxes and Regional Levies, so that the management of the Waste/Cleaning Service Retribution is more transparent and accountable. As well as the supervision of everyone involved in the management of the Ambon City Waste/Cleaning Service Retribution.

Abstract

Poverty alleviation in Indonesia is strongly influenced by other economic variables. The three main factors used to measure its effect on poverty are economic growth, unemployment and inflation. This study aims to examine and analyze the relationship between theoretical and empirical balance between economic growth, unemployment rate and inflation rate with poverty in Indonesia both in the short and long term. The estimation method used is a dynamic econometric model with the cointegration approach and the Error Correction Model (ECM). The results of this study indicate that the equation model used has cointegration relationships and long-term balance between variables. The estimation results show that there is a short-term effect of economic growth, the unemployment rate and inflation on poverty, while in the long term economic growth and the unemployment rate have a significant effect, while inflation is not significant.
