Abstract

Pelayanan administrasi kependudukan tidak terlepas dari patologi birokrasi dan buruknya stigma pelayanan tersebut berusaha dihilangkan oleh pemerintah. Untuk itu, penelitian ini bertujuan untuk mendeskripsikan reformasi pelayanan berdasarkan praktek terbaik yang dilakukan Organisasi Perangkat Daerah (OPD) pelayanan administrasi kependudukan di Kabupaten Padang Pariaman dengan menggunakan indikator standar manajemen mutu layanan. Pendekatan yang digunakan adalah deskriptif kualitatif dan data diperoleh dengan cara studi dokumentasi maupun wawancara mendalam dengan informan kunci yang merupakan pejabat OPD terkait, OPD mitra kolaborasi serta anggota masyarakat penerima layanan. Hasil penelitian menunjukkan reformasi pelayanan publik yang dilakukan Dinas Kependudukan dan Catatan Sipil Kabupaten Padang Pariaman telah menerapkan prinsip total quality manajement dan dynamic governance dalam kerangka reformasi pelayanan publik. Unsur yang paling menentukan keberhasilan reformasi pelayanan publik bidang administrasi kependudukan dan catatan sipil di Kabupaten Padang Pariaman adalah kepemimpinan birokrasi, inovasi dan kolaborasi. Penelitian ini merekomendasikan agar penerapan best practice ini dapat direplikasi oleh OPD pelayanan publik lainnya di Kabupaten Padang Pariaman dan daerah lainnya. Selain itu, masalah keamanan data dan mental masyarakat perlu disiapkan dalam rangka transformasi digitalisasi pelayanan publik.

Abstract

Penelitian ini bertujuan untuk mencari tahu sejauhmana dan bagaimana perjalanan Regulasi Pendidikan Islam di Indonesia. Penelitian ini menggunakan metode penelitian kualitatif dengan tehnik pengumpulan data menggunakan data sekunder yang diperoleh dari studi pustaka (kajian literatur) dan observasi online. Di dalam penelitian ini tidak hanya membahas Pendidikan Islam sebagai sebuah mata pelajaran saja, tetapi juga sebagai sebuah lembaga pendidikan. Penelitian ini mendapatkan hasil mulai dari Pesantren atau Padepokan sebagai cikal bakal pendidikan islam pada masa sebelum kemerdekaan dulu hingga Undang-Undang dan Peraturan Pemerintah yang mengatur Pendidikan Islam hingga hari ini. Meski pergerakan regulasi Pendidikan Islam di Indonesia sangat dinamis, seiring dengan dinamika sosial dan politik di Indonesia, namun kehadiran Undang-Undang Nomor 20 tahun 2003 tentang Sistem Pendidikan Nasional dan Undang-Undang Nomor 18 tahun 2019 tentang Pesantren merupakan sebuah angin segar bagi kemajuan Pendidikan Islam di Indonesia. Selain memperkuat kedudukan Pendidikan Islam, juga memberi ruang gerak yang sangat positif bagi Pendidikan Islam di tengah masyarakat Indonesia. Diharapkan hasil penelitian ini dapat menjadi masukan dan membawa manfaat untuk Pendidikan Islam di Indonesia. ABSTRACT This study aims to find out how far and how the Islamic Education Regulation in Indonesia. This study uses qualitative research methods with data collection techniques using secondary data obtained from literature studies (literature review) and online observation. In this study not only discusses Islamic education as a subject, but also as an educational institution. This research gets results ranging from Islamic boarding schools or Padepokans as the forerunner of Islamic education in the pre-independence era to the laws and government regulations that regulate Islamic education to this day. Although the movement of Islamic Education regulations in Indonesia is very dynamic, along with social and political dynamics in Indonesia, the presence of Law Number 20 of 2003 concerning the National Education System and Law Number 18 of 2019 concerning Islamic Boarding Schools is a breath of fresh air for the advancement of Islamic Education. in Indonesia. Apart from strengthening the position of Islamic Education, it also provides a very positive space for Islamic Education in Indonesian society. It is hoped that the results of this research can be input and bring benefits to Islamic education in Indonesia.

Abstract

Abstract This study aims to determine how the implementation of integrated sub-district administrative services (PATEN) in Kalijati District, Subang Regency, West Java Province. The method used is a qualitative method with a descriptive approach. Informants were determined by the purposive sampling technique. Data were collected by using observation, interview, and documentation techniques. Analyzed through the stages of data reduction (data reduction), data presentation (data display), and conclusions drawing (verification). This study uses the policy implementation criteria of Donald van Metter and Carl van Horn which consists of 6 indicators. The results show that the implementation of the PATEN policy at Kalijati District is carried out quite well. It is evident from the 6 criteria that there are still things that need to be optimized. This can be seen (1) the criteria for the size and objectives of the policy are clear but need to be more informed, (2) the criteria for resources from the HR side need to increase discipline in terms of facilities resources, there needs to be an information board at the front office, (3) the criteria for the characteristics of implementing agents, (4) the criteria for the attitude or disposition of the implementers show a friendly, polite and good attitude but sometimes there are still delays, (5) the criteria for inter-organizational communication and implementing activities are that communication between organizations runs smoothly and is conducive because it refers to service standards determined and (6) the criteria of the economic, social and political environment are very supportive. Economically, it does not burden the community, even because of the openness in service and socially, the community feels facilitated by the PATEN policy. On this basis, it is necessary to optimize resources, both human resources such as increasing discipline and ability, both technical and functional, and supporting resources such as information boards. Keywords: Implementation, Policy, Service Abstrak Penelitian ini bertujuan untuk mengetahui bagaimana implementasi pelayanan administrasi terpadu kecamatan (PATEN) di Kecamatan Kalijati Kabupaten Subang Provinsi Jawa Barat. Metode yang digunakan adalah metode kualitatif dengan pendekatan deskriptif. Informan ditentukan dengan teknik purposive sampling. Data dikumpulkan dengan teknik observasi, wawancara dan dokumentasi. Dianalisis melalui tahapan reduksi data (data reduction), penyajian data (data display), dan penarikan kesimpulan (conclusion drawing/ verification). Penelitian ini menggunakan kriteria Implementasi kebijakan dari Donald van Metter dan Carl van Horn yang terdiri dari 6 indikator. Hasilnya menunjukkan bahwa implementasi kebijakan PATEN di Kecamatan Kalijati terlaksana cukup baik. Terbukti dari 6 kriteria masih ada yang harus dioptimalkan. Hal ini terlihat (1) kriteria ukuran dan tujuan kebijakan jelas namun perlu lebih diinformasikan, (2) kriteria sumber daya dari sisi SDM perlu peningkatan kedisiplinan dari segi sumber daya sarana, perlu ada papan informasi di front office, (3) kriteria karakteristik agen pelaksana, (4) kriteria sikap atau kecenderungan (disposition) para pelaksana menunjukkan sikap ramah, sopan dan baik namun kadang masih ada yang terlambat, (5) kriteria komunikasi antar-organisasi dan aktivitas pelaksana bahwa komunikasi antar organisasi berjalan lancar dan kondusif karena mengacu pada standar pelayanan yang ditetapkan dan (6) kriteria lingkungan ekonomi, sosial dan politik sangat mendukung. Secara ekonomi tidak memberatkan masyarakat bahkan karena adanya keterbukaan dalam pelayanan dan secara sosial masyarakat merasa dimudahkan dengan adanya kebijakan PATEN. Atas dasar hal tersebut diperlukan optimalisasi sumber daya, baik sumber daya manusia seperti peningkatan kedisiplinan dan kemampuan baik teknis maupun fungsional dan sumber daya pendukung seperti papan informasi. Abstract

The decline in watershed conditions in Indonesia was marked by an increase in landslides, erosion and sedimentation, flooding, and drought. Each watershed has its own problems, so that in watershed management, special rules are needed to regulate problems in the watershed. The management of the Riau Province watershed requires specific regulations governing the Riau Province watershed in accordance with the clarification of the watershed. In this case, an initiative draft of the DPRD Commission B appeared in the management of watersheds in Riau Province. This article uses a qualitative approach with descriptive analysis methods, data collection is done by interview, observation and documentation. The results showed that in the formulation of the Riau Province Regional Regulation on Watershed Management, there were several processes and stages, namely the formulation of problems, the policy agenda, the selection of alternative policies to solve problems, and finally the stage of determining the policy. From the formulation process that was carried out, the initial draft with the draft after the Plenary Meeting that had been carried out did not experience significant changes, the changes only revolved around adding concepts in watershed management which were embodied in the Regional Regulation Draft.

Abstract

The superiority of a nation is increasingly determined by the Government's ability of the nation to produce superior policies. The era of Indonesian democracy since the 1998 Reformation has not yet promised a public policy blow. The question is how to build capacity to build superior public policy. The answer is offered in the form of Ten Principles (also called "Laws") of Public Policy. They are ―Public‖, ― A Point of No Return‖, ―Great, not Good‖, ―Management, not politics‖, ―Moral, not technical‖, ― A system, not units‖, ―A Gift‖, ―Honor‖, ―Glorify’, and ―Learning‖. The performing policy in various places, at various times, in various governments were cored on the principles, and it will be in the next future.
