Abstract

This study intends to explain and elaborate on the quality of the Pilkada in the pandemic era which was held in Indragiri Hulu Regency in 2020. The Pilkada held in 2020 was very different from the previous Pilkada because it was threatened by the spread of the COVID-19 pandemic. Therefore, it is interesting to assess the quality of the Pilkada in Indragiri Hulu Regency during this pandemic. This study uses a qualitative approach with sources of information from research informants, documents, research journals, audio-visual materials, and data from online media. The data collected is then analyzed qualitatively by using the theory of the quality of elections and democracy. The results of the study show that the 2020 Regional Head Elections in Indragiri Hulu have not been carried out freely and fairly, there are still money politics practices, violations of health protocol rules which are important policies in the Pilkada during the pandemic. However, on the other hand, there are still positive results in the implementation of the Indragiri Hulu Pilkada, namely increasing the political participation of the community in exercising their voting rights. Based on these findings, it is concluded that the quality of the Pilkada in Indragiri Hulu Regency is still low and does not meet the principles of quality and integrity elections.

Abstract

This study aims to explain the condition of the gap in voter participation rates between the 2018 Riau Pilkada and the 2019 Election in Riau. In the 2018 Riau Province Pilkada, voter participation rates were relatively low. In contrast to the election in Riau in 2019, voter participation was relatively high and significantly different. The question is what are the factors that cause the gap in the voter turnout rate? The question becomes interesting, because in fact these two different election momentum were followed by the majority of the same voters, took place in a relatively short time interval and were held in the same place. There are many theoretical options to explain the condition of the existing gap but considering that the two elections were conducted in close proximity, so it is irrational to assume that there is a big change in the condition of voters, this study looks at the difference in stimulus factors that causes the gap as theorized by Milbrath. The method approach in this study uses a mix-method with an emphasis on qualitative methods. While the typology of research applied is causal comparative research. This study found three main factors that caused the gap in voter participation rates in the two election momentums, namely: First, the difference in the number of political actors with an interest in providing stimulus to voters; Second, political echoes that stimulate voters to identify certain candidates who are contesting and are motivated to win them; third, the influence of mass media and social media. This study suggests that the Pilkada be held simultaneously with the regional legislative elections while the presidential elections are carried out simultaneously with the national elections to balance voter participation.

Abstract

Forest management is an interesting issue to discuss because it is closely related to the realization of the Sustainable Development Goals (SDGs), namely in handling climate change. The empirical phenomenon that occurs in Riau Province shows that there are still problems in forest management, resulting in deforestation and forest degradation, and forest tenure conflicts. Based on this, this study tries to answer the question what are the strategies used by the local political leadership and the challenges in forest management in Riau Province? This study used qualitative research methods. The research data comes from research informants, books, reports, research journals, and articles from news in the mass media and electronic media. Data analysis in this study uses a hermeneutic approach and analyzed using theories relevant to the research. The results of this study indicate that the strategy of local political leadership in forest management in Riau Province is in 4 (four) things, namely: (1) forest management planning; (2) forestry conflict prevention and resolution; and (3) forest and land fire prevention policies; and (4) forest and critical land rehabilitation. Meanwhile, the challenges faced by the local political leadership in forest management stem from the potential for corrupt behavior and a weak commitment to forest management. This study concludes that the strategy implemented by the local political leadership in Riau Province has not been able to realize sustainable forest management because of the weak commitment to sustainable forest management.

Abstract

Indigenous peoples as state entities have constitutional rights that must be fulfilled. However, the existence of indigenous peoples today is still marginalized so they are not much involved in the administration of government. Departing from this empirical phenomenon, this study aims to describe the recognition of indigenous peoples' rights and the village government's strategy in implementing the recognition of indigenous peoples' rights. This study uses a qualitative approach with sources of information from the village government, traditional leaders, and the local government of Kampar Regency. From this research, it is found that the rights of indigenous peoples are recognized in the form of (1) having autonomous rights over their customary communities; (2) the right to manage their ulayat; (3) the right to develop and preserve their customs. Meanwhile, the village government's strategy in implementing the rights and recognition of indigenous peoples is to collaborate with traditional institutions in the administration of government and the implementation of economic, social, political, and cultural life. This study concludes that the democratization process has brought positive changes to the recognition and protection of indigenous peoples' rights.
