Abstract

The Indonesian Government through a Ministry of Culture and Education as well as a Ministry of Religions released a Teacher Certification Program in 2007. One side, the program has responded well to improve the quality of teachers’ prosperity by providing them additional allowance as much as their monthly salary. However, on the other side, several isssues have been arisen in the field which questioning wether the program has met goals well or not. Those issues such as bad practice in preparing portfolios, financial matter and technical aspect in withdrawing a stipend, impact toward teachers’ teaching competency, and including lack of capacity development program after teachers were declared as certified teachers.  This is a qualitative research with approach of public policy analysis. The research focuses on a case study in two sub-disctricts in Aceh Besar by conductiong in-depth interviews with purposed key informants representing the schools and policy makers. The result of this research does not have intention to generalize condition throughout Aceh province but could be a critical findings responding on Teacher Certification Program. Abstract

ABSTRAK Penelitian ini dilatarbelakangi oleh rendahnya kemampuan untuk menemukan informasi penting dalam suatu teks bahasa inggris, hal itu berakibat pada rendahnya hasil belajar bahasa Inggris siswa kelas VIII SMPN 1 Dua Koto Pasaman. Penelitian ini bertujuan untuk membandingkan Kemampuan Membaca dengan menggunakan strategi 3-2-1 dan strategi Question Answer Relationship (QAR). Melalui penelitian eksperimen pada siswa kelas VIII  SMPN 1 Dua Koto Pasaman Tahun Pelajaran 2013/2014. Rancangan penelitian adalah pretest–postest dan bentuk tes yang digunakan adalah pilihan ganda berjumlah 50 butir soal dengan memiliki validitas isi.Hasil belajar siswa diolah dengan uji t menggunakan data postes siswa dengan indikator mengidentifikasi jenis teks. Analisis dilakukan dengan uji t satu pihak. Berdasarkan hasil analisis data dengan uji t diperoleh thitung = 2.63 > ttabel = 2.00, artinya hipotesis diterima pada tingkat kepercayaan 95%. Dapat disimpulkan bahwa kemampuan membaca siswa dengan penerapan strategi 3-2-1 lebih baik dibanding kemampuan membaca siswa dengan menerapkan strategi QAR pada kelas VIII SMPN 1 Dua Koto Pasaman  Tahun Pelajaran 2013/2014.

Abstract

Adapun tujuan dari penelitian ini adalah Untuk mengetahui bagaimana Peranan Kepemimpinan Dalam Pemberdayaan Pegawai di Badan Perencanaan dan Pembangunan Daerah Provinsi Sulawesi Tenggara. Metodologi penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif yang berusaha menggambarkan permasalahan sebagaimana adanya. Adapun yang menjadi informan dalam penelitian ini adalah  Kepala Badan Perencanaan dan Pembangunan Daerah, Sekertaris, Kabid, Kasubid dan staff pada Badan Perencanaan dan Pembangunan Daerah Provinsi Sulawesi Tenggara. Adapun teknik pengambilan sampel adalah menggunakan teknik pengambilan sample secara acak (random sampling) dari populasi Pegawai Negeri Sipil yang ada.Adapun hasil dari penelitian ini menunjukkan   bahwa Kepemimpinan pada Badan Perencanaan dan Pembangunan Daerah Provinsi Sulawesi Tenggara sudah berhasil melaksanakan pemberdayaan pegawai dengan efektif.  Hal  ini  dibuktikan  dengan  adanya  sistem  penempatan  pegawai  berdasarkan kriteria-kriteria yang objektif, sistem pengembangan pegawai yang dilaksanakan secara intens dan memperhatikan kemampuan pegawai serta sistem pemanfaatan pegawai yang memperhatikan kebutuhan dan  kondisi psikologi para pegawainya. Katakunci:peranan,kepemimpinan,dan pemberdayaan

Abstract

The purpose of this research was to find out how PT. IMS Company dealt with the communication crisis and how it maintain its reputation and stability during the pre and post crisis of former employees in the company. This research used a descriptive qualitative method with a semi-structured interview in collecting the required data by interviewing 6 people consisting of 1 employee of the HRD section of PT. Ima Montaz Sejahtera and 5 people from the employees and former employees of PT. Ima Montaz Sejahtera, The theory used in this research was Situational Communication Crisis Theory (SCCT).In selecting the informants; this researched used purposive sampling method. The results showed that the company did such as socialization on the employees affected by the company. The socialization consisted of an independent business training program and severance pay. Furthermore, the company also determined to the strengthen relationship among employees by beginning to cooperate and invest on the business that have been set up by former employees. Keywords: Corporate; Reputation; Crisis.
