Abstract

Regulation of the Ministry of Education, Culture, Research and Technology number 30 of 2021 or better known as PPKS is a regulation that was born on the rise of sexual violence on campus. The presence of PPKS invited a fierce and viral debate between the two sides, where the supporters stated that PPKS was the hope in alleviating cases of sexual violence on campus, while the contra called PPKS a controversial regulation because it could legalize free sex on campus. Analysis is needed to examine this problem. This study uses a combination of qualitative and quantitative methods, with samples taken at random to 100 students in 20 different campuses. The results of the research and analysis of the discussion show that philosophically many PPKS rules do not conflict with the Pancasila philosophy and the 1945 Constitution, sociologically PPKS gets a lot of support in academic circles but rejection among religious groups and juridically still found formal and material defects in the drafting process PPKS

Abstract

This study discusses related to Collaborative Governance in flood management in Tanjungsari Village, North Cikarang District. This study uses a qualitative method with the type of case study research. Data collection techniques were carried out by triangulation which included interviews, documentation and observations. Using the Collaborative Governance theory of Ansel and Gash which resulted in the finding that the initial condition that caused flooding in Tanjungsari Village, North Cikarang District, was the accumulation of garbage in Ulu River. Bekasi Regency BPBD has not been optimal in holding the main control in facilitative leadership, institutional design is still hampered in terms of legality and the Collaboration Process is considered not optimal enough, this can be seen from the collaboration with the private sector and the community who still only go through the long-distance communication process, then for cooperation with the PUPR service, there are still obstacles such as still not being able to find the right option for flood management.

Abstract

Tourism is often referred to as one of the keys to building a country's economy where currently many countries including Indonesia are trying to make the tourism sector one of the key sectors of economic development and help boost the country's foreign exchange. The Muara Village Government and Muara BUMDes made a tourism innovation, namely establishing a golden melon garden agrotourism. However, the potential of Golden Melon Agrotourism has not been fully developed to its full potential. There are several causes for the less than optimal development of agro-tourism, including the limited quality of human resources and the limited budget. The research was conducted to determine the strategy of the Muara village government in the development of agro-tourism. This research was conducted in Muara Village, Cilamaya Wetan District. Data was collected through observation, interviews and documentation. The data used in this study are primary data and secondary data. After obtaining the data, the researcher then analyzed the data, and the analytical methods used in this study were data reduction, data presentation and conclusion drawing. The results showed that the strategy carried out by the Muara Village government was still not optimal. This is seen through Kotten's theory where Kotten suggests that the types of strategies are divided into four, namely organizational strategy, program strategy, resource availability strategy and institutional strategy

Abstract

This study aims to determine and analyze collaborative governance in the management of Green Canyon Nature Tourism in Medalsari Village, Pangkalan District, Karawang Regency. In analyzing the author uses Ansel and Gash's collaborative governance theory which has four variable dimensions including initial conditions, institutional design, facilitative leadership and collaboration processes. This research is a descriptive qualitative type with data collection taken through the triangulation technique of interview, observation and documentation and then analyzed through three stages, namely reduction, presentation and conclusion drawing. The results of this study indicate that collaboration in the management of Green Canyon Nature tourism does not run optimally because of the lack of participation and knowledge of the actors involved, both public and private, and the government's role in initiating collaboration with the public and private sector is not visible.

Abstract

This study aims to examine and analyze the quality of public services at the Lemahabang District Office, Karawang Regency in Making Job Seeker Identity Cards (AK-1). This study uses the concept of a descriptive qualitative approach with triangulation of data collection which includes interviews, observations and documentation to then be analyzed using the Miles and Huberman model, namely reduction, presentation and conclusion drawing. The discussion of this research is reviewed in accordance with the principle of public services based on Public Service Standards according to (Decree of the Minister of PAN and RB number 63/KEP/M.PAN/7/2003 concerning General Guidelines for the Implementation of Public Services) which include service procedures, completion time, service costs , service products, facilities and infrastructure and competence of service officers. The results of the study indicate that it is still necessary to optimize the facilities and infrastructure sector where there must be additional computers, printers and repairs to the waiting room for the community. The rest of the making of the Job Seeker Identity Card (AK-1) carried out by Lemahabang District has been running according to the procedures determined by the Karawang Regency Manpower Service.

Abstract

In Law Number 6 of 2014 concerning Villages, Village-Owned Enterprises are business entities whose capital is wholly or most of the capital owned by the village through direct participation originating from village assets which are separated from managing assets, services, and other businesses for an amount of - the welfare of the village community. This BUMDes was established at the initiative of the community and/or village government to utilize all economic potential, natural resources, and human resources in the village in order to improve the welfare of the village community. The purpose of this study was to determine the existence, role and impact of BUMDes for the welfare of the village community. In this study, researchers used descriptive research methods with a qualitative approach. The focus in this research is BUMDes in the village, how the participation of the village community. The result of this study is that the role of BUMDes in Tanjungbaru village in improving community welfare in the economic field has not been realized due to the lack of community participation and the lack of contribution from BUMDes administrators in managing and developing BUMDes in Tanjungbaru village.

Abstract

Community participation is one of the important elements in determining the success or failure of the development goals of an area can be achieved or vice versa. However, the active participation of the community has not been fully implemented at every stage of development in an area. The research method used in this study is a qualitative method that focuses on meaning, in-depth analysis and interpretation of researchers as research instruments. This study uses a descriptive approach because this study analyzes and describes social problems, namely how the role of community participation in development in Sarimulya Village, Kota Baru District, Karawang Regency. From the results of research that has been carried out, the participation of the people of Sarimulya Village in terms of decision making, implementation of development, and taking benefits can be said to be quite good. However, in terms of evaluating the development of community participation, it can be said that it is not good enough because the community is not directly involved in village evaluation meetings.

Abstract

This study aims to identify and analyze the implementation of the village financial system (Siskeudes) on village financial management in Mekarmulya Village, Telukjambe Barat District, Karawang Regency. This research is a type of qualitative research by collecting data through interviews, observation, and documentation as well as literature studies. The informant in our study was the Head of Mekarmulya Village Finance, Mr. Darma. Based on the research results, the implementation of the Siskeudes in Mekarmulya Village was first implemented in 2017 and began to be used in 2019. The implementation of the Siskeudes in Mekarmulya Village is considered to be quite good in terms of utilization and transparency of village finances. But behind that, there are still some obstacles in its implementation, namely inadequate facilities and infrastructure such as a lack of supplies of laptops and internet facilities which sometimes run slowly. Input from the siskeudes application is in the form of data that is entered, namely planning, budgeting, administration, and bookkeeping data. While the output of the Siskeudes application is in charge of making reports of programs that have been run by the Village Government of Mekarmulya for one full year. Overall, the implementation of the Siskeudes in Mekarmulya Village, Karawang Regency has been considered quite good, although there are still some deficiencies that must be fixed and considered.

Abstract

This study aims to determine and analyze the Implementation of Community Based Tourism in Creating Village Independence (Case Study of Cibitung Tourism Village, Ciater District, Subang Regency). The theory used in this study is the principles of implementing Community Based Tourism which consists of Economic Principles, Social Principles, Cultural Principles, Environmental Principles, and Political Principles. The method in this research is descriptive qualitative. Data collection techniques were carried out through interviews, observation and documentation, then the data were analyzed using the concept of data analysis which includes data reduction, data presentation and drawing conclusions. The results and discussion show that the implementation of Community Based Tourism in Cibitung Tourism Village in economic principles shows good results with an increase in income from the community, social principles also lead to good things because there is community pride in Cibitung Tourism Village, then the cultural principle does not run smoothly. optimal given the lack of massive information on several social media pages and print media, the environmental principles of the Cibitung Tourism Village use the Ecovillage concept and political principles, it is found that there is apathy from the government which has minimal implementation of policies that can be self-reliant for people who are able to manage the Cibitung Tourism Village tourism industry
