Abstract

To achieve the success of a development, community participation is an important aspect. Because participation is the participation of a person or group of people in an activity that is carried out consciously. Sustainability of development results will not succeed if it is not supported by the role of the community. In an empowerment program, community participation must cover the entire process from the initial stage to the final stage. Sastropoetro said that the process of participation or participation describes personal involvement in the form of: (1) the decision-making process; (2) determine the desired needs; and (3) directing and realizing the goals and priorities to be achieved. In this concept it means that the needs and desires of the community to be achieved can be the encouragement or willingness of the community to participate in an empowerment program. In principle, every empowerment carried out by the community must always be improved in quality according to the wishes of the client (community) under it, but in reality this is not the case. One way to improve the quality of empowerment is to fulfill public complaints.

Abstract

This study discusses the policy of the Department of Environment and Hygiene in providing welfare for workers who are included in the Freelance Daily Workers section or often known as THL. The theory used to analyze this problem using Wilan N Dunn's policy analysis includes information obtained, such as: Policy Problems, Policy Actions and Policy Results. The method used is descriptive qualitative with triangulation data collection techniques which include unstructured interviews, non-participant observations and documentation studies, then the data is analyzed through three stages which include reduction, presentation and conclusion drawing. The results of this study indicate that the quality of the performance of the institutions authorized to make policies, namely the Regional People's Representative Council and the DLHK has been said to be optimal. This can be seen from the performance indicators that have been carried out recently by DLHK which strives for THL Hygiene workers to be given welfare and the quantity of THL Hygiene performance has also been optimal.

Abstract

The Department of Population and Civil Registration of Karawang Regency is one of the Regional Apparatus Organizations in Karawang Regency which has the authority to administer Population Administration. This paper aims to describe the quality of public services organized by the Disdukcapil Karawang Regency in providing services for making electronic ID cards during the Covid-19 pandemic. This paper is analyzed using a qualitative method, the qualitative method emphasizes the problem aspects of the obstacle factors in the process of making an e-KTP during the Covid-19 pandemic, while the descriptive method is used to analyze the data that the author has obtained from the Disdukcapil Karawang Regency. Disdukcapil Karawang Regency as a service provider for the community is constrained during the Covid-19 pandemic situation. To analyze and determine the quality of population services during the Covid-19 pandemic, the authors collect data obtained through observation and interviews based on the dimensions of the quality of public services according to Zeithaml in Boediono (2003:114), namely, tangible (physical evidence), reliability (reliability), responsiveness (responsiveness), assurance (guarantee), and empathy (empathy). By using qualitative research methods, it is hoped that the authors will be able to produce data in the form of words or writings that are descriptive in nature in improving the quality of population administration services during the Covid-19 pandemic at the Disdukcapil, Karawang Regency.

Abstract

In the current era of democracy, every leader has his own character with a distinctive leadership style, as a country that adheres to a democratic system, the implementation of government administration is always required to comply with real democratic principles. But along the way, the development of democracy is colored by various systems that apply, one of which is guided democracy, a system that gives sovereignty to the people, but the decision is determined by the head of government or the president. This is in line with the concept put forward by Colin Crouch related to post-democracy that this condition is in line with the guided democracy system, namely the vagueness of public participation. This research uses qualitative methods and will provide a discussion of post-democracy in guided democracy.

Abstract

Gender Equality in the field of Legislative Representation is a discussion that still has gender gap problems in it. This research discusses the lack of women's participation in the legislative institutions of Karawang Regency, there is no movement of women's legislatures in women's rights and problems, community culture that still hinders the creation of equality for women. in the legislative field, then the role of the government and the problem of gaps in the quota of seats in the legislature by looking at the Gender Mainstreaming (PUG) program. So that it aims to find out the results of these problems and the solutions that need to be confirmed by the Harvard Gender Analysis method. This research uses descriptive qualitative method prioritizing secondary data with literature study techniques.

Abstract

This study aims to examine and analyze the implementation of Complete Systematic Land Registration (PTSL) as an effort to accelerate land registration in Bekasi City. The theory used as a tool for analysis is the implementation theory of Van Meter and Van Horn. The method used is descriptive qualitative with data collection techniques carried out through observation, interviews and documentation then the data is analyzed with three stages namely reduction, presentation and drawing conclusions. The results of the research and discussion show that from 2018 to 2022 BPN Bekasi City has a target of 107,000 PTSL. The BPN invites the participation of sub-district administrators in collaboration with the implementation team for accelerating PTSL registration. The skills or attitudes of BPN Bekasi City employees are somewhat lacking in discipline due to late attendance, but communication between employees is built quite well because it is based on the principle of kinship. The emergence of illegal extortion activities (pungli) carried out by irresponsible individuals in the PTSL program in Bekasi City
