Abstract

Secara kultural masyarakat desa di Madura merupakan bagian utuh dari kesa-tuan komunitas sosial masyarakat Madura yang memiliki ciri-ciri kultural dan ka-rakteristik yang spesifik. Bagi masyarakat Madura proses pemilihan kepala desa bukan sekedar proses pemenuhan syarat legalitas pemilihan pimpinan formal desa melalui prosedur demokratis sesuai dengan aturan yang berlaku, melainkan memiliki makna yang lebih luas. Kyai merupakan salah satu pemimpin lokal informal yang paling berpengaruh bagi masyarakatnya, disamping pemimpin lokal informal yang lain seperti tokoh adat, tokoh masyarakat, dan elit-elit lokal yang lain. Kegiatan penelitian ini dilakukan di Desa Larangan Luar, Kabupaten Pamekasan. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif dan pengukurannya menggunakan skala likert. Hasil pengukuran peran Kyai sebagai pemimpin lokal dalam pelaksanaan pembangunan Desa Larangan Luar menunjukkan bahwa peran Kyai termasuk kategori cukup.Abstract : Culturally, the village community in Madura is an integral part of the unity of the Madurese social community which has specific cultural and characteristic. For the Madurese community, the village head election process is not just a process of fulfilling the legality requirements of the formal village leadership election through democratic procedures in accordance with applicable regulations, but has a broader meaning. Kyai is considered as one of the most influential informal local leader for the community that can be a role in process of forming awareness, attitudes and behavior. This research was conducted at Larangan Luar Village, Pamekasan. In collecting the data, quantitative method and likert scale were used in this research. The result of this study showed that the role of Kyai in the implementation of Development at Larangan Luar village was considered moderately important

Abstract

The problem with salt farmers in Lembung Village is the income level of salt farmers and the lack of support from the government concerned in developing the empowerment of the salt industry. In addition, salt farmers have many difficulties such as capital, weather, fluctuating salt prices, income that does not meet their needs, and lack of support such as training to develop the salt industry. Even though the potential for salt in Pamekasan and especially in Lembung Village, Galis District is very large, it should be developed even better so that it can increase the income of salt farmers. The purpose of this study was to determine the Empowerment of Salt Farmers through the People's Salt Business Empowerment Program (PUGAR) in Lembung Village, Galis District. The theory used in this study uses the theory of Kieffer in Edi Suharto (2014) namely Enabling, Strengthening, Protecting, Supporting, and Maintaining. The reason for using this theory is because the implementation of the process and the achievement of empowerment goals are achieved through the application of empowerment from this theory. The type of research used in this research is qualitative research. Data collection techniques were carried out through interviews, and documents. The government should, through the Fisheries Service, really empower the Salt Farmers of Lembung Village, considering its huge potential. In addition, the government through the Department of Fisheries pays serious attention to farmers in fostering and assisting farmers in the process of their business continuity.

Abstract

The service innovation "Halo Pemustaka" is a free pick-up and borrowing service organized by the Pamekasan Regency Library and Archives Service. This study aims to find out how the service innovation "Halo Pemustaka" is implemented to the community. The indicators used are service innovations, namely, saving time, increasing productivity, increasing efficiency, creating convenience and reducing risk. This research uses descriptive qualitative research method. Data collection techniques using documentation, observation, and interviews. Analyzing the data is based on three steps, namely data condensation, data presentation, and conclusion drawing and verification. The results of this study are considered good based on the following indicator aspects: (a) Save time, users can borrow books from home, (b) Increase productivity, service innovation "Halo Pemustaka is declared productive as seen from the enthusiasm of users who increase every month, (c) Increase Efficiency, User saves more energy and transportation costs, (d) Improves convenience, access to service innovation applications "Halo Pemustaka is considered easy and fast, (e) Reduces risk, service innovation "Halo Pemustaka" provides solutions to reduce the risk of corona virus transmission. The "Halo Pemustaka" service innovation carried out by the government through the Pamekasan Regency Library and Archives Service during the Covid-19 pandemic was considered good enough for users but still needs to be improved from every existing service indicator to be even better in the future.

Abstract

The aim of this research is to determine the dynamics of community participation in out-of-school education in the case of the Mandhala Senom Education Village by trying to capture the extent of community awareness to educate their children. Apart from that, it will examine the extent of Mandhala Senom's contribution to awareness of children's education. The qualitative method is used through a descriptive approach as a basis for describing and analyzing community participation using theory according to Theresia (2018) which consists of four indicators, namely participation in decision making, participation in implementing activities, participation in enjoying the results, participation in evaluation. Furthermore, the problem of community participation in the development of out-of-school education was identified by conducting in-depth interviews with Mandhala Senom Volunteers and the surrounding community, especially in East Barurambat. Based on the results of the research and discussion, it can be concluded that community participation is going well.
