Abstract

This research was conducted in the village of Pulau Sembilan, Pangkalan Susu Subdistrict, Langkat. The purpose of this study was to determine whether or not the Langkat Regent's Regulation No. 4 of 2021 in order to improve health discipline in Pulau Sembilan Village has been implemented. The type of research used is descriptive method with qualitative data processing, namely the method used to dissect a phenomenon and event and describe it in the form of sentences and language based on the findings in the field. Based on the results of the research that has been carried out, it is known that the Langkat Regent's Regulation Number 4 of 2021 has been implemented but has not been fully optimal. This can be seen based on the categorization of research such as the existence of actions in achieving goals that have not been carried out optimally due to the lack of actions and programs carried out by the Pulau Sembilan village government in improving health discipline, the interaction between the government and the community in the form of education and socialization but so far it has not produced results. as expected, the implementation of administrative activities in the form of planning and implementing work procedures although it is still not efficient, the existence of sanctions given by the Pulau Sembilan village government to people who violate the health protocol policy rules even though it is only in the form of giving a warning. The obstacle to improving the health discipline of the Pulau Sembilan village community so far is the lack of firmness by the Pulau Sembilan village government in giving sanctions to violators of the rules in an effort to improve health discipline and a sense of the importance of maintaining health from within the community

Abstract

This research was conducted in Padang Bulan village, Kec. Kotanopan, Kab.Mandailing Natal. The purpose of this study was to find out how the implementation of the Mandailing Natal Regent Regulation Number 7 of 2016 in the context of developing community entrepreneurs in Padang Bulan village, Kotanopan sub-district. The type of research used is a descriptive method with qualitative data analysis, namely the method used to dissect a phenomenon and event by describing it into sentences and language based on the findings in the field. Based on the results of the research that the author did, it is known that the Mandailing Natal Regent Regulation Number 7 of 2016 in the Context of Community Entrepreneurial Development in Padang Bulan Village, Kotanopan District has been implemented but not optimally. This can be seen through research categorizations such as the program being implemented but not yet optimal due to the Covid-19 pandemic. the current target to be achieved by the government has made efforts to approach and interact with the community in collaboration and cooperation in improving entrepreneurial development. However, this is hampered by the Covid-19 virus that has hit Indonesia, which has paralyzed all social activities, and the supervision of policies issued. Currently, the supervision carried out by the village government and in collaboration with other institutions has been carried out. This supervision is carried out from material production to product marketing. However, in the field there are still many business units that still need special attention and handling from the related units because there is still a lack of concern for entrepreneurial development in Padang Bulan village but supervision in the village is still weak, there is interaction between the village government and the community so far the government The village has carried out socialization and counseling activities in terms of developing community entrepreneurship. However, this activity did not last long, due to the Covid-19 pandemic.

Abstract

The purpose of this study is to find out the extent of understanding and awareness of MSME actors regarding the importance of obtaining halal certificates for the products they produce. This is in line with government policy which requires halal certificates for products to be distributed in Indonesia. The implementation of obtaining halal certificates for this product is unknown due to several reasons, including: lack of information obtained due to lack of socialization, training and assistance in obtaining halal certification for MSMEs in North Sumatra Province have not been carried out. Basically, the halal certification program for products produced by MSMEs is very important as an acknowledgment of the halalness of a product issued by the Halal Product Guarantee Agency (BPJPH) based on a written halal fatwa issued by the Indonesian Ulema Council (MUI). In addition, it must be realized that every halal certification issued is a form of government protection for Muslim consumers in this country. The research method used is descriptive with a case study approach. The type of data analysis used is categorization data analysis to measure the variables studied. The results of this study indicate that the existing MSMEs have not received clear information regarding the management of halal certification, have not received intensive training and assistance in obtaining certificates and have not felt the need to administer halal certification for the products they produce
