Abstract

Abstract

Wheeling is a solution to the complexity of transmission network constructing problem. With the wheeling concept, a power plant owner can deliver electricity to its load without having to construct a transmission network. The owner of the power plant can utilize the transmission network belonging to other entities. The wheeling concept is an interesting thing in terms of increasing current renewable energy penetration. This is due to the construction of the transmission network, which is one of the obstacles in increasing renewable energy penetration. Fairness of wheeling costs is still one important topic. The discussion regarding wheeling costs emphasizes that the costs charged to each party involved can meet the fairness principle, which is in accordance with their respective contributions to the implementation of wheeling. Broadly speaking, research related to wheeling can be grouped into research for developing wheeling cost calculation methods and research for developing wheeling cost allocation methods. The development of the wheeling cost calculation method also includes the development of cost components that can be included in the cost calculation. This study summarizes the discussion of wheeling costs on three aspects, namely calculation methods, cost components, and cost allocation mechanisms.

Abstract

Power Wheeling is cooperation of using power system network that owned by a party to transmit power from an entity to other entity. Power Wheeling scheme has been implemented in Indonesia since ministry regulation about it has been published. Implementation of Power Wheeling on a system will influence existing system condition. This paper aims to identify the effect of Power Wheeling implementation on a power system in Indonesia, that is Barito System. The result from load flow analysis shows that implementation of power wheeling affectsignificantly on each substation voltage. Short circuit current increases after Power Wheeling implementation but still withinstandard limitation. Stability analysis also shows that system is in normal condition.

Abstract

The main problem of the implementation of Renewable Portfolio Standard (RPS) is due to its location away from the consumer. One solution to these problems is the implementation of the Pemanfaatan Bersama Jaringan Distribusi (PBJD). This study aims to analyze the economic aspects of the use of PBJD in the application of the RPS, the determination of the transmission cost. The cost allocation methods used in this paper are MVA-KM method and Unused Transmission Capacity method with Absolute, Reverse and Dominant approach.

Abstract

Industrial and business sectors have big influence to gross domestic product in some regions (GDP). Beside that, GDP is influenced by electricity consumption. That statement is the reason why value of loss load (VOLL) had to be calculated. This research calculates VOLL for getting the value of outage cost, efficiency and productivity industrial and business sector in each Area Pengaturan Beban (APB) and in entire Java-Bali region. VOLL is calculated by macroeconomic analysis because this method has more time efficiency than survey analysis. VOLL forecasting in 2016-2023 are calculated too in this research. After that, the outage cost forecasting in hierarchical level 1 (HL 1) can be gotten if expected energy not supplied (EENS) from HL 1 is calculated. Before EENS calculation is held, analysis of another reliability indices such as loss of load expectation (LOLE) and loss of load probability (LOLP) were calculated. The calculation results show that VOLL in 2017 is 35,100.67 Rp/kWh and EENS in HL 1 is 7.25 MWh. Total outage cost from calculation is 289 million rupiahs.

Abstract

Unit Commitment or generator scheduling is one of complex combination issues aiming to obtain the cheapest generating power total costs. Ant Colony Optimization is proposed as a method to solve Unit Commitment issues because it has a better result convergence according to one of journals that reviews methods to solve Unit Commitment issues. Ant Colony Optimization modification into Nodal Ant Colony Optimization as well as addition of several elements are also conducted to overcome Ant Colony Optimization limitations in resolving Unit Commitment issues. Nodal Ant Colony Optimization simulations are then compared with Genetic Algorithm and Simulated Annealing methods which previously has similar simulations. Reliability index combination in a form of Loss of Load Probability and Expected Unserved Energy are also added as reliability constraints in the system. Comparison of three methods shows that Nodal Ant Colony Optimization is able to provide better results up to 0.08% cheaper than Genetic Algorithm or Simulated Annealing methods.
