Abstract

Penelitian ini bertujuan untuk untuk mendeskripsikan dan mengevaluasi pelaksanaan Pengarusutamaan Gender (PUG) di Kota Pekanbaru. Penelitian ini menggunakan pendekatan deskriptif kualitatif untuk mengevaluasi penyelenggaraan PUG Kota Pekanbaru berdasarkan Peraturan Menteri Pemberdayaan Perempuan dan Perlindungan Anak Nomor 7 Tahun 2018  . Teknik pengumpulan data dilakukan dengan studi dokumentasi dan wawancara mendalam. Untuk menguji keabsahan dan validitas data digunakan teknik triangulasi sumberdata dan triangulasi teknik. Teknik analisis data dilakukan dengan cara reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan Capaian indikator pembangunan gender di Kota Pekanbaru baik dari Indeks Pembangunan Manusia (IPM) dan Indeks Pembangunan Gender (IPG) sudah berada di atas level nasional dan provinsi namun dari Indeks Disparitas Gender (IDG) masih perlu menjadi perhatian pemerintah. Selanjutnya berdasarkan Peraturan Menteri Pemberdayaan Perempuan dan Perlindungan Anak Nomor 7 Tahun 2018, Pemerintah Kota Pekanbaru telah memenuhi syarat kelembagaan PUG namun hasilnya belum optimal. Hambatan yang dihadapi dalam pelaksanaan PUG yaitu belum kuatnya regulasi yang mengatur pelaksanaan Gender serta masih lemahnya komitmen pimpinan OPD untuk melaksanakan PUG. Penelitian ini merekomendasikan perlunya menetapkan Peraturan Daerah tentang PUG, mendorong munculnya Inovasi – inovasi mendukung PUG dan penguatan sumberdaya baik SDM dan anggaran.This study aims to describe and evaluate the implementation of Gender Mainstreaming (PUG) in Pekanbaru City. This study uses a qualitative descriptive approach to evaluate the implementation of PUG in Pekanbaru City based on the Minister of Women's Empowerment and Child Protection Regulation Number 7 of 2018. Data collection techniques were carried out with documentation studies and in-depth interviews. To test the validity and validity of the data used data source triangulation techniques and triangulation techniques. The data analysis technique was carried out through data reduction, data presentation, and concluding. The results showed that the achievement of gender development indicators in Pekanbaru City, both from the Human Development Index (IPM) and the Gender Development Index (GIP) were already above the national and provincial levels, but the Gender Disparity Index (IDG) still needed the government's attention. Furthermore, based on the Regulation of the Minister of Women's Empowerment and Child Protection Number 7 of 2018, the Pekanbaru City Government has fulfilled the PUG institutional requirements but the results have not been optimal. The obstacles faced in the implementation of PUG are the lack of strong regulations governing the implementation of Gender and the weak commitment of OPD leaders to implement PUG. This study recommends the need to stipulate a Regional Regulation on PUG, encourage the emergence of innovations to support PUG, and strengthen resources, both human resources and budget.

Abstract

Abstract: This study aims to evaluate the implementation of self-isolation in local government isolation facilities based on the perception of Covid-19 in Pekanbaru City. This research combines quantitative and qualitative research methods with sequential explanatory research. The quantitative method uses online surveys while the qualitative method uses documentation studies, in-depth interviews, and observations. Analysis of quantitative data was carried out using descriptive statistical analysis in the form of frequency tables and graphs. Qualitative analysis was carried out through data collection, data reduction, data presentation, and conclusion. Qualitative analysis is intended to explain the results of quantitative analysis. The results of the study found that there are infrastructures of local government isolation facilities that still need to be improved, namely: entertainment and internet facilities, sports and waste management, and infectious waste. Most of the respondents assessed that the service at the local government isolation facilities was very good (62.71%) but the fulfillment of patient needs for data and internet was 42.37%) and entertainment (66.10%) was still not good. Implementation of self-isolation at the local government facilities is influenced by community participation and compliance, enforcement of sanctions, financial support, availability of facilities, data, and information, and coordination between relevant stakeholders. Based on these findings, this study recommends several things, including improvement of infrastructure in the local government self-isolation facilities, the availability of government support for self-isolation patients, both financial and non-financial, strengthening coordination between the COVID-19 Task Force, and improving the quality of data and information.

Abstract

Home isolation is the last alternative to overcome the COVID-19 outbreak if the lack of capacity health service centers and isolation facilities are limited. However, in its implementation, home isolation is considered ineffective and even increases the transmission of the COVID-19 outbreak. This study aims to determine the implementation of home isolation of confirmed COVID-19 patients in Pekanbaru City. This study used a mixed-method with a sequential explanatory type, namely conducting quantitative research first, followed by qualitative research to explain the results obtained from quantitative research. The study found that home isolation was not optimal because it was a risk of family member transmission, limited monitoring, and weak financial support. This study recommends the need for financial and material support for self-isolated patients from the government, strengthening coordination between stakeholders related to COVID-19, improving data and information quality, and using monitoring based applications. Abstrak Isolasi mandiri (isoman) di rumah merupakan alternatif terakhir upaya penanggulangan wabah COVID-19 jika kapasitas pusat layanan kesehatan dan fasilitas isoman yang tersedia terbatas. Namun, dalam pelaksanaannya isoman dinilai tidak efektif bahkan meningkatkan penularan wabah COVID-19. Penelitian ini bertujuan untuk mengetahui pelaksanaan isoman di rumah pasien terkonfirmasi COVID-19 di Kota Pekanbaru. Penelitian ini menggunakan metode campuran dengan jenis eksplanatoris sekuensial. Metode kuantitatif survey online yang didukung oleh data kualitatif menggunakan studi dokumentasi, wawancara mendalam, dan observasi. Hasil analisis data kuantitatif dalam bentuk tabel atau grafik didukung dengan analisis kualitatif dalam bentuk narasi dan dokumentasi. Hasil penelitian menemukan bahwa pelaksanaan isoman di rumah masih belum optimal dilakukan karena rentan dengan risiko penularan anggota keluarga, terbatasnya pemantauan petugas baik terhadap kondisi kesehatan pasien maupun kepatuhan pasien isoman serta lemahnya dukungan finansial bagi pasien isoman. Penelitian ini merekomendasikan perlunya dukungan finansial dan material dari pemerintah terhadap pasien isoman, penguatan koordinasi antar stakeholders terkait COVID-19, peningkatan kualitas data dan informasi serta penggunaan sistem pemantauan yang berbasis aplikasi.

Abstract

Penelitian ini bertujuan untuk menganalisis biaya subsidi dan peluang implementasi Buy the Service (BTS) untuk Bus Rapid Transit (BRT) di Kota Padang Panjang. Penelitian ini menggunakan metode kuantitatif dengan pendekatan deskriptif. Pengumpulan data primer meliputi observasi dan penyebaran kuesioner kepada responden pengguna angkutan umum dan non angkutan umum. Informasi yang diperoleh dari penyebaran kuesioner adalah asal tujuan, karakteristik perilaku angkutan umum, dan kemauan membayar masyarakat terhadap moda angkutan umum yang mengikuti standar pelayanan angkutan umum. Biaya operasional kendaraan umum diperoleh dari hasil survey biaya pokok angkutan umum yang terdiri dari biaya langsung dan tidak langsung. Hasil penelitian ini merumuskan 3 (tiga) skenario lintasan jalur utama dan analisis biaya penyelenggaraan BTS yang memenuhi Standar Pelayanan Minimal (SPM). Estimasi biaya subsidi untuk implementasi BTS di tiga koridor utama adalah 10,09 miliar, dengan biaya subsidi tertinggi berada di koridor 1 yaitu sebesar 4,41 miliar namun memiliki headway yang lebih kecil dibandingkan dua koridor lainnya. Hasil penelitian ini juga merekomendasikan perlunya sosialisasi secara terus menerus kepada masyarakat terkait kemudahan dan kenyamanan penggunaan BRT serta penyamaan persepsi antara pemerintah daerah dan operator terkait mekanisme pemberian subsidi BRT.
