Abstract

Village Fund Management must be done orderly because budgetary fund accepted by the village in the form of village fund is the very large amount. The rule about management of village finances including the village fund, as arranged in minister of domestic affairs no.113 of year 2014 about management of village finances, this is done to ensure controlling the village finances not inside “One Hand”, but inside in one team, with the manage system expected can be ensure from the happen of deviation. Furthermore, regulation of the Minister of Village number 21 of 2015 regarding the determination of the priority of the use of village funds in 2016, it aims to determine the program and activities for the implementation of the implementation of the authority of the right of origin and the local authority of the village scale funded by the Village Fund as a reference for the district / in compiling technical guidelines for the use of the Village Fund, and as a reference for the government in monitoring and evaluating the implementation of the use of the Village Fund.This research was done at Sungai Ara village Kecamatan Pelalawan Kabupaten Pelalawan. The method of this research was qualitative. The technique to collect the data was used by interview and documentation with the analyzed data which done by descriptively. This research to review management of the village fund which done by government at Sungai Ara and implement the principles of the village financial management as well as the settlement from obstacle within management village fund at Sungai Ara of year 2016.The result of this research indicate the management village fund at Sungai Ara of year 2016, has not been implemented effectively and efficiently, proved on year 2016 all of the implementation in construction the village not implemented accordance planning that done which caused the road cannot used by society, and also other obstacle such as less of understand about tupoksi as village government, less of communication and transparency to society.Keyword : Management, Village fund, Management of Village Fund

Abstract

This research is aimed at,first,identifying the actors involvedin either directly or indirectlyas well as the actors’ interests in the effort of establishing Kepulauan Kundur District. Second,it is also aimed at identifyingthe actors dynamics that occur in the processof Kepulauan Kundur District’s establishment. The main problem in this research wasthe discrepancy between what had been planned and the implementation in reality in which it caused movementsthataffectedoneanother. It means that there were pros and conssituations regarding the territorial reform of Kundur District that causedsome dynamics. The writer used actor theory, politics elite, and dynamics concept as the literature reviews. The research used a qualitative method of a descriptive research. The data gathered in this research were primary and secondary data that were collected through interviews(with the informan who know and understand about thesubject matters), documentations, and observations.The result showed that:first, there were actors involved in the agenda with diffference interests regarding the establishment of Kepulauan Kundur District, including the ones who supportedthe territorial reform of Kepulauan Kundur District and the ones who did not. Second, the actors dynamics began when Moro Sub-district stated to stay in Karimun District territory hence caused the movements between the actors thataffected each other’s actions. The carried outactions taken by the actors were in different ways so that it seemed that the effort of Kundur’s territorial reform did not work well.Key words: Actor, Politics Elite, Actors Dynamics

Abstract

One of the organizers of public order and public order is the Civil Service Police Unit, abbreviated as Satpol PP. The task of Satpol PP in PP RI No. 16/2018 Regarding Satpol PP Article 4 has the task of enforcing Regional Regulations and organizing public order and public order and protection of the community. In Siak Regency Regional Regulation No. 37/2002 on Public Order Article 16 prohibits street vendors from selling on roads, parks, green lanes and public places. However, the facts in the field are that there are still many people who place objects or goods on the edge or side of public roads, whether for trading purposes or not for trading purposes, there is no control from the authorities (Satpol PP). The formulation of this research is how the Satpol PP implement the Siak Regency Regional Regulation No. 37/2002 on Public Order (Study of the Use of Road Bodies in Sabak Auh District, Siak Regency, 2019)? The purpose of this research is to analyze and describe the Satpol PP in implementing the Siak Regency regional regulation number 37/2002 concerning Public Order (Study on Utilization of Road Bodies in Sabak Auh District, Siak Regency, 2019). This research is a descriptive research type. Data collection techniques in this study used interviews, field observations and documentation. The data analysis technique uses the interactive model qualitative data analysis method. The findings that can be concluded are the implementation of the Siak Regency Regional Regulation Number 37 of 2002 concerning Public Order which is carried out by Satpol PP is considered to be less than optimal, this is based on the findings of research in the field, namely; 1) The community ignores these regional regulations even though Sapol PP has appealed to a ban on selling on the road, lacking Satpol PP personnel. 2) There are people who complain about the existence of street vendors who have the potential to cause congestion, there has been no change from the target recipient of the policy. 3) The types of social and environmental benefits, as well as the degree of change targeted by the regional regulation, have not been maximally felt by the community. 4) The strategy has no significant impact and the Satpol PP's lack of commitment in implementing the regional regulation. Keywords: Policy Implementation, Street Vendors, Satpol PP, Merille S. Abstract

Problems that occur by monitoring the implementation of the Office of Surveillance and Customs and Excise ( KPPBC ) Type Madya B Dumai namely the lack of customs employees, this not optimal control KPPBC TMP B Dumai in export services both in the office and in the field such as the discovery of smuggling illegal goods and reduced foreign exchange in recent months. This type of research used in this research is descriptive qualitative approach . This research was conducted in Dumai where this area there are several official ports and harbors are still vulnerable people smuggling illegal goods. While the data collection by using the technique of interviewing informants were competent in their field as well as by direct observation in the field and documentation writers.This research found the smuggling of illegal goods from Malaysia and services provided by KPPBC TMP B Dumai to service users is still not optimal. Supervision Office of Surveillance and Customs and Excise Dumai in Export Services Framework is not maximized due to the implementation of effective oversight yet that is the size and standard of supervision is still weak, not maximum deviation assessment and correction work that is not running. Factors that hinder the implementation of supervision by KPPBC TMP B Dumai occur due to weak supervision in the field, a lack of human resources experts in the field of customs as well as wide area surveillance in Dumai. We recommend that the Office of Surveillance and Customs and Excise TMP B Dumai further increase the number of employees or officers of customs and excise in order to support the monitoring in KPPBC Dumai.Keywords : Surveillance , Office of Surveillance and Customs and Excise.

Abstract

Successful team must be set up with a good candidate determination of campaigners, target and analysis of community needs, how to compose messages that campaign as well as media selection and deployment of media effectively and efficiently. Successfully recruited a team of workers potentially amenable duties and functions. Internal consolidation campaign team is done by holding preparatory meetings before and during the campaign. The preparation includes strengthening party networks to the board on the Villages to Hamlet-Hamlet, preparation of witnesses in each polling station, monitoring the development of competitors in each village, and budgeting search campaign finance, media and techniques election campaign, as well as raising mass for the campaign. The more interesting the messages conveyed in the media, then the public would be interested anyway to listen or understand. communication techniques should be considered in the general election by using the mass media. Medium or forum is a vehicle is selected in the campaign. For the print media could be newspapers, magazines, leaflets, or flyers. Abstract

Development of Village Community Institutions (LKD) aims to improve communitycapacity in institutions, increase community participation in rural development, empowercommunities in all aspects of life, improve the welfare of the community and realize qualityfamilies. The Community Empowerment Institute (LPM) is a partner institution of the Villageand Sub-District Governments in the aspects of planning, implementation and control ofcommunity-based development. Abstract

The election of regent and vice regent arranged by 2004 contitution Number 32 about Regional Goverment, which is descripted by 2005 Government Law number 6 about election, ratification, assignment and dismissal of regent and vice regent, ordered to the Election elected by people directly. Succeeding Team have important role to make strategy to make win there candidate. Succeeding Team can be said as campaign team. Succeeding Team is the organization which is arranged with effectiveness and efficiency principle in accordance with the needs and measurable results. Then each candidate must be good at choosing a Succeeding team member. Succeeding Team members in regent election should be dominated by party members. However, for strategic positions of Succeeding team, candidate should throughly select all the members of the Succeeding team and party members. Because the determination of a Succeeding team is the beginning of success of regent candidate to win the election.The purpose of this research is to know the contribution of Suparman-Sukiman (SUSUKI) secceeding team in 2016 Rokan Hulu Regent Election and to know the obstacles of secceeding team. The research method used is descriptive qualitativ. The informants in this research is Head of secceeding team and the coornitor team of supporting party.Result of this research is secceeding team of Suparman-Sukiman (SUSUKI) has give contributed greatly in Rokan Hulu Regent Election, but there are some obstacles in the implementation of program is Rokan Hulu Regency have topographical condition that is so wide that access to the other villages is takes time and subtantial funds.Keywords: Contribution, Succeeding Team, Regent Election

Abstract

In order to overcome the garbage problem in Pekanbaru City, referring to Government Regulation No. 81/2012 on Household Waste Management and Garbage of Household Garbage, Minister of Environment Regulation No. 13/2012 on Guidelines for Reduce, Reuse and Recycle Implementation through Waste Bank, and Pekanbaru City Regulation No. 8 Year 2014 on Waste Management, Pekanbaru Municipal Government together with the community work together in implementing waste management in Pekanbaru City through the application of 3R method and the establishment of Bank Trash. However, the application of 3R method and the establishment of Waste Bank is still not effective in overcoming the garbage problem in Pekanbaru City. This is due to the lack of awareness and knowledge of the community to participate in waste management in Pekanbaru City through the Garbage Bank program. In this research, there are two problem formulation: "How is the waste management in Pekanbaru city through the garbage bank program of 2016 and what are the factors that hamper the waste management in Pekanbaru city through the garbage bank program of 2016". The research method used in this research is qualitative descriptive research method, where in this research the researcher tried to explain about the waste management in Pekanbaru City through the Garbage Bank program in 2016. Then the data collection techniques in this study using interview, observation and documentation data and facts related to research problems. Further data obtained from the research location will be processed and analyzed further by way of describing the facts that have been found from the location of the study.From the results of interviews to informants and based on the data and information obtained by researchers when doing research, it can be concluded that Garbage Management in Pekanbaru City Through Waste Bank Program Year 2016 which can be classified into 4 (four) aspects of the discussion, the Regulation Legislation Related to Waste Management and Formation of Garbage Banks, Establishment of Garbage Banks, Waste Bank Formation Mechanisms, and Waste Bank Operations. Furthermore, the impediments to the implementation of the Garbage Bank in Pekanbaru City in 2016 are the lack of socialization related to the Waste Bank program, the lack of budget in supporting the Bank Trash program, the lack of technical training related to Garbage Bank, Inadequate Bank Garbage Facilities and Infrastructure, Bank Waste program.Keywords: Waste Management, Waste Bank Program, Pekanbaru City

Abstract

After the implementation of regional autonomy and based on the laws of the local government, all central government employees who previously worked as a clerk in the center of the area assigned to each local government. One of the areas in the extract is a division of districts where the granting authority for a county / city to expand the sub-district / increase the number of sub-districts through the provision at the local level of government affairs under the authority of the village. Abstract

In act No. 2 of 2011 on political parties mention one of the functions of political parties is as a means of political education for members dan the public to become Indonesian citizens who are aware of their rights and obligations in society, nation and state. This means that all political parties in Indonesia have an obligation to educate the whole society, with materials that have been provided for in Act No. 2 of 2011 on political parties.This study aimed to describe the role of DPD NasDem Party in providing political education to the people in Pekanbaru city, and the factors inhibiting for political education. The method used is descriptive qualitative, data collection was done by interview and documentation. Sources of data obtained from DPD NasDem Party Pekanbaru, and futhermore, the data obtained from study site will be processed and analyzed further by way of outlining the facts which has been found from the study site.The results showed that DPD NasDem Party Pekanbaru had done political education to the general public, however, given the political education is not maximized. The several things that affect the political education so that political education was to be not optimal. The study recommends the need for change in providing political education to the people, good change of form of communication, material, and methods of implementation, in order to achieve the real goal of providing political education to the community.Keyword : political parties, Partai Nasional Demokrat (NasDem), and Political education
