Abstract

Permasalahan utama pemerintahan desa setelah lahirnya Undang-Undang Nomor 6 Tahun 2014 tentang Desa adalah rendahnya kualitas Sumber Daya Aparatur Pemerintah Desa, terutama pengetahuan dan kemampuannya dalam menyusun dokumen RPJMDes, RKPDes, dan APBDes secara benar. Penelitian ini menjelaskan Formulasi Kebijakan Penyusunan Perencanaan Pembangunan Jangka Menengah (RPJM) Desa Sungai Ambawang Kuala Kecamatan Sungai Ambawang Kabupaten Kubu Raya. Tujuan penelitian ini adalah untuk menjelaskan: (1) kualitas Aparatur Pemerintahan Desa Sungai Ambawang Kuala dalam formulasi penyusunan RPJM Desa Sungai Ambawang Kuala. (2) formulasi penyusunan RPJM Desa Sungai Ambawang Kuala, dan (3) kendala-kendala dalam formulasi penyusunan RPJM Desa Sungai Ambawang Kuala. Hasil temuan dari penelitian ini adalah: Pertama, kualitas Sumber Daya Manusia Aparatur Pemerintahan Desa dalam Formulasi Penyusunan RPJM Desa Sungai Ambawang Kuala dari segi pengetahuan dan keterampilannya masih rendah; dan dari Segi kualitas pelayanan pada aspek assurance, tangibles, empathy dan responsivitas sudah cukup baik, sedangkan aspek reability masih kurang. Kedua, Formulasi penyusunan RPJM Desa Sungai Ambawang Kuala masih kurang, tahapan penyusunan RPJMDes tidak dilaksanakan secara partisipatif dan outputnya belum maksimal; dan Ketiga, kendala-kendala dalam formulasi penyusunan RPJM Desa Sungai Ambawang Kuala disebabkan karena kendala eksternal dan kendala internal.

Abstract

The purpose of this study is to explain whether the plan to change the status of Teluk Kapuas village into kelurahan in district of Sungai Raya Kabupaten Kubu Raya is feasible and meets the requirements in terms of philosophical, sociological and juridical aspects. The research method used in this research is Descriptive method with normative and empirical juridical approach by using secondary data and primary data which analyzed qualitatively. Methods of data collection from this study are interviews, observations, and documentation studies in the form of proposals of pemekaran desa and others. Techniques to establish data validity are: credibility, transferability, dependability, and confirmability. Data analysis technique used in this research is data analysis technique model of Miles and Hubberman that is data reduction, display data and withdrawal conclusion. The results showed that: the philosophical, sociological, and jurisdiction of Teluk Kapuas Village based on the requirements established by Law no. 6/2014 on the Village and administrative requirements set forth in the Minister of Home Affairs Regulation no. 1/2017 on Village Arrangement has been fulfilled and deserves to change status to kelurahan

Abstract

The formation of regional devices based on the potential of region has set to the affairs of concurrent government and the elements of support in the certainty of PP No. 18/2017 about of regional devices. The policy implementation The formation of regional devices of Singkawang City Govermment from the communication aspect, community parcipation with compositation of regional devices have to good run. But need to improvement the human resources is not smooth and own technical capability. The ASOCA approach results of three strategy of fhe formation of regional devices, including: the positation admissing with merit system; raising of managerial skill; and raising of supervision, creation and coordinstion based culture for upgrade of aparatus performance.

Abstract

This articulation tries to expose the crisis about the smoke disaster in Indonesia which can exacerbate political relations between the Indonesia-Malaysia countries. This is important because the government and the people of Indonesia are often trapped in various problems that are actually simple. However, due to political miscommunication between countries coupled with the lack of coordination between bureaucracies, the problem that is actually simple is actually growing and complex.

Abstract

The COVID-19 pandemic has forced this nation to change attitudes and see things in different ways. All sectors in the country are not able to produce optimally, both the service sector and the field sector. However, the safety of the entire citizenry must be pursued even in difficult times. The role of academics in helping the government fight the COVID-19 pandemic is to share their thoughts in the fight against the pandemic. One of the things that can be done is to help the government disseminate Regulations Regional West Nusa Tenggara Province Number 7 the Year 2020 About the Infectious Diseases Control and provide thoughts on anticipatory and preventive measures for COVID-19.

Abstract

NTB has a high number of cases of early marriage, reaching 56.07% in 2018-2019. To support program independence and women's competitiveness in Gemel Village, Central Lombok District, the community established a Women's Empowerment School as the Head of the Family. This study aims to determine the inconsistency of sustainable women's empowerment programs in Gemel Village, Central Lombok Regency; know the community's efforts to overcome program inconsistencies; and explain innovations to support sustainable women's empowerment programs at PEKKA schools in Gemel Village, Central Lombok Regency. This study uses a descriptive method with an inductive approach. The results of the study indicate that there are women's empowerment programs that are unsustainable or inconsistent due to the cessation of assistance from the government or partnership projects between the governments of Indonesia and Australia. Regions to be involved in sustainable women empowerment. The innovation has been made in developing a PEKKA-friendly website for outreach and information with PEKKA stakeholders and the government.

Abstract

Abstract. Garbage, especially in urban areas, is a complicated problem. There are so many problems that arise due to mismanagement of waste, ranging from social, environmental to health problems. So the purpose of this study is to provide learning to build awareness of the environment and law enforcement on waste affairs. This research uses descriptive research method with qualitative approach. Data collection method with interviews, observations and literature studies. (1) The waste problem is complex. Environmental crises and disasters, including waste in them, are carried out with relationship patterns that prioritize dominance towards values and behaviors that prioritize conservation, cooperation, and emphasize the quality of relationship patterns that respect each other, complement and maintain environmental sustainability. (2) Strict law enforcement by establishing Waste Bylaws and Regional Waste Agencies. (3) Community-based waste management can be of economic value with innovation and creation that can benefit from the future. Keywords: learning, management, innovation, waste

Abstract

Penelitian ini bermaksud untuk menganalisis Implementasi Kebijakan Penanganan Gempa Lombok 2018 di Provinsi Nusa Tenggara Barat. Berdasarkan Peraturan Daerah Nomor 9 Tahun 2014 tentang Penanggulangan Bencana, penanganan gempa Lombok 2018 masih belum optimal dengan banyaknya korban jiwa yang meninggal, dan rusaknya infrastruktur rumah, sarana ibadah, sarana kesehatan, sarana pendidikan, sarana ekonomi, gedung perkantoran, jembatan, tanggul, pertokoan dan sebagainya. Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan publik dari M.S Grindle (1980) tentang isi dan konteks kebijakan. Hasil penelitian menunjukkan: 1) implementasi kebijakan Penanganan Gempa Lombok Tahun 2018 Provinsi Nusa Tenggara Barat berdasarkan Peraturan Daerah Nomor 9 Tahun 2014 telah memuat ketentuan yang dapat mendorong pemenuhan enam target secara optimal, namun dalam pelaksanaannya, beberapa target belum dapat dilaksanakan secara optimal. 2) Model implementasi kebijakan yang direkomendasikan adalah menggunakan model implementasi Interaktion Social Responsibility (ISR) yang disebut "Reality Mecure Model" dalam implementasi kebijakan penanganan gempa Lombok 2018. Abstract

Latar belakang penelitian ini didukung oleh beberapa penelitian terdahulu yang menunjukkan adanya pelanggaran terhadap penyelenggaraan reklame di berbagai wilayah, termasuk di Kabupaten Kampar. Penelitian ini bertujuan untuk mengetahui pelaksanaan pengawasan terhadap penertiban pemasangan reklame oleh Satuan Polisi Pamong Praja di Kabupaten Kampar Provinsi Riau dalam melaksanakan pengawasan terhadap penertiban pemasangan reklame di Kabupaten Kampar Provinsi Riau. Metode yang digunakan ialah deskriptif kualitatif dengan pendekatan induktif. Hasil temuan menunjukkan bahwa pelaksanaan pengawasan dan penertiban pemasangan reklame di Kabupaten Kampar telah berjalan dengan baik, namun masih belum optimal karena terdapat beberapa kekurangan. Keberhasilan tersebut dapat dilihat dari adanya Standar Operasional Prosedur (SOP) yang jelas dalam penertiban reklame, pelaksanaan waktu dan lokasi penertiban yang terjadwal, serta observasi dan inspeksi yang berjalan teratur. Selain itu, evaluasi pelaksanaan secara rutin dilakukan, dan tindakan koreksi berupa sanksi dan retribusi telah diberlakukan terhadap pelanggar penyelenggaraan reklame. Baik penertiban langsung maupun tidak langsung telah dilaksanakan dengan baik. Berdasarkan hasil penelitian dapat disimpulkan bahwa Pelaksanaan pengawasan penertiban pemasangan reklame di Kabupaten Kampar Provinsi Riau masih belum maksimal. Satuan Polisi Pamong Praja Kabupaten Kampar telah memiliki SOP yang jelas serta jadwal yang baik, namun untuk sarana serta sumber daya manusia masih sangat terbatas. Untuk pelaksanaan evaluasi terhadap penertiban reklame dilakukan dengan tegas lewat pemberian tindakan koreksi berupa sanksi dan retribusi bagi pelanggar penyelenggara reklame di Kabupaten Kampar.
