Abstract

Cooperation between regions in France (intercommunalité) has been known since 1890. Laws bringing a big influence on the development of cooperation between regions is The Chevènement Act 1999. This law permits the implementation of territorialisation of economic development by Urban Community (Communauté Urbaine) of Grand Lyon in Val de Saône, Lyon. We examine how the territorialisation process of economic development in Val de Saône as the implication of the creation of The Chevènement Act. As a result, we found that the territorialisation is a kind of adaptation to the Chevènement Act enforcement related to the authority of Urban Community of Grand Lyon and Association between regions of Saône Mont d’Or (Syndicat de Communes Saône Mont d’Or) in economic development in Val de Saône. Territorialisation is characterized by the consensus and the signing of the development contract concerning the role division between Urban Community of Grand Lyon, which has a new authority in intervening the economic development in local and metropolitan level, and Association Between Regions of Saône Mont d’Or, which has the same authority in intervening the economic development in local level of Val de Saône.

Abstract

Community based early warning system is one of the efforts in reducing flood risk by increasing community awareness in managing disasters. The system comprises the reduction of risk level and vulnerability, along with the strengthening of community capacity among others related to local wisdom. Practicing local wisdom in flood management ensures the effectiveness of the early warning system to be implemented. The article identifies the local wisdom found in local communities in seven sub-districts of Semarang City’s Bringin Drainage Sub-system to understand the community’s capacity in developing the flood early warning system. The observation on the methods carried out in flood prediction, information dissemination and emergency evacuation processes showed that the local communities have indeed implemented a conventional early warning system, however the system is not accompanied by clear procedures, rendering current efforts in risk reduction ineffective.

Abstract

Pemerintah Kota Bogor menyadari pentingnya pemanfaatan CSR sebagai sumber pembiayaan non-konvensional dengan menetapkan Peraturan Daerah No. 6 Tahun 2016 dan Peraturan Walikota Bogor No. 69 Tahun 2017. Penelitian ini bertujuan untuk mengetahui kontribusi CSR sebagai sumber pembiayaan pembangunan non-konvensional dalam pembangunan Kota Bogor. Untuk menjawab tujuan penelitian tersebut, terdapat dua analisis yang dilakukan, yaitu identifikasi karakteristik CSR dan kontribusinya terhadap pembangunan Kota Bogor. Pengumpulan data dilakukan melalui telaah dokumen dan wawancara mendalam (indepth interview). Metode analisis data menggunakan metode analisis kualitatif deskriptif dan kuantitatif dekriptif. Hasil penelitian menunjukkan bahwa terdapat 85 kegiatan CSR pada tahun 2016 dan jumlah tersebut meningkat pada tahun 2020 menjadi 456 kegiatan. Jumlah kegiatan CSR tersebut berasal dari 8 perusahaan pada tahun 2016 dengan total dana sebesar Rp. 1.563.602.550, dan 18 perusahaan dengan total dana Rp. 4.131.009.717 pada tahun 2020 dengan mayoritas perusahaan besar yang bergerak di bidang pelayanan jasa. Masih sedikitnya perusahaan yang melakukan CSR tersebut disebabkan oleh banyaknya perusahaan, terutama perusahaan kecil-menengah, yang tidak melaporkan kegiatan CSR, atau bahkan tidak melaksanakan kegiatan CSR. Jika dilihat dari sebaran lokasi kegiatannya, kegiatan CSR juga masih terkonsentrasi di Kecamatan Bogor Selatan dan Bogor Tengah. Kegiatan CSR tersebut juga sesuai dengan program di dalam RPJMD dan berkontribusi pada pembangunan Kota Bogor. Pada tahun 2016 terdapat 17 program RPJMD yang didukung oleh kegiatan CSR, dan menjadi 43 program pada tahun 2020. Namun, jika dibandingkan dengan total capaian kinerja program RPJMD, kontribusi kegiatan CSR terhadap RPJMD Kota Bogor masih sangat kecil, yaitu sebesar 0,63% pada tahun 2016 dan 0,43% pada tahun 2020. Nilai tersebut masih jauh dari target kontribusi CSR dalam RPJMD Kota Bogor sebesar 10% pada tahun 2020. Kecilnya kontribusi CSR tersebut disebabkan oleh dua hal, yaitu belum terdatanya semua dana CSR dari perusahaan-perusahaan pelaku CSR, serta besarnya kontribusi tergantung pada capaian kinerja program RPJM yang sesuai dengan kegiatan CSR melalui APBD. Di luar itu, kurangnya sosialisasi peraturan dan mekanisme pelaksanaan CSR oleh Pemerintah Kota Bogor dapat menjadi penyebab utamanya. Meskipun demikian, dapat disimpulkan bahwa CSR sangat potensial menjadi sumber pembiayaan non konvensional di Kota Bogor di masa mendatang apabila peraturan CSR tersosialisasikan dengan baik, pelaksanaan dan hasilnya terdata dengan baik, serta mekanisme pelaksanaannya sesuai dengan peraturan yang ada. Kata kunci: CSR, kontribusi bagi pembangunan, sumber pembiayaan non-konvensional.

Abstract

Having abundant natural resources, the village is the foundation of the city. Villages have the potential to develop various natural, physical, social, demographic, and cultural resources that have not been optimally utilized. Therefore, sustainable village development is necessary to improve villagers' welfare and quality of life. This study aims to identify the status of village sustainability and sensitive attributes in village development through a case study in Cijeruk Village, Cijeruk District, Bogor Regency. The study examined four aspects of sustainability, ecology, economy, socio-culture, and legal and institutional dimensions using a Multidimensional Scaling (MDS) analysis called Rap-BUSAJI (Rapid Appraisal of Cijeruk Village Development). The study found that Cijeruk Village has a relatively sustainable status, with an overall index of 53.29%. The study also identified ten sensitive attributes that could be used to evaluate development. These ten attributes include three ecological dimension attributes (clean water sources for communal MCK, availability of clean water, and availability of MCK in every house); 3 attributes of the economic dimension (marketing range of main commodities, types of main commodities, and availability of supporting industries for main commodities); 3 attributes of the socio-cultural dimension (average community education level, number of agricultural workforces, and number of unemployment); and one attribute of legal and institutional dimensions (maps of disaster-prone areas availability).

Abstract

Village planning and development currently demands the participation of villagers in developing village potential. Thus, the village government needs to properly socialize the products of spatial planning and village development plans to the villagers, so that they cares more about the development of their area. Unfortunately, many village planning and development products have not been properly socialized. On the other hand, the era of digitalization and the industrial revolution 4.0 demands the information disclosure that can not been met in the most villages. Most of villages currently have less communicative and less informative planning products due to the lack of information media and human resources to compile and present well their spatial planning and development products. Pasir Mukti Village has great economic potential with many metal craft MSMEs spread throughout the village and absorbing a large number of workers. However, the great potential of Pasir Mukti Village has not been fully publicly socialized. Therefore, it is necessary to have a forum or media for information development in Pasir Mukti Village, both in the form of spatial and development planning products, as well as village potential information. In addition, Pasir Mukti Village needs to improve human resource competencies in the preparation process to its dissemination.This community service program aims to empower villagers through several competency improvement trainings, as well as participatory preparation of village development galleries as educational nodes and dissemination of information related to spatial planning, development plans and village potential in Pasir Mukti Village. The objectives of this activity can be achieved through three main stages, including: (1) identification of community needs related to village development galleries and competence in preparing village spatial planning and development, as well as village potential; (2) preparation of village development galleries; and (3) training to increase the competence of the community, who will become managers of the village development gallery.As a result, the program received a very good response from the participants consisting of village officials, Village-Owned Enterprises (BUMDes), Family Welfare Development (PKK), MSME actors, and youth organizations (Karang Taruna). It can be seen from (1) their active participation during FGD and training; (2) their participation and volunteerism to donate a small portion of their MSME products to be displayed in the village development gallery; and (3) their willingness to participate in repairing and enhancing the quality of the gallery building, as well as providing the equipment. Furthermore, the trainees have quite high commitment, that can be seen from their enthusiasm in participating in the FGD and two series of full-time training.Based on the results of these activities, this community service  program can (1) increase the knowledge of the Pasir Mukti villagers about the importance of a media/facility as an information center for spatial planning and village development, as well as a medium for promoting village products, education, and public interaction; (2) improve the quality of the human resources of the Pasir Mukti villagers, especially training participants consisting of representatives of village officials, BUMDes, and MSME actors, and (3) build a village development gallery as a new tourist destination in Pasir Mukti Village. Thus, it is hoped that in the long term, this activity can increase the income and welfare of the Pasir Mukti villagers.
