Abstract

Abstract This paper is a comparative study between Vietnam and Indonesia in handling COVID-19. The comparison between the two countries is viewed from the political approach of the government. The aim is to find out how to handle the crisis in two countries that have different political and governmental systems. The main finding of this study is that countries with communist (centralized) forms of government have better command and coordination, compared to democratic (decentralized) countries when facing a crisis, in this case study COVID-19. This paper is a qualitative research with data collection techniques is literature study. There are differences in responses that have an impact on handling in Indonesia and Vietnam. This difference in handling is related to the centralized system of communism or one command that makes clear and firm instructions in dealing with COVID-19 so that victims can be minimized. In contrast to Vietnam, Indonesia as a decentralized democracy has a slow pace and different policies between the center and the regions. This condition causes confusion in coordination so that people experience misinformation in their understanding of COVID-19, which then has an impact on increasing the number of positive cases of COVID-19.

Abstract

Women's participation in politics is expected to be able to contribute significantly and be able to change views on "politics" itself, as well as the relationship between the state and the people dramatically. This change is expected to improve the political image which has been considered as a “hard and dirty” work area, where this arena is mostly filled by men. Since Indonesia was established as a country, the number of women's participation and representation in the political arena is still very low and marginalized. This is certainly not in line with the spirit of the country's constitution which guarantees equal rights for women and men to participate in formal politics. This means that women certainly also have the right to vote and be elected to public and political positions. The existence of an open electoral system has provided an opportunity for women to participate in political representation. However, efforts to achieve gender justice in elections are still faced many obstacles, especially affirmative action on the women's quota system. Although the quota system is guaranteed by law, the patriarchal system remains the main obstacle in efforts to increase the number of women's representation in Parliament.

Abstract

This paper aims to analyze how the Indonesian government’s efforts to fulfill the health rights of refugees or asylum seekers who were in Indonesia when the COVID-19 case hit the world. Pekanbaru was chosen as a case study because it has broken the record for the highest number of additional COVID-19 cases in Indonesia. This condition is exacerbated by the fact that, Pekanbaru is also one of the cities with the highest number of receiving refugees in Indonesia. Using qualitative research methods, this paper argues that the acceptance of refugees by Indonesia on humanitarian principles is in line with the identity that has been shown as defenders of human rights. To maintain this identity, in terms of handling COVID-19 with refugees, it would be better if Indonesia adapted policies that were adaptive and sensitive to minority groups, in this case asylum seekers in Pekanbaru.
