Abstract

Abstrak - Penelitian ini bertujuan untuk mengetahui Penanganan Penggunaan Kantong Plastik di Kota Banda Aceh, faktor penghambat, serta mengetahui apakah Peraturan Walikota Banda Aceh Nomor 111 Tahun 2020 efektif menangani penggunaan kantong plastik. Hasil penelitian menunjukkan bahwa Pembinaan berupa sosialisasi dan konsultasi pernah dilakukan kepada para pelaku usaha dan masyarakat. Namun, Pengawasan dan penerapan sanksi kepada sektor usaha ritel modern belum efektif dilakukan. Faktor penghambat berupa kurangnya kesadaran masyarakat, penegakan hukum masih lemah, keterbatasan fasilitator, dan beberapa ritel modern kedapatan belum menerapkan program pembatasan. Perwal tersebut cukup efektif terhadap penurunan penggunaan kantong plastik daripada sebelum keluarnya Perwal. Disarankan kepada Pemerintah Kota agar lebih maksimal menangani penggunaan kantong plastik di kota Banda Aceh. Konsisten melakukan pembinaan dan pengawasan kepada para pelaku usaha maupun masyarakat pengguna kantong plastik. Abstract

Abstrak - Sesuai dengan tugas pemerintah untuk mensejahterakan rakyatnya, demikian pula tugas pemerintah daerah. Untuk mewujudkan tujuan tersebut, terutama melalui pemberdayaan Usaha Mikro Kecil dan Menengah (UMKM) yang ada di Kota Banda Aceh pada masa pandemi Covid-19 yang saat ini masih dirasakan peranannya kurang dalam pemberdayaan UMKM. Oleh karena itu bagaimana upaya pemberdayaan UMKM yang kondusif. Fokus pada penelitian ini adalah (1) Untuk mengetahui bagaimana peranan pemerintah Kota Banda Aceh dalam membantu UMKM melewati saat sulit pada masa Pandemi Covid-19, dan  (2) Untuk mengetahui bagaimana realisasi program bantuan modal kerja UMKM Covid-19 Kota Banda Aceh.  Metode yang digunakan dalam menulis skripsi ini sendiri adalah metode yuridis empiris, yang berupa penelitian lapangan. dengan cara mewawancarai responden dan informan sebagai data primer, serta kajian kepustakaan berupa buku, peraturan perundang-undangan dan tulisan-tulisan yang berkenaan dengan skripsi ini.  Dari hasil penelitian ditemukan bahwa pada masa pandemi Covid-19 banyak UMKM yang mengalami penurunan pendapatan bahkan kerugian, pemerintah Kota Banda Aceh selaku pemangku pemerintahan telah mengeluarkan kebijakan dan aturan yang dirasa dapat membantu perekonomian masyarakat pelaku UMKM di dalam melewati masa-masa sulit disaat pandemi, didapati bahwa tidak semua masyarakat dapat merasakan dampak positif dari kebijakan dan aturan tersebut, juga ketentuan dan syarat kelengkapan penerima bantuan modal kerja dapat dirasakan memberatkan masyarakat  di dalam pengurusannya. Disarankan kepada pemerintah Kota Banda Aceh dalam melaksanakan peranan yaitu dengan menyalurkan bantuan kepada masyarakat secara langsung baik itu berupa tunai maupun bantuan berupa kebutuhan pokok, juga untuk program bantuan modal kerja UMKM Covid-19 Kota Banda Aceh, disarankan agar ketentuan dan persyaratan tersebut seharusnya dapat diminimalisir agar dapat memberikan manfaat bagi masyarakat pelaku UMKM secara keseluruhannya. Kata Kunci : Peran, Kota Banda Aceh , Pemberdayaan Usaha Kecil Menengah . Abstract - In accordance with the government's duty to prosper its people, so is the task of local governments. To realize this goal, especially through the empowerment of Micro, Small and Medium Enterprises (MSMEs) in Banda Aceh City during the Covid-19 pandemic, which is currently still felt to have a less role in empowering MSMEs. Therefore, how are efforts to empower SMEs that are conducive. The focus of this research is (1) To find out how the role of the Banda Aceh City government is in helping MSMEs get through difficult times during the Covid-19 Pandemic, and (2) To find out how the realization of the Banda Aceh City Covid-19 MSME working capital assistance program. The method used in writing this thesis itself is an empirical juridical method, in the form of field research. by interviewing respondents and informants as primary data, as well as literature review in the form of books, laws and regulations and writings related to this thesis. From the results of the study, it was found that during the Covid-19 pandemic, many MSMEs experienced a decrease in income and even losses, the Banda Aceh City government as the government stakeholder has issued policies and regulations that are felt to be able to help the economy of the MSME community in going through difficult times during the pandemic. it was found that not all people could feel the positive impact of these policies and regulations, also the terms and conditions for the completeness of working capital assistance recipients could be felt to be burdensome for the community in their management. It is recommended to the Banda Aceh City government in carrying out its role, namely by distributing assistance to the community directly, either in the form of cash or assistance in the form of basic needs, also for the Banda Aceh City Covid-19 MSME working capital assistance program, it is recommended that these provisions and requirements should be minimized. in order to provide benefits to the community of MSME actors as a whole. Abstract

The principal's leadership is the ability and authority to influence, mobilize and direct action and encourage the emergence of a strong will with enthusiasm and confidence of teachers, staff and students in carrying out their respective duties for the progress and inspiring the school in improving learning. The purpose of this study is to find out how the leadership of school principals in implementing the independent curriculum to improve the quality of learning at SMAN 1 Labuhanhaji and SMAN Unggul Darussalam Labuhanhaji. This research uses a qualitative approach with a descriptive type of research. Based on the research findings, it was found that: (1) The planning process is carried out through meetings held at the end of each school year or before the start of the new school year. The parties involved in this planning are the principal, school superintendent, vice principals, teachers, and school committee; (2) The implementation strategy is already on the basis of a very good, effective and efficient concept. The implementation strategy is carried out through: guidance and workshops, education and training, MGMP, motivation, and through control; (3) Obstacles experienced by school principals, namely: teachers who lack mastery of material related to the independent curriculum, lack of infrastructure, workshops that are not on target, lack of funding, and lack of teacher motivation to upgrade knowledge; (4) Evaluation is carried out by determining the focus of evaluation, resource persons, assessment instruments, data collection and final reports, through questionnaires and observations / direct interviews that are routinely conducted. The parties involved in this evaluation are high school supervisors, principals, and vice heads of curriculum.
