Abstract

The rise of 2020 regional electoral participation in the middle of Covid-19 is a continuation of the participation stability trend in the Indonesia election. This increment is in contrast to the democratic condition in Indonesia, which is deteriorating. The rise of participation is not affected by the actual conditions of COVID-19, it's occurred in areas with a high number of Covid-19 cases. Many electoral organizers and candidates have reportedly been exposed to coronavirus. The public perception improvement of regional electoral implementation and trust to the government achievement to handle pandemics support the rise of participation. But perception is not a single explanation. The reinforcing factors at a local level are a strong explanation for this. the different variant levels of participation in each region are determined by the intensity of competition and local political issues. This is closely related to political mobilization, voter character, and the rise of money politics. This research shows the failure of a thesis that high participation is linear with the level of democracy quality. The models of voting behavior also fail to explain why voter enthusiasm increases when economic conditions worsened due to the pandemic.
